Thank you, David Pitzer 2703 E WSainwright Dr, Meridian 1 To: Honorable Mayor Simison, To: Members of the Meridian City Council RE:Delano Subdivision I am an adjoining property owner of Alpine Pointe. I nor any of the other six adjoining property owners have been approached to offer any feedback or opinions as to Delano Sub. The only instance of the applicant contacting us was in Feb. 2018 telling us of a neighborhood meeting. It is my understanding after the remand from City Council in November 2018, Mr. Clarke asked for meetings with the Alpine Pointe HOA but none of the six adjoining property owners were asked to attend. In fact it was not divulged to us of the meetings until after Mr. Clarke filed for a hearing with the city clerk on January 20, 2020. 1 am not in favor of the current plat as submitted as the density along the northern border is still too dense. On November 12, 2019, Meridian City Council voted to remand the Delano application back to P&Z for the purpose of a redesign of the northern boundary to better transition from one sub to another. Mr. Conger stood before the council and stated, as per page 53 of the Minutes of Nov 12, 2019, "If you are telling us to go back and look at the north boundary, we would look at the north boundary. They would be traditional lots similar to what's across the street, across the fence from us. If that's what I'm hearing, we would entertain that. I don't know what other transition would really matter after our first row of houses. We would do pie shaped lots." Yes, the density is lower but because he made to inner lots bigger, with little change the northern boundary lots. Our lots average 14,000+. The lots he is proposing are on average of 5500. 1 do not believe this is "similar lots" and is not the transition City Council had in mind. I do not feel Councilmen Bernt and Cavener's request to adjust the northern border to transition with the R4 homes has been accomplished. In fact, the submitted plat is the same as what was presented to us in Jan 2019, which was rumored to be a rental -only or rent -to -own sub. (see attached) Please note there is no transparency as to the builder or developer as Boll Cook LLC is under the name of Hethe Clarke (attorney) at his business address. Devco and Conger Management's name are on several public documents submitted within this application including a Feb. 2020 email from ACHD to Laren Baily (Devco) and Sawtooth Engineering in March 2020 to CMG (Conger Management Group). Why does the developer want to hide his identity? Are they trying to get the zoning change approved so they can then sell it to American Homes 4 Rent (rental only) or Transition Homes (rent -to -own)? Is this the real intent? Please get us clarity on this issue as it will forever change the flavor of our neighborhood. Other designs have been offered such as the one attached, which would offer the following: 1) Diversity in housing type (Councilman Berndt, page 46 of the Minutes) 2) Keep the flavor of the adjoining neighborhood (Madam Mayor Tammy, page 55 of the minutes) 3) Traffic calming from turns on the roads rather than straightaways (Councilman Borton) 4) Buffer green space between the single and 2-story houses 5) 30' streets on east and west for parking on both sides of the street — 27' street in the middle It has been opined at the council meeting that this subdivision is a good product but in the wrong spot. It's like putting Verano in Spur Wing. Many other comments were that Center Pointe should be completed before an infill should be considered as traffic from the shopping center and the Brickyard would flood the residential streets trying to bypass Eagle Rd to McMillan — that this whole project is premature. On the attached map (please excuse the crudeness as I am not very techno savvy) you can see by the yellow line, having Dashwood as an open street would be a straight shot from UStick to McMillan for anyone wanting to bypass Eagle Rd, including the patrons of the shopping center and residents of the Brickyard apartments. This would create commercial traffic along what was a cul-de-sac with forward facing houses, two of which have special needs children and/or wheelchair assisted residents. Please, let's not settle for a square peg in a round hole. There's only one chance to get it right. Don't settle for a bad design when other good designs are being offered. I respectfully ask City Council to either continue the application for a better design and different access point other than Dashwood. or deny the application and have the applicant come back with a fresh plan.
