Chad,
First of all thank you for the changes that you have already made to the plans. They are appreciated
and make for a better project. Alan is helping me out to get this project reviewed and approved. It is
my opinion that he has done a thorough review and communicated the requirements that you need
to comply with in order to receive an approval. The information provided was at my discretion in
hopes that you would include additional architectural features on the proposed buildings that align
more closely with the expectation of the Commission. If you believe the design you are proposing is
better than the design elements that Alan has requested, you can apply for a design exception.
There is no fee associated with this request. However, you are required to provide a detailed
narrative as identified in the attached document. I ask that you not get frustrated with any team
members as they are trying to learn the way we conduct business during some very extreme times.
Let’s continue to collaborate together and make this a great project that we all can be proud of. If
you have any additional questions please do not hesitate to contact me.

Bill, sorry about my voicemail. It seems that it has been harder and harder to work in Meridian. The hand-cuffs
seem to be getting tighter and tighter. Please see item K under staff comments Exhibit A. These were conceptual,
however that being said they are with 90% of what was submitted. The only changes have occurred as we worked
during the process making necessary changes for the entire process not just design. All of the heating/air
conditioning equipment is screened on the roof. I will change the site plan for the picnic table call-out and get you
some specifications. I am not redesigning anything. If this is staff's position then what is the next step for
mitigation?. Thanks,

Thank you for your resubmittal of materials in regard to the multifamily project located at
3543 E. Tecate Lane. Please note in order for us to complete the Certificate of Zoning
Compliance, the following comments should be addressed:
1. Please label the “picnic” table that have been added to the landscape plan and
provide a detail on the landscape plan.
2. In October of 2019 the Planning Commission approved your request for a
Conditional Use to allow this multifamily project in the C-G zone district. A color photo
simulation of the front of Building A was approved as part of this project. Please note
the black and white elevations provided are not consistent with the approved color
elevation. Some of the architectural elements approved on the colored photo simulation
are not included on the proposed drawings. Some of these include:
a. Metal canopies shown above the doors.
b. Score lines shown on the facade.
c. Window fenestration and lintels.
d. Window frames.
e. A color scheme and materials that do not match the proposed elevation.
2. R1.1E of the Architectural Standards Manual (ASM) requires incorporating
architectural features on all sides of a building façade that face the primary entrance(s)
of an adjacent building, public roadways, interior site amenities, and façades that are
visible from public spaces. There should be a complementary and proportionate level of
design and detail on all public oriented façades. It is staff’s opinion that some of the
additional architectural features listed in No. 1 above should be incorporated onto the
southern elevations of Building A and Building D, and northern elevation of Building C.
3. Where is the mechanical and electrical equipment located? Will it be screened?
4. There are several architectural standards the proposed elevations will probably not
meet without some significant changes. In addition, implementing these changes would
result in a design much different than what was approved by the Planning Commission.
Staff may be supportive of design standard exceptions, but the Applicant should address
the criteria listed on Page A-4 of the City of Meridian Architectural Standards Manual.
The standards that might not be met are as follows:
a. R3.1E - Use any combination of material type, color variation, banding,
stringcourse, or modulation to clearly distinguish between the ground level and
upper stories.
b. R3.1F - Incorporate visually heavier and more massive elements or
materials, such as stone or masonry, primarily at the base of buildings, and
lighter elements and materials such as siding, above. This excludes columns,
supports, modulated walls, architectural features, and roof elements.
5. No. 3 of 11-3A-11- Outdoor Lighting states all light emitting from any parcel shall
not cause the light level along any property line abutting a residential use to exceed 0.1
foot-candle. Light readings shall be measured at a height of sixty inches (60") above
grade and in a plane at any angle of inclination. Any light exceeding 0.1 foot-candle,
when documented in the above manner, and extending onto an abutting residential use
constitutes light trespass. The lighting plan submitted does not demonstrate this is met.
Please submit a photometric plan which indicates the location and height of all light
poles, type and location of light fixtures on the buildings, and the foot candles as
measured at the property line.
