The Meridian Parks & Recreation Commission is a volunteer citizens' group that is created and empowered to
advise the City on issues relating to park facilities and recreation programs of the City. Their mission is to gather
input from staff and other qualified personnel on issues relating to the creation and design of public parks and
open spaces; to listen to public input; and to provide advice and recommendations on parks and recreation related
matters to the Mayor and City Council.

2020 All-Commission Goals:
1. Support development of a connected pathway system across the City of Meridian, with the F ive
Mile C reek P athway and the Rail-W ith-Trail Pathway as the top priorities.
2. Encourage coordination with the City of E agle to connect to the B oise River G reenbelt and with
neighboring communities f or additional regional connections of our pathway systems.
3. Support design and construction of Discovery P ark P hase 2.
4. Participate in the design and programming of a new Community Center on the Civic Block.
5. Engage other task forces, commissions, entities, and agencies through workshops and other

Pathways Project Manager’s Report:
KIM WARREN
1. New Projects/2021Budget Support -
Updated Council on current pathways projects under construction.
Presented a list of twelve proposed projects for 2021 that emerged from
staff research and conversations with the Mayor’s office earlier this year.
Projects on the list focused on those which: 1) would not otherwise be
completed by development, 2) promised to have significant impact on
overall connectivity, 3) appear to be feasible/achievable.

Under construction – about a third of segment is paved.
Progress somewhat slowed by rain and scheduling. Contractor to resume in
earnest after Fourth of July holiday.
3. Fairview Avenue -
Final ACHD approval pending on Fairview Avenue construction documents.
Added pedestrian railing at Fairview Avenue.
CDBG funding has been approved.
In process of scheduling Idaho Power Work – relocation of power poles in
pathway alignment.
Beginning bid process through Purchasing.
Goal is to bid as soon as possible a portion of work can be completed this
calendar year as stipulated by CDBG funding agreement.
4. South Slough – East of Locust Grove, South of Ustick -
Made final determination that Finch Lateral will need to be piped, due to
space and Nampa and Meridian Irrigation District (NMID) maintenance
constraints.
Plan is to leave the lateral open where it meets roadways (Locust Grove
Road and East Kamay Drive).
Communication and plan iteration with consultant on pathway alignment.
NMID prefers alignment that does not cross the piped lateral.
Feasibility of the project may hinge on whether NMID is able to provide
labor to pipe the lateral with materials provided by the City. This
determination will be made near the end of season when NMID gets a better
sense of winter workload and whether there will be availability in their
schedule.
Formal easement document has been prepared and mailed to Chamberlain
Estates HOA for signature.
5. Pine Avenue Rest Stop -
Landscaping and concrete work is complete.
Requested scope of work from one of our roster artists for a sign concept
with which to wrap the traffic box.
6. Local Rail With Trail -
Staff met internally to discuss this project and work out budget implications
for purchase of easements.
Worked with Legal to determine feasibility of purchasing easement that
would be close to an existing structure on one of the parcels. It’s doable,
but may mean that we build narrower pathway (temporarily) in that area.
Staff will request a meeting with the Mayor and possibly a Council executive
session to review this project, confirm it as a priority, and get approval
before making any easement purchase offers.

7. Whitestone Pedestrian Bridge Across Ten Mile Creek (SE of Franklin and
Linder) -
This bridge was a condition of development for Twelve Oaks Subdivision on
Franklin and Linder – originally part of a 2008 development agreement,
recently updated. The project’s aim is to provide a pedestrian connection
and safe route to school from Twelve Oaks south to Peregrine Elementary;
and from the Whitestone Neighborhood north to commercial/retail
businesses on Franklin Blvd.
Staff has been working with Legal on a formal Acceptance Agreement for
the pedestrian bridge. NMID is requiring that the City own the bridge and it
be added to the master pathways agreement.
It has taken considerable time to coordinate access through the
neighborhood at the south bridge landing. Staff has been working to address
an encroachment in the common lot that will be crossed by the pathway,
determine the project scope and extent, and clarify maintenance
expectations.
A pedestrian easement has been prepared and sent to the Whitestone HOA
for signature.
8. Ten Mile Trailhead -
Have been working with landscape and civil consultants the last couple of
weeks on minor site revisions that came out of the CZC review process.
9. Ongoing Meetings and Other Duties -
Pathways review of incoming development applications and conditions for
development.
Attended FACTS meeting (interagency pathways group) – the first one we’ve
had since the March shutdown.
City Arborist’s Report:
MATTHEW PERKINS
1. Tree Pruning - I have been managing MANY different contract tree pruning
projects throughout the parks, as well as responding to several different in-
house requests for pruning of trees that have caused specific clearance issues.
This has taken up a lot of my regular “day-to-day” operation time.
2. Tree Removals - There were multiple tree failures during the storms we have
had in the past couple of months, which have resulted in several removals.
These trees will be replaced during this planting season.
3. Tree Planting - Tree planting is getting under way. There will be many trees
replaced throughout the parks. Planting will be conducted by contractors at
some sites, and in-house at others as time and resources allow.

4. City Christmas Tree for 2020 – I have narrowed down the selection to two
trees and am very close to making the final decision. There have been many
candidates offered throughout the city; some offers came from as far away as
Nampa.
5. Tree Mitigation - There have been a lot of tree mitigation inspection requests,
due to the rapid growth and development in the city. I have been working on
coming up with a solution for loss of canopy and the limitations that arise with
onsite mitigation. The City of Meridian’s urban canopy will benefit greatly from
the proposed changes.
Recreation Division
Recreation Manager’s Report:
GARRETT WHITE
1. Field/Event Scheduling – This happens on a daily basis. I have been scheduling
field space for several groups like PAL, MYB, Boise Timbers, Adult Soccer, and
youth baseball and softball teams. Due to Covid-19 and the CDH Order to limit
groups of under 50 people, I have been actively reaching out to all field
reservations over 50 people, as well as working with external community
events to limit the number of people gathering.
2. AED Updates – I have been working on updating all AED information in regards
to the AEDs we have in our parks, camps, vehicles, and facilities.
3. Community Center RFP – We have been working with Planning and Finance to
gather information to create a Pro Forma on a new community center. We
have been building a Pro Forma with staffing options that focus on community
education classes, activity guide programs, and events.
4. Agreements – The Meridian Youth Baseball Fuller Park agreement has been
updated, due to Covid-19 cancellations and needs.
5. Covid-19 Protocols – We are constantly adjusting to all that Covid-19 brings.
Staff has responded extremely well to all protocols set forth by the Governor’s
Office, Central District Health Department, and the City. These adjustments
seem to come daily.
6. City Budget Process – I have been working with our leadership team to develop
the FY2021 budget.

7. Park Concessionaires - I have been working with all park concessionaires
assuring they are working with Central District Health and following all
protocols set in place.
Homecourt Facility Manager’s Report:
JAKE GARRO
1. Curtain Replacement Project - This project began June 15. Our original end
date was slated for July 10. As of Monday, June 29, it is looking like the
project will be complete by Friday, July 3. A couple of highlights about the
project is as follows:
a. Three new curtains that serve as dividers between the basketball courts
are being installed. The color scheme has remained the same. The
lower portion of the curtain is royal blue. The upper portion of the
curtain is white. Each curtain is 102 feet long by 25 feet high.
b. Power Touch 5 – This is our new system that will raise and lower each
curtain, backboard, and rim at the touch of a button on an IPad. All
curtains, backboards, and rims can be raised at one time, if need be.
Fun Fact: Curtains now can be raised and lowered in one minute.
Previously, to raise and lower one curtain, it took 3 – 4 minutes.
2. 2020 Spring Volleyball League - Our Departments’ Spring Volleyball League
has been played at Homecourt since June 1. Each Monday through Thursday
evening, our facility is closed to the public from 5:30 p.m. – 10:00 p.m. to
comply with COVID-19 recommendations. It is our goal to have this league
complete by July 23. Upon completion of this league, facility hours will return
to normal.
3. Scheduling of Facility – I am currently working with AAU basketball and
volleyball groups in scheduling practice times in our facility during evening
hours. I am tentatively scheduling for the months of September through
December. In addition to scheduling times for AAU groups, I have also been
scheduling the facility for MPR activities and open gym activities.
4. COVID-19 Re-Opening - Meridian Homecourt re-opened from the COVID shut
down on Monday, June 1. Court availability during the curtain replacement
project has been as follows:

Meridian Homecourt
Coronavirus Re-opening Guidelines
May 2020
OBJECTIVE:
The following guidelines are put in place to ensure the health and safety of our staff
and patrons as Meridian Homecourt re-opens from the Coronavirus Pandemic. The
following guidelines may be subject to change to adhere to Local, State and Federal
guidelines as directed.
IMPLEMENTATION OF BASIC INFECTION PREVENTIVE MEASURES:
Promote frequent and thorough hand washing.
Avoid close contact.
Encourage staff and patrons to stay home if they are sick.
Encourage respiratory etiquette while coughing and sneezing. See signs
hanging in on bathroom doors.
Clean and disinfect.
Staffing – one staff member in the front office area at a time due to space.
o One staff member monitoring the court area and community education
area to ensure proper social distancing measures are being followed.
Housecleaning and Disinfecting
Establish and maintain regular housekeeping practices – the following tasks
will be done based on facility usage.
Sanitizing efforts to include the usage of cleaning agent with hydrogen
peroxide and the usage of rubber gloves. When disposing of rubber gloves, it
is imperative to wash hands with soap and water.
Main Court Area & Bay 5
o Sanitize all door handles in the facility – this includes the handles in
the restrooms stalls.
o Sanitize all handles on sinks in all restrooms and family restrooms.
o Sanitize all handles on toilets in all restrooms and family restrooms.
o Sanitize all baby changing stations in family restrooms – these do not
get much use, but patrons do use these to place bags on top.
o Sanitize all countertops in all restrooms and family restrooms.

Open Court Space Availability: June 15 – July 12. Please note our facility will be
undergoing a Curtain Replacement Project during this timeframe, therefore court
space will be available on a limited basis. Thank you for your patience and

June 15 – June 20: Courts 3 & 4 will be available.
June 21 – June 27: Court 4 will be available.
June 28 – July 12: Pickleball court space in Bay 5 is re-servable free of
charge. Please see how to reserve space in Bay 5 below.

in Bay 5. See information below.
Bay 5 Reservation Process: Community Education Classes are set to begin June
1. Bay 5 court space will be available to reserve at no charge for Pickleball and/or
volleyball play during times Community Education Classes are not taking place.
Please call 208-228-4400 to reserve court space. Two Pickleball courts available.
Re-servable space will be reserved in two hour time blocks. Reservations can be
made up to 24 hours in advance.
All court space in the main gym area will be open on a first come first serve basis
with the social distancing recommendations/guidelines being used appropriately.
This includes times in the evenings and on the weekends.
Noon Basketball & Evening Open Gym Times: Noon basketball and open gym
activities in the evenings such as Tuesday night Volleyball, Wednesday night
Pickleball and Thursday night Basketball will begin the week of July 13.

COVID 19 – Reopening
Frequently Asked Questions
The following questions may frequently be asked upon our reopening on June 1. In
an effort to pass along consistent information to customers, please defer to this
information.
Q. What are your hours of operation?
A. Our hours of operation are as follows:
Hours of Operation June through September
Monday – Friday 7:00 a.m. – 9:00 p.m.
Saturday & Sunday 10:00 a.m. – 8:00 p.m.
Please Note: June 1 – July 12, Monday through Thursday from 5:30pm –
9:00pm the basketball courts will not be available due to Adult Sports League.
Q. When does the adult sports league start?
A. Our adult sport league will start Monday June 1 and conclude Thursday July 23.
Matches will be played here at Meridian Homecourt on Monday – Thursday
evenings. Match start times are 6:30 p.m., 7:45 p.m. and 9:00 p.m.
Q. Will all four courts be available?
A. All four courts will be available from June 1 – June 14 during the hours mentioned
above.
Q. Why are all four courts ONLY available June 1 – 14?
A. We have a curtain project taking place beginning June 15 – July 12
Q. Will the Curtain Project effect the usage of court space?
A. Unfortunately, yes it will. Tentatively the following courts will be available during
the following timeframes:
June 15 – June 20: Courts 3 & 4 will be available.
June 21 – June 27: Court 4 will be available.

June 28 – July 12: Pickleball court space in Bay 5 is re-servable free of
charge.
Q. Why are there not any courts available from June 28 – July 12?
A. The facility will still be under construction due to the curtain project. Due to the
curtains on courts 3 & 4 being replaced during this timeframe, for liability purposes
it is not safe for patrons entering the facility due to the proximity of those courts to
the entrance of the facility.
Q. Is court space re-servable?
A. Unfortunately, court space is NOT re-servable. We are making it a priority to
keep court space open to the general public. Thank you for your understanding.
Q. How is the court space at Meridian Homecourt being used during this re-
opening process?
A. All court space in the main gym area will be open on a first come first serve basis
with the social distancing recommendations/guidelines being used appropriately.
This includes times in the evenings and on the weekends.
Q. Will noon basketball be held beginning June 1?
A. Noon basketball will not be held beginning June 1.
Q. When will noon basketball beginning again?
A. It is our goal to have noon basketball start up again July 13. Noon basketball is
played on Monday, Wednesday and Friday 12:00pm – 3:00pm.
Q. Can I come in and shoot baskets?
A. Yes, shooting baskets is allowed as long as social distancing standards are being
followed. No programs will be held that include personal physical contact such as
five on five or three on three basketball.
Q. Is Bay 5 available?
A. Bay 5 is available on a limited basis. Beginning June 1 our Community Education
Classes will be begin in Bay 5.
Q. Can I play Pickleball in Bay 5 when there are not any courts available from
June 28 – July 12?
A. Yes, Pickleball will be available in Bay 5. There are two courts available to
reserve. To ensure a fair and equitable process is in place while the courts are
not available, we are asking patrons to reserve Pickleball space in Bay 5 in two-
hour time blocks. Reservations can only take place 24 hours in advance.
Q. Do I need to reserve space in Bay 5 between June 1 and June 27?
A. No, that is not necessary. There is plenty of court space available in the gym
area. Space during that timeframe will be first come first serve as it has been.
Q. Will open gym time in the evening be available beginning June 1?

Q. I have a membership to Meridian Homecourt. How do I get days back for
the days that were lost during the COVID 19 building closure.
A. Membership holders will be granted days lost to their memberships. To be
eligible to receive these lost days, memberships needed to be active as of the
closure date of March 17, 2020.
Q. Do I need to come into the Homecourt to receive my days lost?
A. A Homecourt staff member will be calling all active membership holders to go
work through this process. Thanks for your patience and understanding as we
work through this process together.
Q. What measures are you taking to clean the facility and disinfect the facility?
A. Homecourt staff and our cleaning service will be maintaining regular
housekeeping practices. The following will be done will be done based on facility
usage.

Recreation Coordinators’ Report:
RENEE WHITE
1. Special Event Season – Spring 2020 has been a tough season. Due to the
Covid-19 pandemic, Meridian Parks & Recreation has postponed or cancelled all
events in May, June, and now we are looking at postponing or cancelling events
in July.
2. Sparklight Movie Night – Sparklight Movie Night was set to open on Friday June
5. We rearranged the movies and sponsor with hopes that we could open on
July 10 but had to postpone again, due to the rising number of Covid-19 cases
in Ada County.
3. Kleiner Park Live - We cancelled two of our new concerts in the park – Kleiner
Park Live set to play on June 20 and July 11. Local dance bands were booked to
bring music and dancing to the park on Saturday evenings. One possible date
remains – August 15. If Ada County can progress to Stage 4 by that time, we
will proceed.
4. Gene Kleiner Day - Gene Kleiner Day scheduled for June 13 has been
tentatively rescheduled to Saturday, September 12.
5. Independence Day Celebration – We had hopes of hosting the July 4th
Fireworks in Storey Park sans the high touch community activities of bounce
houses, food trucks, and live music. Unfortunately, the rising numbers of
Covid-19 cases activated the Central District Health Department to restrict all
gatherings of more than 50 people. After exploring the possibility of hosting
the July 4th fireworks in a space where the spectators might socially distance
themselves, the tough decision was also made to cancel the show.
All the events were planned and ready.

MAGGIE COMBS
1. 2020 Spring Leagues –We started the Spring Volleyball league on June 1 with
games being played at the Homecourt and the Boys & Girls Club and is planned
to conclude at the end of July. The Spring/Summer Softball league began the
1st of June. Normal league play is scheduled to wrap up the end of August
followed by the end-of-season tournament.

2. 2020 Fall Leagues – I am currently planning for registration for the Fall
Volleyball league which closes on August 26.
3. 2020 Meridian Challenge – This program is still active until August 12.
Participants may register anytime between now and the deadline. The program
challenges participants to see how many miles they can complete before the
deadline by either walking/running, swimming, or cycling.
Volunteer Program Coordinator’s Report:
CHELSEA CANTRELL
1. Volunteers – Volunteer service continues to be suspended, due to the majority
of volunteers being in the Covid-19 high-risk category.
Arts & Culture Coordinator’s Report:
AUDREY BELNAP
1. Initial Point Gallery - Our gallery is currently hosting an interesting exhibit of
three photographers with various styles. The Opening Reception will be July
7th. We are also currently accepting applications for artists who want to show
in our gallery in 2021. The applications close on July 26th, and then we will be
able to schedule out the gallery for next year.
2. Public Art - Our traffic box series is in process! The locations have been
determined, and now I am waiting for votes to come in from the Commissioners
for the West Ada School District artwork. The traffic boxes should be wrapped
by the end of August. The fire fighter statue at Fire Station #6 is scheduled to
be installed on July 7th, and an unveiling ceremony will be held on July 8th. It
will be a private event with representatives from the City, some media, and
the artist’s family and friends. However, it will also be streamed online for the
public to view. We are going to make a highlight video of the artwork to post
on social media after the unveiling. In lieu of an unveiling ceremony, we are
also going to create highlight videos for the new artwork in Renaissance and
Champion Parks to be posted on social media during Parks & Recreation Month
in July.
3. Mural Series - The Arts Commission has sent out a Request for Statements of
Interest from Meridian businesses who would like to be part of our mural series.
This is the first step in our process to do 2-3 murals around Meridian next
spring. Once the locations have been selected, we will put out a Call to Artists
for muralists.
4. Concerts on Broadway/Art Week - We are carrying on with both events until
we hear otherwise. We will no longer be partnering with Taste of Meridian for
this year’s series.

5. Historic Preservation Commission – The HPC has an agreement with Hull Film
on City Council’s Agenda to approve a virtual tour of the Meridian Speedway.
An agreement with TAG Historical Research was just signed so that we can get
underway with submitting a nomination form to list the Meridian Speedway on
the National Registry of Historic Places.
Recreation Coordinator 1 (Sports) Report:
SKYLER COOK
1. 2020 Summer Fun Kickoff Tournament – The youth fast pitch Memorial Day
weekend tournament was adjusted into a weekday tournament in June and July
with 6 teams in the 16/18U division and 4 teams in the 14U division. The
tournament will conclude on July 9.
2. 2020 Summer Social Leagues – The inaugural 2v2 Cornhole and 2v2 Spikeball
Leagues are midway through their seasons with 20 teams in Cornhole and 4
teams in Spikeball. Games are being played at Settlers Park on Tuesday and
Wednesday evenings. Cornhole concludes on July 21, and Spikeball concludes
on July 22.
3. USA Softball of Idaho Championship – I am assisting the tournament director
with the Girls Fast Pitch 10U Tournament scheduled for July 10-12, 2020 at
Heritage Middle School. The tournament logistics will satisfy the Central
District Health Stage 3 guidelines.
4. Fee Proposals – I am working on fee proposals for sport league and tournament
offerings for the remainder of 2020 through the summer of 2021.
