We, residents of Alpine Pointe, are writing this in reference to the Delano AZ, CPAM, PP H-2019-0027
filed in April of 2019.
Residents of Alpine Pointe are seeking N Dashwood PI to be left as a cul-de-sac with no connection to
vehicular through traffic. The emergency access/bike/pedestrian concept that we wanted to be
permanent is submitted as a fully -designed functional 36 -foot wide road; this is not what was sought in
our meetings with the applicant's representative ... this "temporary" and ambiguous status is
unacceptable and a burden to our neighbors and neighborhood.
The applicant has the option to create another ingress/egress north of the ingress/egress of Jasmine and
Centrepoint Way. (See ACHD email for PZ -Commission Questions to Planning April 15, 2020) "...if City
Council would like Centrepoint Way to begin its shift to the east with this development, it can be done
to meet ACHD standard. Likely making the configuration of a Della/Centrepoint intersection feasible."

There is no need to connect N Dashwood PI for another ingress/egress point for this development for
vehicular traffic, for Centrepoint Way has to the potential to meet all of Delano's needs, conforming to
the set minimum 330 feet required centerline -to -centerline for access at collectors.
While there has been appreciable reduced density and increased usable green space in the revision of
the plat that was remanded to Planning and Zoning in November 2019, the traffic burden will be an
unfair one to both Alpine Pointe and Delano residences, particularly via N Centrepoint Way to N
Chelmsford Ave to N Dashwood PI to Wainwright, and in reverse as well.
This vehicular path will create a twin de facto commercial collector road situation for Alpine Pointe
and Delano, for it is merely a quick jaunt to get to Wainwright via Delano, or via Dashwood/Delano/to
Centrepoint Way.

Take into consideration the heavily -trafficked commercial projects of Ustick and Eagle NW corner and
the high- density projects east of Champion Park and south of Alpine Pointe—existing, proposed, and
possible projects. Consider the nature of those seeking to shave a few minutes off their drive by
seeking to avoid Eagle Rd, Ustick, McMillan, and Locust Grove.
If the N Dashwood PI connection is built to fully -functional street width standards, then it will become
a commercial collector.
The rendering below shows a closed N Dashwood PI, and traffic is routed via the intended collector of N
Centrepoint Way.
N Dashwood PI has never been signed to be a through street like all the other stubs in our subdivision;
original residents of this street will sign an affidavit to that very fact. In fact, the very definition of
"Place" as it applies to roadways is a "cul-de-sac, or dead end." If Dashwood were to be a through
street it should have been named "Street,” "Way," or "Avenue." Many residents of Alpine Pointe
purchased in good faith based on available signs and the naming of streets.
Furthermore, Dashwood was created as a stub for a long block face and a "landlocked" Wagnild parcel
(now Bollinger). With the extension of Centrepoint Way north a "landlocked" situation does not exist,
and with the finishing of all phases and roads of Alpine Pointe (aka Zebulon Heights) there is no longer a
long block face, thus the original decision to stub Dashwood is now a moot point.
With the future N/S connections at nearby Rogue River/Conley via the Enzler parcel, and the future
Collector of Centrepoint Way/Wainwright the addition of N Dashwood PI as a connected street adds to

this neighborhood's state of over -connectivity. Centrepoint Way intended centerline is only 540 feet
away from Dashwood's centerline, as measured via Ada County Assessor's measuring tool, available
online.
We are seeking the closure of N Dashwood PI to vehicles, in perpetuity. We are seeking the motion to
make N Dashwood PI a cul-de-sac, in perpetuity, by the City via a motion made by the City Council.
Sewer and Water mains with manhole covers are already located on the Bollinger Parcel, several feet
from the fence line at N Dashwood PI. Any necessary utility easements or access is readily available
from E Della St on the Bollinger parcel plan, and could be set forth in the Development Agreement
without involving Alpine Pointe's N Dashwood Pl.
In addition, neighbors adjacent to the Delano project are supportive of a further reduction of the
density at the northern portion of the project. Mixes of density, such as the recent Lavender Heights
and other plats have a mix of product to blend more harmoniously to adjacent product,
Insist on transparency: a named builder, product type and nature of the product (for purchase or
rental), price point, floor plans, true elevations, and parent company should be on the public record.
It is quite unusual for a preliminary plat to be submitted under LLC name only, without the company
named as well; there are far too many unknowns and secrets with this application.
Lastly, please consider a lower density product to fit the MU -R designation on the Cook parcel. R-40 is
not the only residential use, and R-15 product at two stories is a good transition from three story
product proposed and existing three story product, yet both three and four story product are submitted
in the renderings for the R-40 Delano plan ... please, there is enough high-density residential housing
product on this square mile. Limit this parcel in your Development Agreement to two -stories or less.
We are grossly over -connected to vehicular traffic and it seems other neighborhoods on our City
square mile have been spared from sharing the heavy North-South, and East-West traffic burdens.
By closing N Dashwood PI, this will forever remove the ambiguity and potential burden the N
Dashwood PI connection will create for both Delano and Alpine Pointe, for to do anything less will
create a twin de facto collector road element to mirror Centrepoint Way's function as a commercial
collector.
