It is set up with one lane in (either from the North or the south. Coming from the freeway, there is room for about six cars (maybe eight at the max) As far as I can tell, if more cars are in the turn off to Waltman, they will back up onto Main Street causing gridlock as people maneuver around them. As a long time resident of the area, I have watched the Meridian Road-Main Street intersection burgeon with traffic. During rush hour in morning and afternoon, legally turning traffic can’t clear the intersection with today’s cars having to make some innovative moves not to be in an accident. The Developer’s last request was voted down and he was told to wait for the Comprehensive plan. It lists this zone medium density residential. A lot of this is r15 to r 60. There are a few cosmetic improvements made by the developer, but basically, this is the same plan that got rejected and is not in keeping with the Comprehensive Plan. Now you want to increase the traffic through the intersection. Ada County Highways is projecting this will be at maximum use as soon as it opens. We have had Waltman as a connecting lateral before when Linder got closed for new installations. It was bumper-to-bumper than and there are a lot more houses today. I think it is impossible to know what kind of traffic flow there will be. The Franklin-Meridian Road route has six stoplights and the cut off through Waltman Lane would have one. What would be the logical quickest way? Now the developer has proposed some improvements on Waltman including making it a three lane road and having a sidewalk on at least one side of the street. The Mallard Landing side is of course, residential, with windy streets and no through streets. Peregrine Elementary is the other side of Linder. What used to be quiet 2 streets now become short cuts on the way to the freeway. I would call this a recipe for disaster. At the Planning and zoning meeting, no Mallard Landing folks spoke in favor of doing this. Of course, a developer can’t be responsible for stuff in the subdivision. This type of thing should have been handled two decades ago. There was lots of land to build a road then. The real issue at hand is what we are planning in the best interests of Meridian. There is necessary growth of a burgeoning population and the reality of we can’t handle the infrastructure of what we have now. At the minimum, I think that ACHD needs to look at the intersection in light of the proposed development proposal. You could make the proposed link to the subdivision emergency vehicles only. That is how the original one on Waltman was set up, but it never worked. There wasn’t enough clearance to get through (unless you were on a bicycle) Michael C Swenson 2088873736 815 West Waltman Lane 3 Charlene Way From:MICHAEL SWENSON Owner <frontierman99@centurylink.net> Sent:Tuesday, June 23, 2020 10:54 AM To:City Clerk Cc:frontierman99 Subject:written Testimony June 23'rd Mike Swenson When the intersection on to Main Street was put in, it was set up for a commercial development.
