REGULAR MEETING • MINUTES

The Meridian Parks Et Recreation Commission is a volunteer citizens' group that is created and
empowered to advise the City on issues relating to park facilities and recreation programs of the City.
Their mission is to gather input from staff and other qualified personnel on issues relating to the
creation and design of public parks and open spaces; to listen to public input; and to provide advice
and recommendations on parks and recreation related matters to the Mayor and City Council.
1. Roll -Call Attendance
Commission President Dom Gelsomino called the meeting to order at approximately

2. Adoption of the Agenda
Commission President Dom Gelsomino entertained a motion to approve the agenda as
presented. Commissioner John Nesmith moved to adopt the agenda. Commissioner
Michelle Jensen seconded. All were in favor of the motion.
Approval of the February 12, 2020 Regular Meeting Minutes
Commission President Dom Gelsomino entertained a motion to adopt the minutes as
presented. Commissioner Creg Steele moved to approve the minutes. Commissioner
Michelle Jensen seconded. All were in favor of the motion.

a. Spring Pathways Tour April 8, 2020 - Steve Siddoway
MPR Director Steve Siddoway stated the next meeting will be the MPR
Commission's annual Spring Pathways Tour. MPR staff does not have a proposed
route yet for the Commissioners to weigh in on. If there are specific sites they
would like to visit, please let staff know. The Commission will be hearing later on
in the evening a presentation on pathway priorities that may likely lead to a lot of
great ideas for where they will want to visit.
Commission Feedback:
• Commissioner Michelle Jensen - She would like to get an understanding of
their South Meridian environment in looking at what they have available and
identify any obstacles, especially with the explosion in growth with homes and
people on the south side.
• President Dom Gelsomino - He concurred with Commissioner Jensen's
suggestion above.
Last year, the Commission's focus was the northwestern pathways. In addition
to the southern pathways, he would like to explore the northeastern pathways
that connect with the City of Boise.
b. Renaissance Park Art Dedication April 2, 2020 - Steve Siddoway
c. Champion Park Art Dedication April 9, 2020 - Steve Siddoway
MPR Director Steve Siddoway announced the two new art pieces that the MPR
Commission has been a part of weighing in on helping MPR staff to select and get
ready for are now complete. Staff members are very excited the artwork is ready.
The MPR Department would like to hold a public art dedication with a small ribbon
cutting. The selected dates are the first two Thursdays in April: April 2
(Renaissance Park) and 9 (Champion Park), 2020; both to be held at noon. All are
encouraged and invited to attend.
d. Upcoming Events - Shelly Houston
MPR Marketing Coordinator Shelly Houston highlighted some upcoming events from
three flyers, which were handed out to the Commission and are attached to these
imeeting minutes.
5. New Business
a. Pathway Priorities Update - Kim Warren
MPR Pathways Project Manager Kim Warren provided a PowerPoint presentation
about the City of Meridian's pathway priorities in terms of moving forward and
figuring out a direction for connectivity for 2020. Copies of her slides are attached
to these meeting minutes.
Commission Feedback:
• Commissioner Jennifer Bobo - Regarding the Five Mile Creek Pathway,
Segment D near the Wastewater Resource Recovery Center, what is the
timetable for the trailhub development across the street on Ten Mile Road at
Reta Huskey Park? The Ten Mile Road is under construction and is due to be
completed in the fall of 2020. MPR staff met with the consultant and will
finish preparing the construction documents within a month with a bid

package that is mostly complete. Kim has an application to get a Certificate of
Zoning Compliance.
• President Dom Gelsomino - One of the comments he received recently from a
few of the people he has encountered is there are certain segments of certain
pathways throughout the City where one end of the pathway will have the dog
waste station with a trash can and then another station at the very end of the
pathway with nothing in between. Is there a way where there may be a large
gap between these pathways to insert x dispensers as possible to encourage
dog owners to pick up the waste and toss it in the waste receptacle instead of
them not doing this? MPR Parks Superintendent Mike Barton has not heard this
comment until now. Staff has been reviewing budgets, and he does not think
they should add more stations, but if there is one or more that are in the
wrong location, they should be moved. Please send him any specific feedback,
if applicable.
• Commissioner Michelle Jensen - She fully agreed with Mike's response noted
above.
• Commissioner Creg Steele - Regarding Dom's comment noted above, there
have been discussions about adding benches along the pathways, if this gets
completed, trash cans could be added right next to them.
• Commissioner John Nesmith - Regarding Dom's comment noted above, if
pathway signs ever get replaced, communicate on the replacement sign what
the City would like the dog owners to be responsible for.
b. City of Boise Pathways Update - Trevor Kesner
Boise Parks ft Recreation Parks Planner Trevor Kesner provided a PowerPoint
presentation about the City of Boise's parks and pathways, and especially where
the two jurisdictions of Meridian and Boise meet. Copies of his slides are attached
to these meeting minutes.
Commission Feedback:
• Pathways Project Manager Kim Warren - Is there a possible pathway
connection along Lake Hazel to the very east? Are there current facilities or
plans for future ones for pedestrians there? it is difficult for Boise staff to put
any effort into planning for areas that have not yet been annexed and knowing
it is in their city's area of impact. Are there plans for pathways, should this
property be annexed? Trevor has not drilled down that for into it yet.
Regarding the Cloverdale Road/Ten Mile feeder canal area Trevor mentioned in
his presentation, Kim is aware that north of Bott Lane, there is some pathway,
and there is some debate that if they continue that segment, is this a good way
to make a connection? The City of Boise would be very supportive of this
potential connection.
She would appreciate seeing a pathway connection in the Movado Subdivision
on the south side of the north Ridenbaugh Canal into Boise near the
Victory/Cloverdale area.
Five Mile Creek is one of the City's main pathways, so if there is potential for
connectivity, this would be a priority for the MPR Department.

identified in its pathways any areas of opportunities for planting any
pollinator/indigenous plants along Boise's pathways? Yes. Aside from their
pathway standards, whenever there is an opportunity to arrest any non-native
invasives and replant with something that is drought tolerant and with more
pollinators (i.e., milk weed, etc.), every opportunity will be used to repair
habitat and essentially move away from manicured turf and go with something
a bit more natural and less maintenance -heavy.
He congratulated Boise Parks Et Recreation on Dog Island, which is an incredible
new amenity and strategic plan for the park. Congratulations on the expansion
of Zoo Boise as well. In addition, great job overall.
Director Steve Siddoway - In reference to the eastern boundary south of
Victory where he thought abutted the City of Boise is actually Ada County and
is not annexed.
He asked Trevor to please share their GIS layer of existing and proposed
pathways with MPR staff for mapping purposes. Kim Warren will coordinate
with Trevor.
c. Julius M. Kleiner Memorial Park Community Garden Update - Juli Bokenkamp
Meridian Co-op Gardeners President Juli Bokenkamp provided an update about the
Community Garden in Kleiner Park. Copies of her PowerPoint slides are attached to
these meeting minutes.
Commission Feedback:
• President Dom Gelsomino - He thanked Juli for the wonderful update. He
personally thanked Juli and the Meridian Co-op Gardeners for everything they
do for the community, the food banks, the environmental stewardship aspect,
etc. The thank-yous could go on and on, but they don't do justice. What is a
call to action for the MPR Commission going forward? How can they continue to
support Juli and the Community Garden better? She just fully appreciates the
Commission's and Department's support and input. Regarding the future plans
for the garden expansion she talked about in her presentation, the more
education they can give their community, the more they begin to understand
things.
• Councilman Brad Hoaglun - This is wonderful what the Meridian Co-op
Gardeners are doing. He previously served on the City Council when folks came
forward to potentially start a community garden at Kleiner Park with a lot of
unknowns in terms of maintenance, recruiting, etc. Juli came on board, and it
is fantastic to see this growth and the dedication she puts into it. Thanks for
making this tremendous asset to the community happen.
• Commissioner Jennifer Bobo - Where are the fruit trees planted? They are
planted just outside of the black fence around the perimeter of the garden.
Can park goers grab a piece of ripened fruit? The hope is that through
education, patrons would realize the trees are a part of the Meridian Co-op
Gardeners and that the food will help feed those in need.
6. Old Business
a. Discovery Park Phase 2 Design ft Construction Timing Update - Mike Barton

MPR Parks Superintendent Mike Barton provided an update about Discovery Park.
Design started mid-October, and MPR staff has been to the Commission once or
twice to show updates to them keeping them informed of the Phase 2 design. The
City has made a decision to delay any further design work at this point and
postpone construction. The reason for this decision is the area in South Meridian is
rapidly changing right now. It is very underdeveloped. There currently isn't any
sewer to the site. There is no pedestrian connectivity at this time. The roads and
intersections are under -improved. There is currently a couple of gas lines that run
diagonally through the site where discussions with the Commission had previously
occurred that are owned and operated by the Williams Pipeline. One of those pipes
is an 18 inch gas line that was installed in the 1980s. There is another 24 -inch gas
line that was installed in the 1950s, which is likely to be replaced. The timeline to
do this is sometime in the next two years. This presents some challenges with
working alongside and over the top of that effort. City staff did not want to get
ahead of Williams Pipeline and their own schedule.
At this point, the plans are to hold off on the design, as staff does not want to get
too much further along the process, and possibly pick this project back up next
year in the wintertime. Or, this may be pushed out another year. Therefore, the
construction of Discovery Park and its future phases is likely to be delayed two
years past the originally anticipated timeline. This will give the area time to
develop.
Other challenges:
• MPR staff members are aware of firsthand that the construction environment
right now is not conducive to good pricing. The current design will have to be
phased or undergo design changes as it is too expensive to build in its current
form. As a result, MPR staff will not be making a budget request this season for
construction next year and possibly the following year.
• One uncertainty is the property tax conversations that are going on in the
legislature right now with freezing budgets. Although the park construction is
built with Impact Fees, the operating cost to run a park like Discovery would
require an additional budget from the general fund. At this point, MPR staff
does not know where the legislative vote will land.
Commission Feedback:
• Commissioner Michelle Jensen - There have been a lot of conversations about
Impact Fees and increasing them in order to keep up with our acres per
thousand and level of service, if there is going to be a halt on this project (she
completely agreed with the decision), where are these other areas beyond
pathways that MPR staff is looking to potentially improve? Presently, Impact
Fees cannot be used for pathway construction. It is only to improve park
property that the City owns. With the collection of Impact Fees, the City has a
certain amount of time to spend them. Future park projects will not be
delayed to the point where the City would have to return the dollars. The City
will be well positioned to build some major parks in a couple of years. The
money will not go away. Steve Siddoway interjected the reality is the MPR
Department will lose ground for a short while on their acres per thousand
calculation with the intent of making that ground back up when the
infrastructure catches up in a way they can utilize these dollars again. The

City will continue to accumulate Impact Fees and will still have park projects
to spend them on before the finish line of when they have to spend the fees.
Parks will be added, but the Department is pausing this for now.
7. Workshop -NONE
8. Staff Reports
MPR Steve Siddoway reported on the following
• Budeet - It is budget season, and MPR staff members are very actively working on
budgets, including the Comprehensive Financial Plan outlook for future years. He
has had multiple meetings with Council Liaison Brad Hoaglun, with the base budget
meeting with the Mayor and Finance coming up later this month.
• New Community Center - MPR staff continues to work on this project, although
they are not yet working on the design, which is currently on hold while they are
working on other issues with the developers related specifically to uses on this
site. In addition to community center use, they are trying to look at additional
uses like housing or other office/commercial-type uses—things that could help
generate tiff revenue. On March 10, 2020 at City Council, there was a presentation
and a resolution approved for the plan for the Urban Renewal District that would
be created. Plans continue to move forward. Garrett White and Steve will drive to
Utah next week to visit/tour six community centers set up with some gracious
hosts down there who have agreed to let MPR staff visit their projects with a long
list of questions to ask and things they hope to learn.
• Strategic Plan - The City has a strategic plan process underway, so they adopted a
five-year plan four years ago. At the March 10, 2020 Council meeting, Steve did a
closeout presentation for the last objective in the current strategic plan with
meetings being held on the formation of the new Strategic Plan, which is being
actively worked on.
• Coronavirus/COVID-19 - MPR staff is actively monitoring what comes from the state
concerning this virus situation as they provide the risk levels and are still operating
with business as usual in terms of their plans to host classes, camps, events, and
having people at the Homecourt. There is a very active emergency management
planning team with the City led by the Meridian Fire Department staff who are in
contact with Central District Health, CDC, and others that are the experts on this.
The MPR Department takes their cues from them and are hoping for the best and
preparing for the worst, with the understanding that there is currently no
confirmed cases in Idaho. Idaho is a state that is still considered at a low risk
overall. The City/Department is taking precautions, planning, and preparing but
still moving forward for now with business as usual operations and monitoring the
situation.
MPR Parks Superintendent Mike Barton reported on the following:
• New City Arborist - We hired a new City Arborist, Matt Perkins, who started
employment on February 24, 2020 and will attend a future MPR Commission
meeting.
• Story Walk - The Story Walk around the south pond at the Senior Center in Julius M.
Kleiner Memorial Park has been installed. The Meridian Library District is planning
on holding a ribbon -cutting ceremony (TBD).

Discovery Park Softball Field Lights - The crew will retrofit the lights in Discovery
Park and change the HID lights that were very bright to LEDs through an Idaho
Power rebate program. The project will kick off in approximately a week or so
(weather dependent).
MPR Recreation Manager Garrett White reported on the following:
• Sports - The Department is finishing up the Basketball and Volleyball League
seasons. The registration deadlines just ended for the Volleyball and Softball
Leagues. There are 120 Volleyball teams and 108 Softball teams with a waiting list
for both. Maggie Combs is also taking registrations for the Summer Fun Girls
Fastpitch Kickoff Tournament to be held over the Memorial Day weekend. She is
taking registrations and advertising for this event.
• Classes Et Camps - Jenna Fletcher is working on multiple tasks related to the 2020
Summer Activity Guide, which will be published in April. In addition, she is planning
for summer camps and their locations. Hiring summer camp staff is a big priority for
her.
• Special Events - Renee White is constantly securing sponsors and is coordinating
Unplug lr Be Outside, Movie Night, and Kleiner Park Concert Series.
• Arts Et Culture - Audrey Belnap just wrapped up the Murder Mystery event with
MYAC. She has been working on the City Hall Initial Point Gallery and Concerts on
Broadway.
• Homecourt - Jake Garro is working on facility scheduling, invoicing, hiring
staff/staff schedules, and coordinating the divider curtain replacement project
which will kick off in June.
• Front Desk - Jeannette Sanchez and Vicki Wagner have been busily taking
registrations as they ramp up for the heavy usage season for shelters and fields.
• Recreation Manager - Garrett has been working on multiple field reservations, as
youth sports practices have started. He has also been scheduling external events
and keeping in contact with outside organizers and the parks crew on logistics.
MPR Pathways Project Manager Kim Warren reported on the following:
• James Court Sidewalk Widening - MPR staff met onsite at James Court just east of
Fairview near the Bud Porter Pathway. ACHD is in the midst of widening Meridian
Road. The contractor discussed timing, which is a six-month project with a start
date of April 7, 2020. MPR staff will need to coordinate with ACHD. They are still
waiting on the paperwork regarding the last easement.
• Pine Avenue Rest Stop - They have an ACHD license agreement, a contractor, and a
price. This project will kick off soon.
• Fairview Avenue Connection to Lakes Place - Construction plans were recently
submitted to ACHD for their review. This project qualifies for Community
Development Block Grant (CDBG) funding and will go to bid as soon as possible with
construction slated to start in the fall and to be completed in 2021.
• Bike/Pedestrian Plan - She has been coordinating with ACHD staff who are leading a
North Meridian bicycle/ pedestrian plan to focus on connectivity. City staff has been
coordinating with them the locations about installing informational signs. ACHD will
seek community input.
