City Council Members,
With respect to the application , H - 2020-0024 by Schultz Development for the development of 400 new
dwelling units— I would ask that you deny this application due to West Ada School District' s projected
380 additional students from this development . These numbers are a deeply concerning because it will
contribute to overcrowding our schools, compromise the quality of education for our children , and
heavily impact our children ' s livelihood . Something to consider even further is the current residential
developments already happening around Ten Mile and Franklin and the additional students those
developments will bring to our schools before Tanner Subdivision is even built .
In this letter, I will only focus on the number of students that will impact Peregrine Elementary .
The current residential developments due to be completed within a year located around Ten Mile and
Franklin will overload the school before Tanner Creek Subdivision is even finished . I chose three current
developments as examples to show the estimated numbers of new elementary students . The current
developments I chose are all within 2 . 2 miles of Peregrine Elementary and are as follows :
1 . 12 Oaks at Ten Mile — 106 units
2 . Ten Mile Creek Apartments — 235 units
3 . Bayar Apartments — 240 units
The number of units of these three developments sums up to 581 units . Using these three residential
developments, we can estimate the number of new elementary aged students by using the same
formula that West Ada School District uses . (See attached forms for calculations)
An estimated 210 elementary students will attend Peregrine from these three developments alone . The
current enrollment for Peregrine Elementary is 556 students . The capacity for Peregrine is 650 students .
If you take the current number of students then add the estimated 210 students, the estimated total
becomes 766 students . This will make Peregrine 116 students over capacity . Again , these
developments will be completed within a year or sooner .
Next, if you add in the estimated 144 elementary students from Tanner Creek Subdivision , you will get
an estimated total of 910 students attending Peregrine Elementary . That is 260 students over capacity
and is not sustainable for Peregrine Elementary .
To further prove that Peregrine Elementary will be overcrowded by the time Tanner Subdivision is built,
I would like to point out that in the review for this development, West Ada School District stated that
these future students could potentially have to attend Pleasant View Elementary and Owyhee High
School due to the abundant growth in the area . Both those schools are 7 - 8 miles away from Waltman
Lane . That alone is going to devalue the quality and livelihood of those parents and students living in
Tanner Creek Subdivision . We all know parents value living close to the schools where their children
attend , not further away . Please consider the impact this alone could have .
For these reasons, I do not believe this high - density housing of Tanner Creek Subdivision is acceptable or
sustainable for our schools and our students . I do not believe this high -density housing will benefit or
uphold the quality of life that Meridian prides itself on . What this development will do is compromise
our future children ' s education and negatively impact Meridian ' s quality of life . Please carefully
consider Meridian ' s quality of education for our future students , school overcrowding, and the
possibility that these kids might have to go to school 7 - 8 miles away from home . Please deny this
development .
Thank you for your time and consideration ,
Melvin Watts

RE: Tanner Creek Subdivision
File No. H-2020-0024
Dear Planners ;
Joint School District No. 2 (dba West Ada School District) has experienced significant and sustained growth in student
enrollment during the last ten years. Many of our schools throughout the district are operating at or above capacity. Based
on U . S. census data, we can predict that these homes, when completed, will house 320 (= fl homes x 0.8 per census data)
li school aged children. Approval of the Tanner Creek Subdivision will affect enrollments at the following schools In West
L
Ada District:
Enrollment C. apacitY Miles
Peregrine Elementary sS6 6s0 2 .6
Meridian Middle School 1200 1250 2 .4
Meridian High School 1978 2400 2 . 5
Due to the abundant amount of grovr [h in the area, West Ada is actively buildlag new schools, and boundaries are always
changing. These future students could potentially attend Pleasant View Elementary, and Owyhee High School .
West Ada School District supports economic growth ; however, growth fosters the need for additional school capacity . In
order to meet the need for additional school capacity, West Ada School District will accept the donation of land
appropriate for a school site . Passage of a bond issue will be required prior to the commencement of new school
construction .
New residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available
classrooms across the district. The safety of our students is our first and foremost priority. With this in mind, we ask that
you encourage the developer to provide safe walkways, bike baths and pedestrian access for our students. School capacity
and transportation is addressed in Idaho Code 67*6508 future development will continue to have an Impact on the
districCs capacity.
Sincerely,
Joe Yochum

Here is how I got the numbers. 240 units from B_ ayara
+ 106 units from 12 Oaks
+ 235 untis from TM creek
581 total new home units inslde Peregrine Elementary School Zone
West Ada 0f homes x 0.8 per census data = N of estimated new students
` 1 A 581 homes x 0.8 = 484 estimated new students
VVi SCHOOL DISTRICT 484 estimated new students divided by 13 grades (K-12)
484/13 = 35 estimated new students per grade
35 new students per grade x number of grades in elementary school
April Two Elementary schools are 6 grades total. (K-5)
utY olmeriaan 35 new students x 6 grades = 210 new students for Paregirine Elementary
