notice from ACHD on the public comment period for this application or that their report had
been finalized. Please enter these comments into the record for the public hearing. We also

Dear Mr. Dodson:
I apologize that you are receiving this letter so late in the review process. However, there was no notice given
by ACHD to provide public comment and we were not notified of their requirements for this development. I
represent the neighboring development known as Sky Mesa which encompases the Sky Mesa, Sky Mesa
Commons, and Sky Mesa Highlands Subdivisions. We would like to express our concern over this proposed
development.
1. The preliminary plat and site plan shows the only vehicular access to the McKay Farm Subdivision through
the Sky Mesa Commons Subdivision. Only an emergency vehicle access is proposed on Eagle Road. We feel
the primary vehicular access should be from Eagle Road and the secondary emergency vehicle access should
be from the Sky Mesa Commons Subdivisoin. This will reduce the additional vehicle trips generated from
the McKay Farm Subdivision through the Sky Mesa Commons Subdivision.
2. We also have a concern over the way the required cost sharing of the potential interim traffic signal at the
intersection of Eagle Road and Taconic Drive has been established. ACHD indicated in their report that they
estimate the cost of an interim traffic signal to be $120,000. We have a cost estimate from a licensed
contractor (Hawkeye Construction) that has experience with installing traffic signals in the area (see
attached email). Their estimate is that it will cost a minimum of$207,500 for an interim signal. ACHD stated
that the McKay Farm Subdivision will generate 12% of the traffic at the intersection of Eagle Road and
Taconic Drive and therefore should contribute $14,400 (12% of$120,000) towards the construction of the
interim signal.
Recently ACHD required us to install an interim signal at the intersection of Eagle Road and Taconic Drive
with the approval of the Sky Mesa Highlands Subdivision. They agreed that the$120,000 previously required
of the Sky Mesa Subdivision for a future round-a-bout at this intersection could be used towards the interim
signal. If it costs $207,500 to construct the interim signal and $120,000 previously commited is subtracted
from that it leaves $87,500 for the Sky Mesa Highlands Subdivision to contribute to the construction of the
interim signal. The Sky Mesa Highlands Subdivision has 75 buildable lots. That equates to $1,166 per lot.
We feel an equitable contribution to the interim signal should be required for the McKay Farm Subdivision.
$1,166 per lot times the 42 buildable lots in the McKay Farm Subdivision is$48,972 for the subdivision.
In conclusion we request that primary access to the McKay Farm be taken from Eagle Road not the Sky Mesa
Commons Subdivision,and that the developer of the McKay Farm Subdivision be required to contribute$48,972
towards the interim traffic signal at the intersection of Eagle Road and Taconic Drive.

Hello Landon,
There are a lot of unknowns as to what ACHD will let us do.
Don emailed Brian Crispin and all he could give him was, we have to keep the existing HAWK signal
going until the temp signal is in place.
The existing conduit might work there are 4 across Eagle Road and 2 on the West side
If we can use the existing pole and arm.
We will need to Add 2 signal poles, 6 ped poles and all the signals &signs.
Here is my best guess without additional ACHD input.
$149,000 for the install
$5,500 obliteration and pavement markings
$6,000 traffic control
$47,000 for the ACHD equipment
Of course this does not include concrete, asphalt, handicap or landscape repairs. Permits,
engineering, survey, testing (if required) are also not included.
Total of$207,500
