REGULAR MEETING • MINUTES
Meeting Online Via Zoom
Wednesday, May 13, 2020 • 5:30 p.m.
The Meridian Parks Et Recreation Commission is a volunteer citizens' group that is created and
empowered to advise the City on issues relating to park facilities and recreation programs of the City.
Their mission is to gather input from staff and other qualified personnel on issues relating to the
creation and design of public parks and open spaces; to listen to public input; and to provide advice
and recommendations on parks and recreation related matters to the Mayor and City Council.
Roll -Call Attendance
Commission President Dom Gelsomino called the meeting to order at approximately
5:31 p.m. MPR Administrative Assistant II Rachel Myers took roll -call attendance as

2. Adoption of the Agenda
Commission President Dom Gelsomino entertained a motion to approve the agenda as
presented. Commissioner Creg Steele moved to adopt the agenda. Commissioner
Michelle Jensen seconded. All were in favor of the motion.
Approval of the March 11, 2020 Regular Meeting Minutes
Commission President Dom Gelsomino entertained a motion to adopt the minutes as
presented. Commissioner Creg Steele moved to approve the minutes. Commissioner
Michelle Jensen seconded. All were in favor of the motion.
4. Announcements
a. June Meeting - Spring Pathways Tour - Steve Siddoway

MPR Director Steve Siddoway announced for the MPR Commission's June meeting,
they have historically done a team building activity, such as a barbecue in a park
once a year. However, with the recent meetings being changed and the April
meeting cancelled, which was going to be the pathways tour, his first thought was
to consider whether to make the June meeting the Spring Pathways Tour. It is still
somewhat unclear as to whether it will be appropriate to gather together in the
van because of the Governor's order regarding the Covid-19 pandemic. If the
Governor's stages continue to proceed as currently planned or scheduled, it could
be appropriate for participants to ride together in the van and do their usual
version of the tour. The Commission expressed general consensus to conduct the
Spring Pathways Tour if it aligns with the Governor's reopening stages. Details
TBD. Potential sites to be visited will be reviewed and discussed at the next
agenda -setting meeting.
b. Upcoming Events - Shelly Houston
MPR Marketing Coordinator Shelly Houston highlighted the following:
• The new 2020 Summer Activity Guide has been published, which is an online
version.
• The art dedication ceremonies for Renaissance and Champion Parks, Arbor Day
Celebration, and Unplug ii Be Outside Week were cancelled during the month of
April.
• The Meridian Main Street Market has determined a new start date for the season
- Saturday, May 23, 2020 from 9 a.m. to 2 p.m. Event organizers will take
precautions involving social distancing, trying to limit the touching of objects,
crowd control, and movement.
• Regarding Memorial Day at the Rock of Honor on May 25, 2020 at 11 a.m., the
American Legion has decided to do more of a private event where they will have
an honor guard rifle salute, the raising and lowering of some flags, and a bugler
that will play "Taps." It will most likely be livestreamed on Facebook and
potentially recorded for playback online.
• Gene Kleiner Day was normally scheduled for Saturday, June 13, 2020. However,
the event will be moved to a date in September, likely on a Friday night. More
information to come.
• Independence Day will entail fireworks for the public shot off near the Meridian
Speedway as usual but no festival (face painting, bounce houses, etc.) in Storey
Park this year.
• Sparklight Movie Night in Settlers Park will happen but with a delayed start date
of Friday, July 10, 2020 and will run through August 21.

a. Meridian Arts Commission It Meridian Historic Preservation Commission Update
- Audrey Belnap
MPR Arts 8 Culture Coordinator Audrey Belnap briefly introduced herself to the
Commission. She then provided a PowerPoint update about the Meridian Arts
Commission and the Meridian Historic Preservation Commission. Copies of her
slides are attached to these meeting minutes.

b. MPR Department Update - Steve Siddoway
MPR Director Steve Siddoway provided a PowerPoint update about the MPR
Department. Copies of his slides are attached to these meeting minutes.
c. MPR Department Fiscal Year 2021 Budget Requests Update - Steve Siddoway
MPR Director Steve Siddoway provided an overview regarding the fiscal year 2021
budget requests in the form of a PowerPoint. Copies of his slides are attached to
these meeting minutes.
Commission Feedback:
• Creg Steele - Are there any additional funds budgeted for additional
construction of some of the pathways? The construction funds that would be
requested would be specifically for the South Slough Pathway. The MPR
Department would also be asking for the concept planning and easement
gathering work for the other 12 potential connections. There is a current
budget to work on existing projects like James Court. In addition, they have
funding coming through CDBG (Community Development Block Grant) for
pathway project construction like the Fairview Avenue Connection.
How does this year's budget compare to previous years? The City needs more
funding for pathways for the MPR Department to construct versus waiting for
those that the growth is going to pay for. Steve stated the request for this year
is larger than in past years. There is a placeholder of approximately $100,000-
$150,000, but some years, the MPR Department has received more than this
amount and some years less. For FY2021, MPR staff would be requesting more.
Kim Warren interjected the CitylDepartment is taking a 1-2 approach where in
year 1, a project would be designed and then in year 2 the same project would
be constructed so that there is always an ongoing cycle of one project under
design the some year as a different project is also being constructed.
7. Workshop -NONE
Staff Reports
a. Parks Et Recreation Re -Opening Plan - Steve Siddoway
MPR Director Steve Siddoway rolled in all of his updates into the two presentations
noted under 6b and 6c above. A verbal update of the Parks Et Recreation Re -
Opening Plan was provided under item 6b above. Attached is the re -opening plan.
b. Mike Barton, Garrett White, £t Kim Warren
MPR Parks Superintendent Mike Barton reported on the following:
• Heroes Park Parking Expansion - This is an active project of his to prepare
construction documents.
• Budget - He has been working on the fiscal year 2021 budget.
• Art Pieces - He is closing out the two art pieces at Renaissance and Champion
Parks. The "Illuminations" art piece at Renaissance Park has a light that shines
through all the glass and lights up a medallion on the ground at the spring
equinox, which works perfectly.
• Discovery Park Ball Field Lights - The ball field stadium lights at Discovery Park
were retrofitted with LED lights, which was less expensive than to purchase the

light glare HID lights and then go in and retrofit than it was to do the LEDs. The
MPR Department received an Idaho Power energy conservation rebate.
• Fairview Avenue Connection - The $380,000 grant for this project is a big deal
and allows all the other 12 pathway projects discussed earlier in the evening to
move forward.
• Pickleball Courts at Settlers Park - Some heavy maintenance was completed on
the U10/Pickleball Courts at Settlers Park. It was time to resurface the courts.
The courts are primarily used for Pickleball, so when the crew resurfaced them,
they did away with all of the conflicting lines. Now those small courts at
Settlers are dedicated Pickleball Courts. If all goes as planned, the courts will
be opened up this weekend.
• Mayor's Youth Advisory Board - He is working with the Mayor's Youth Advisory
Board members who have identified some fitness equipment as their project this
year to go into Kleiner Park near the Senior Center but more closely related to
the fishing dock area. They are trying to get a donation of the concrete so they
can purchase some additional equipment. If not, the Board has the project fully
funded, which will be taken forward to Council in the form of an update on May
19, 2020.
• New City Arborist - He has been showing Matthew Perkins the ropes the last
couple of months in reference to processes, places in parks, and other areas the
MPR Department takes care of. Matt will join the Commission at a future
meeting to provide an update. Matt is very knowledgeable about trees.
MPR Recreation Manager Garrett White reported on the following:
• Covid-19 - The Recreation Division has been very busy with all of the Governor's
orders and stage 1 reopening of youth activities. He has been overwhelmed with
field reservations and external event cancellations/postponements/reschedules.
The number of cancelled special event days this year since the Coronavirus
outbreak has been 37.
• Homecourt - Jake Garro has been overseeing the floor resurfacing project that
just wrapped up. His staff is currently doing a lot of the cleaning and
miscellaneous items related to building maintenance until they can open up the
facility. The plan is to reopen in phases starting June 1, including having
community education classes in Bay 5 and then slowly opening other parts of the
facility with groups of 50 or less. In addition, the curtains which divide the
courts are being replaced. This is a 3-4 week project which will start in June.
Some protocols have been set in place regarding the reopening of the rest of the
Homecourt as well.
• Camps E Programs - Community education classes start up on June 1, if all goes
as planned. Summer camps start on June 8 with staff training beginning June 1.
There will be two sites this year at Discovery and Siena Elementary Schools.
Camps are starting to fill up.
• Arts Et Culture - Audrey Belnap has joined the MPR team in January 2020. She
has "hit the ground running" and has really fit in well. Garrett feels they have
"hit a grand slam" with hiring her and with the job she has done so far.
• Sports -Maggie Combs has been busy cancelling/postponing/rescheduling
leagues.

Staff Support - Renee White has jumped in and helped Jenna Fletcher with
protocols for youth camps and how to open things. Shelly Houston has helped to
cover the front desk. Jake Garro has had time to help out with camp protocols.
Vicki Wagner and Rachel Myers stepped up and helped him with department
dashboard data when he was overwhelmed with field tasks. The whole MPR
team has come together and helped out wherever needed.
MPR Pathways Project Manager Kim Warren reported on the following:
• Plan Review - Applications are still coming in for review. She has had
approximately 3-4 pre -application meetings per week.
• Pathway System - She has been taking a look at the pathway system to find
those projects to make the key connections that would not otherwise be built.
• Fairview Avenue Connection - Steve Siddoway took a bike ride with the Mayor.
When they got from the Five Mile Creek at H2 up to Fairview Avenue, they
discussed the missing connection at Fairview. MPR staff has submitted a plan set
to ACHD for approval and have gotten back comments. She is pushing the
consultant to resubmit the plan for review and approval so they can relocate
the power poles and get some of the grant money spent before the end of the
year.
• Finch Lateral/South Slough Pathway - She and Mike Barton will take a walk with
the consultant and engineer to look at the site in order to get a legal description
upon funding approval. She will contact the Nampa -Meridian Irrigation District
about potentially bidding some pipe for the lateral so they can install it for the
City.
• Pine Avenue Pedestrian Rest Stop - This project is located east of Main Street
about half way to Locust Grove where the H2 Pathway takes off. The concrete
work for this project is in place. Landscape work is beginning.
• Local Rail -With -Trail - Some survey work was completed on this project that is
outside of the rail corridor west of City Hall from Linder to Meridian Road.
There were a couple of easements MPR staff was looking into getting. They had
the proposed alignment surveyed. Both owners located between 2nd and 3rd
Streets are interested in granting access. Progress will continue.
• Five Mile Creek Pathway Trailhub on Ten Mile Road - This project has been in a
holding pattern, since the project is part of the larger ACHD Ten Mile Road
project. She will speak with the consultant to finalize the construction
documents. They are ready to get poised to bid later this year so they can
construct in the spring.

Commission President Dom Gelsomino entertained a motion to adjourn the meeting.
Commissioner Creg Steele moved to adjourn. Commission Vice President Jo Greer
seconded. The vote was unanimous and in favor of the motion.
There being no further business, the meeting adjourned at approximately 7:11 p.m.
