Mr. Scott:
Enclosed you will find revised elevations for the above referenced project, located on East Watertower
Street (2020-0088). We have revised the elevations based on your comments to the police department
and our phone conversation on June 15, 2020. The primary changes we made were to change the
primary exterior building walls to masonry (matching the existing on-site building), incorporate varying
materials, colors, and patterns on the building, as well as incorporate architectural features as indicated
in the Architectural Standards – Design Review Checklist. We feel that the building now generally
complies with these standards, and hope that you can accept these revisions for both Design Review
and Certificate of Zoning Compliance. Please note that the interior plan and site plan have not changed.
Some of the guidelines indicate that they apply to facades that are visible from public roadways,
residential neighborhoods, public spaces, and public entries of adjacent buildings. The building in
general does not face residential neighborhoods, public entrances of adjacent buildings, or public
spaces. However, the north façade and part of the east and west facades can be seen from East
Watertower Street which is a public road. We have updated the north and east elevations to fully
comply with the guidelines, however the west façade is located along the far west side of the property,
and is obscured from view to the road and adjacent property (which is owned by the ISP) with an
opaque 6’ chain link fence with slats matching the existing site fencing. Therefore, we’d like to request
an exception from compliance with all of the guidelines on the West side. We have incorporated in
varying colors and material textures, as well as canopies over the door, but would like to receive an
exception for the following guidelines on the West side only:
• 1.1C – Architectural Features
• 1.3B – Vertical changes in material
• 2.3A – Incorporation of two pedestrian elements (pedestrians will never walk along this side of the
building, but we have incorporated banding at pedestrian height)
• 3.3A – Frame and accent fenestration
• 3.3D – Provide 30% fenestration coverage on first floor

• 3.4A – Changes in modulation of parapet
• 4.2A – Incorporate architectural features every 30’ horizontally and vertically
• 5.1D – Incorporate accent materials on first floor
• 5.1E – Provide relief in accent materials
Just to note, this building is not a public building, has no public entrances, and is actually partially
obscured from view on the north side at the street by a 6’ fence and landscaping.
