RE: Delano Sub
I would ask Dashwood PI be returned to cul-de-sac status, with no emergency or
pedestrian pathway, as was the developers original intent.
ACHD approved Dashwood PI as a cul-de-sac back in 2005. Meridian City Council
opened the street to provide access to the southern parcel in the event it became
landlocked. As that landlock provision has been lifted so should the designation of
the cul-de-sac be returned.
Also noted as part of the 2005 minutes, City of Meridian never required the
developer to sign the street for future extension. Keeping Dashwood closed could
forestall the possibility of holding the city liable for claims or lawsuits from such an
omission.
Allowing pedestrian walkways would encourage adjacent subdivisions to use the
amenities paid for by Alpine Pointe residents. The pond and basketball court are
maintained by HOA dues.
Increased crime would also be a factor with a pedestrian path at the Dashwood site.
Austin Miller of ACHD stated in an email that if City Council made the request, for a
stub at the Wong parcel, Center Point would be adjusted to accommodate with a
slight shift north of Jasmine. If a temporary emergency access is called for then it
should be just that. Temporary with a provision to be permanently closed once
Center Pointe opens.
Bill Parson stated at the April 16th Planning and Zoning hearing that only City
Council can return the cul-de-sac back to its original status or vacate access. I ask
City Council to look closely at Dashwood and return it to its original status.
