Development Department on or before May 21, 2020, within fltteen (IS) days after the written decision is
issued, and contain the information listed in LTDC 11-SA-6B.

I. APPLICATION SUMMARY
The applicant, Sweet Land Development, Inc., request approval to redesign the landscaping and central
amenity of Lot 25, Block 1 and to change the fencing style in the viciniTy of a micropathway shown on
Lot 9, Block I from a 5-foot black wrought iron Fence to a combination of a 4-foot closed vision with
2-foot open vision vinyl fence. An approved open space/pazk, basketball court, sitting area, and several
pathways are being realigned and moved more central to the common area, but no reduction in
amenities is proposed.
II. SUMMARY RECOMMENDATION
Staff recommends approval o£the requested modiffcation to the final plat landscape plan.

IV. HISTORY OF PREVIOUS ACTIONS:
In May of 2019, the subject property received annexation, zoning to R-4 and preliminary plat
approval for 45 lots on 31 .06 acres (H-2019-0006).
Three Corners Ranch —LPM Pege I
Tn January of 2020, the subject property received final plat approval (H-2019-0141). This
final plat included a centrally located 1.26 acre open space/park, basketball court, sitting
area, and micropathways.
VL STAFF ANALYSIS
The applicant is requesting to modify the landscape plan approved with the final plat for the Threes
Corners Ranch Subdivision to make deviations to the common open space which includes the entirety
o£Lot 25, Block 1. This involves realigning pathways to terminate toward the center, relocation o£the
park amenities Rom the southwest to the northeast of the park, and replacing approved trees and shrubs
with different species. This request also includes changing the style o£ several sections of fencing.
The Types o£ trees have changed, although the total amount has been increased by 1 tree. Four (4) of
the replaced trees are Austrian Pines whereas there had previously been no evergreen trees. The amossnt
o£shrubs has increased by twelve (12).
The landscape play submitted and approved with the final plat shows two micropathways meandering
along the northern and eastern lot lines of the park (no direct connection to the basketball court Rom
the north or east), with the basketball court being directly connected from the west and south. The
proposed alignment has more of an "axis" orientation, with three pathways providing a direct
connection Rom three £our corners o£ the park. The basketball cossrt is proposed to be moved Rom the
southwest to the northeast quadrant. Several lengths off ce along the micropath proposed on Lot 9,
Block 1 and along the northern property lines o£ Lots 8-12, Block 1 are proposed to be changed Rom
3 -£oot black wrought iron to a combination o£ 2-£oot open vision and 4-foot solid vinyl. The Three
Corners Ranch Subdivision was approved by the Council at their July 16, 2019 meeting. The Type of
landscaping and £encing was not specifically discussed at this meeting.
Staff has reviewed the modification for compliance with sIl applicable landscaping and open space
code requirements and has Found it to be in compliance. The landscaping is actually increased by one
tree and thirteen (13) shrubs, and four (4) Austrian Pines are proposed which would provide more visual
appeal in the winter when deciduous trees lose their leaves. The proposed pathway alignment is more
o£ a central configuration, and there would be little effect from the proposed fence change. Staff finds
the landscape modification is in line with previous approvals; is not a detriment to the residents of the
Three Corners Ranch Subdivision and approves of the modifications as proposed.
