County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.

Re: Preliminary Plat Application — South side of Pine, East of Eagle Road
Dear Planning and Zoning:
We hereby submit and application for the subdivision of approximately 34 acres and the
rezone of the westerly approximately 4.50 acres from IL to CG.
Property Histo
The Subject Property was annexed and zoned in 1994. The zoning on the entire parcel
is designated as IL — Light Industrial.
Recently the westerly 2.0 acres was split through the administrative lot split process and
the lot was sold to Jackson's Food Stores for a gas station, convenience store and car
wash. Jackson's is in the process of rezoning the 2.0 acres from IL to CG.
One of the requirements of the administrative lot split was that we agree to submit for a
Preliminary Plat and include the 2.0 ac Jackson's parcel in the subdivision.
Subdivision
We are requesting that the subject property be divided into 15 lots which is inclusive of
the Jackson's lot. There is a proposed cul-de-sac at the east end and there is a new,
long awaited road which connects Commercial Court to Pine Avenue. This road joining
Commercial Court to Pine Avenue is being proposed, funded and constructed by the
owners of the buildings and businesses on Commercial Court which includes
Albertson's, Micron, Jackson's and Coors. Due to the danger and difficulty of accessing
Eagle Road from Commercial Court, the owners, ACHD and the City of Meridian are
anxious to move the road project ahead quickly. The irrigation crossing has been
constructed and the road will be constructed in the next 90 days.
We, as owners of a substantial portion of the property on which the road will be
constructed, have agreed to contribute the land to the road project at no cost. This is an
excellent example of the public and private sectors working together to in the best
interest of the general public.
We ask that you approve our request for a preliminary plat on the subject property.

Rezone
We are proposing that the westerly two lots (not inclusive of the Jackson's lot) be
rezoned from IL to CG which will be consistent with the proposed zoning of the
Jackson's lot and also the commercial uses across Pine Avenue which includes, the
Ram, a Washington Mutual Bank and other proposed commercial uses. The zoning on
the remaining lots will remain unchanged.
The Comprehensive Plan supports the rezoning of the lots from IL to CG. The
Comprehensive Plan designates this property as Mixed Use Regional which supports
the request for CG zoning on 2 of the lots.
Variance Request
To the best of our knowledge there is no need for any variance in regard to the
subdivision or rezone.
Traffic Impact
The development of the subdivision will increase the use of Pine Avenue which is
currently underutilized. VJ Joint Venture in partnership with ACRD, designed and
constructed the Pine Avenue extension approximately 12 months ago. The extension
joined Cloverdale and Eagle Road, thus relieving pressure from Fairview, Franklin and
Overland.
Pine Avenue is slowly gaining more use as people come to realize that the road exists
and does now connect. Currently the road is only striped for two lanes and a turn lane,
but it was constructed to a width sufficient to accommodate a total of 5 lanes. ACHD
originally estimated at the public hearings that the full 5 lanes would not be needed for
up to 15 years, so there is plenty of future capacity.
With Pine Avenue in place and built to its ultimate width, we believe that there will be no
discernable impact on Pine Avenue from the development of the VJ property.
