Due to a very heavy workload at this time and the size of this project, unfortunately the report took longer than anticipated. Your frustration is noted and understood. Staff’s recommendation to the Planning & Zoning Commission is based on analysis of the project’s consistency with the standards in the Unified Development Code and the policies in the Comprehensive Plan, it is not a decision only a recommendation. The Commission will take into consideration Staff’s recommendation and public testimony and in turn make a recommendation to the City Council who is the decision-making body on the matter. The Council will take into consideration the Commission’s recommendation and public testimony in their decision. During this process, the Commission and/or Council may choose to remove or place new conditions on the project or deny the application. Public testimony from interested parties and neighbors plays a huge part in this process and is very much valued and considered. It’s typical for Applicants to submit revised or updated plans addressing comments or conditions in the staff report up until the hearing that they will be addressing in their presentation at the hearing. As a courtesy, I forwarded the information I received from the Applicant this morning to Ms. Langlois. If the Commission feels there has not been adequate time for review or if they want the Applicant to provide additional information, they may choose to continue the project to a later hearing date. Because several letters of testimony pertaining to this application have been submitted today and in the last couple of days, I will be highlighting the concerns noted in the letters in my presentation (as a supplement to the full letters) to ensure the Commission is aware of the issues presented by neighbors. Planning Staff, Mayor & City Council Members, I cannot begin to tell you how frustrating this is to have site plans changed by Toll Brother's for Cedarbrook Subdivision PP H-2020-0012 on the day of the hearing. It is hard enough for people who are working full-time (to read applications that are 150+ pages long, a staff report that comes out on the day before the hearing and now this. It is absolutely disrespectful to all who are involved. The city, and planning and zoning staff, should have a deadline in which everything is put together and nothing is to be changed with a reasonable amount of time for everyone to view it. I might as well make it known right now that I think the staff report that was put out sounds like you have already decided as a staff to approve this (as long as Toll Brother's increases their density) without any verbal testimony from the public at the hearing. This is why the public in general has a healthy dose of skepticism when it comes to the government. It makes us feel as if you go through the process just to appease us, but then will do what you want anyway. I hope this is not the case and you will truly listen to the residents of Meridian in your hearings.
