The Meridian Little School is applying to the City Of Meridian Planning and Development for a
modification of their current Conditional Use Permit to allow for 25 Students.
With the change of occupancy the building shall meets the requirements for the change of use
to an "E" Occupancy meeting commercial requirements for an existing building.
After my review of the existing property I believe most of the life-safety issues were already
addressed in the original CUP, including smoke and carbon monoxide detectors and fire
extinguishers. The floor structure meets the increased commercial load requirements and the
exterior walls are acceptable.
Accessibility improvements are the only issues to be addressed as:
1. Add new sidewalk with maximum 1:20 slope from the parking area to the main entry.
2. Provide Signage at the existing paved parking area for ADA parking and loading.
3. The main entry door and the secondary entry / exit to the patio outdoor play area meet
or exceed the minimum 32" clear access.
4. There is a step down change of finish floor from the main entry areas (teaching/play
room-snacks etc) to the teaching/play area with access to the outside play area. I am
proposing a portable ramp for this internal change of elevation to be available if wheel
chair access is required.
5. There is a further step down to the lowest level teaching/play area, however, there are
no activities there that cannot be served in the upper or mid-level areas.
6. The last deficiency is the requirement for an accessible restroom. Although this
bathroom functions well currently, to upgrade this item to meet strict ADA compliance
would require significant remodeling to relocate fixtures and enlarge the areas inside
and out for minimum clearances. This will require demolition of walls and addressing the
resulting structural implications. The existing room does meet the min 34" counter height
as is. Because of the significant cost we will be requesting the 20% cost exemption
deferment for this major expense which Sam Zahorka, Meridian Building Services, has
indicated his agreement with this analysis.
Please review the above and the submitted plan for more details in this regard.

Parking and access.
The Site Plan and Traffic Flow Plan shows the existing Parking as well as access routes from N.
Linder Road to the parking and thereafter into the building.
Linder is a 2 lane road with parking allowed on each side of the traffic lanes. No changes to
Linder are planned until 2030. In addition to the 5 existing parking and 1 ADA parking with
loading area located approximately 37' West of the Linder curb line along W. Tana Drive, there
are 2 parking spaces in the front accessed from Linder and curb space for an additional 2 full
size parks along Linder. A total of 10 car parks are directly associated with this property. Paved
sidewalks connect all parking to the business access points.
Operational impacts on parking. Staff most generally arrives 2 per car and some staff only serve
part time for snacks etc, Staff parking is the front driveway and along Linder. Children are
dropped and picked up with short term use of the parking primarily along W. Tana Drive. Many
children have siblings or friends enrolled and arrive together in one vehicle.
Meridian Little School offers several programs: Pre-school; half day, and; full day. Operational
hours are 7:00 am to 5:30 pm however the arrival and pick-up vary with the program of the
students enrollment. Some early drop offs occur with parents having to be at work at 8:00.
Others are dropped before or after their siblings are delivered to elementary school 8:45 -9:45;
others around noon for half day curriculum. Pick-ups again are spaced out depending on
program and siblings pick-up schedule after elementary school. The duration of parking use is
minutes only as required to drop off or pick-up their children. Generally speaking, current use of
the parking is about 30%-40% of available spaces at any one time during "peak" periods.
Although the request is for up to 25 students as the prescribed incremental increase, Meridian
Little School does not expect to reach that number. Further, If parking at any one time becomes
an issue, Meridian Little school will limit enrollment in their varied programs during any
problematic time frames as they may occur. Please note, Meridian Little School, based on
current trends, does not expect lack of available parking to be an issue
