To the Members of the Meridian City Council, and
To the Meridian Planning and Zoning Commission:
In reference to the Delano Subdivision AZ, CPAM, PP H-2019-0027 and the updated plat
submitted recently by Boll Cook LLC.
Please deny this application (H-2019-0027) or at least hit the "PAUSE BUTTON".
I am urging the Planning and Zoning Commissioners to deny this application (H-2019-0027) as
submitted because many of the issues previously noted have NOT been satisfactorily resolved.
I will address the three issues most important to me: vehicular access through N. Dashwood
Place, schools over -capacity, and the introduction of the Stellar Senior Living CAR -20 to the east
of the Delano project.
N. Dashwood Place vehicular traffic. My most ardent objection to this application is that N.
Dashwood Place has not been eliminated from becoming the de facto commercial collector
road to E. Wainwright Drive. The Delano developer had agreed to designate and build N.
Dashwood Place as a "temporary emergency access only." However, the City of Meridian is
insisting that N. Dashwood Place be extended as a full access street into the (Delano) site with
the first phase of the development. ACHD approved the "emergency access" connection, but
only temporarily until Centrepoint Way is extended to E. Wainwright Drive, or within 10 years,
whichever occurs first. N. Dashwood Place will then be reconstructed as a public street for
vehicular connectivity to E. Wainwright Drive. I just learned on Wednesday, April 15 that the
developer has reversed the position promised at our February 18, 2020 neighborhood
meeting and is now supporting building N. Dashwood Place as a fully functional public street.
Not Initially a Stub. It is my understanding that ACHD did not require N. Dashwood
Place to be a stub when the Alpine Pointe was originally presented. It was the City of Meridian
that requested this designation because of concern that the Wagnild parcel (now Bollinger) to
the south could become landlocked because E. Jasmine Lane was a private road. Now that E.
Jasmine Lane will be a public road, this concern is no longer valid. The City of Meridian can and
should reverse its 2005 requirement to stub N. Dashwood Place and leave it a cul-de-sac in
perpetuity.
Small City Traffic. The densities proposed for the infill area south of Alpine Pointe
Subdivision could result in a population exceeding 3,000 people; the size of a small city. There
are 275,550,306 square feet (6,325 acres) in a square mile. The area of this infill section is only
2,348,900 square feet (54 acres), or one twelfth (1/12) of one square mile.
The city of McCall, Idaho has about 3,350 residents in an area of 9.884 square miles (6,325
acres). That is an area 117 times larger than the infill area south of Alpine Pointe Subdivision;
yet both will have similar populations.

If N. Dashwood Place is opened to vehicular traffic via the Delano Subdivision, it will become
the de facto commercial collector to E. Wainwright. Then N. Dashwood Place and the Alpine
Pointe neighborhood will be subjected to all of the traffic from this small -city -to -be just across
the fence from Alpine Pointe.
Designated Commercial Collector. It is clear that N. Centrepoint Way is the designated
commercial collector for traffic to E. Wainwright Drive at N. Eagle Road. In November 2005, the
developer for Alpine Pointe deeded to ACHD the parcel to connect Centrepoint to Wainwright.
If the Delano Subdivision project cannot be completed without connecting through N.
Dashwood Place, then it must be denied. This may simply be "a good project, but the wrong
time or place."
Over -Capacity Schools. In their letter dated April 16, 2019, West Ada School District
recommended that the City of Meridian deny the Application for Delano Subdivision. Of the
three schools that will be impacted by the Delano project, two were already over -capacity a
year ago.
• Discovery Elementary: 515 (enrollment); 650 (capacity) = 135 under
• Heritage Middle School: 1,254 (enrollment); 1,000 (capacity) = 254 over (125%)
• Rocky Mountain High School: 2,448 (enrollment); 1,800 (capacity) = 648 over (136%)
"PAUSE BUTTON" — Stellar Senior Living CAR -20. This project was presented at the Boise
Planning and Zoning Public Hearing on March 9, 2020. This is a planned residential
development comprised of 150 units for a senior living facility located east of the Delano
project.
Recent ACHD emails between the Commission and Planning Staff indicate the possibility exists
for an EAST/WEST ingress/egress point to service the WONG parcel, and possibly the needs of
the STELLAR development in the City of Boise.
Push the "PAUSE BUTTON" and let's explore options more acceptable than connecting through
N. Dashwood Place, a neighborhood cul-de-sac.

Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced significant and sustained growth in student
enrollment during the last ten years. Many of our schools throughout the district are operating at or above capacity. Based
on U.S. census data, we can predict that these homes, when completed, will house 68 (_ # homes x 0.8 per census data)
school aged children. Approval of the Delano Subdivision will affect enrollments at the following schools in West Ada
District:
Enrollment Capacity
Discovery Elementary 515 650
Heritage Middle School 1254 1000
Rocky Mountain High School 2448 1800
West Ada School District supports economic growth; however, growth fosters the need for additional school capacity.
Due to the current over enrollment situation at the schools this development would impact, it is West Ada School District's
opinion it would be best to deny the Application for Delano Subdivision. In order to meet the need for additional school
capacity, West Ada School District will accept the donation of land appropriate for a school site. Passage of a bond issue
will be required prior to the commencement of new school construction.
If this development is approved residents cannot be assured of attending the neighborhood school as it may be necessary
to bus students to available classrooms across the district. The safety of our students is our first and foremost priority.
With this in mind, we ask that you encourage the developer to provide safe walkways, bike baths and pedestrian access
for our students. School capacity and transportation is addressed in Idaho Code 67-6508 - future development will
continue to have an impact on the district's capacity.
