We hope this finds you very well! Wishing you the very best.
We noticed the ACHD comments to the P and Z commissioners’ question and Planning staff’s question about
another ingress/egress point into Delano. Another ingress/egress would improve flow and would eliminate
heavy traffic via N Dashwood Pl when all infills develop if Dashwood is emergency only in perpetuity. If the
Wong parcel concept had buffers we believe adequate sightlines would be available for safety, since more
curvy collectors exist in Meridian with many additional ingress/egress points throughout the collector area.
We will include the City Clerk on this to attach this to the Delano Public Comment File.

the City of Meridian City Council:
We just read the ACHD's take on the ingress/egress question that was asked by the City of Meridian
Planning and Zoning Staff and Planning and Zoning Commission. There was a question posed about
another ingress/egress to the northern portion of Delano, when the Wong parcel sells for development.
ACHD was concerned about sightlines. There are other more curvy collectors in existence in Meridian
with lesser sightlines that have been accepted by ACHD.
Below is the ACHD correspondence,submitted to the DELANO packet on April 13, 2020:

The spacing between Della and Jasmine can be constructed to meet the 330-foot requirement on Centrepoint Way,that
isn't the issue.My largest concern was the sight distance.
Knowing that as Centrepoint Way is extended to the north it will have to make a substantial jog to the east,an
intersection near the northern portion of the Wong property would be on the inside of a sharp curve.To see
approaching vehicles,drivers would have to look far over their shoulder,looking behind them.Even with proper
easements in place to ensure site lines it is a troublesome scenario and would create a situation I did not feel was safe.
Hopefully that helps explain where I was Coming from.If further information is needed please let me know.

It took mere seconds to complete a quick Google Maps search to see other ingress/egress examples off
of other more heavily trafficked collectors with more accentuated curves and somewhat obstructed
sightlines, some with mature trees and vegetation in the sightlines. Other curvier Collector streets exist,
and have been acceptable with new ingress/egress streets for residential and commercial needs. These
collectors were accepted by ACHD with the curves and sightlines.

On the next page is a quick copy-and-paste rendering of the current Delano plan,with a concept for the
WONG property and an extension of Jasmine East for the Cook parcel, since the Stellar EAGLE access will
be terminated once the infills develop and Stellar plan (in Boise) will use the Centrepoint Way from the
South until the Wong parcel sells and is developed to build Centrepoint Way to Wainwright north in
Alpine Pointe. The Stellar Assisted Living and Memory Care preliminary plat is filed with the City of Boise
for the Hedrick parcel.
With BUFFERS(in green)the sightlines and 330-feet, centerline to centerline spacing requirements for
ACHD access to collectors are realized in this mockup, a Cross INGRESS/EGRESS street to the north
running East/West for DELANO SFR, WONG INFILL, and STELLAR is realized, and safely so at a 25 MPH
speed, 30 MPH speed or 35 MPH speed. Buffers and easements would also be on the East of
Centrepoint Way. The access lane in BLUE is for flow between the JASMINE ST and a new northern
East/West street servicing the STELLAR retirement property and the COOK Parcel, leading to some point
of cross-access to the FAST EDDY'S establishment. Again, the direct access to EAGLE RD for the Stellar
property will be terminated once the BOLLINGER, COOK, and WONG parcels develop,to limit access to
Eagle Rd, per ITD, when vehicle trip counts increase and reach a set threshold.
The new street extension of Jasmine St would extend towards the east,terminating at the access lane.

Delano revised with larger lots to the north for better transition, and emergency access in perpetuity at
N Dashwood PI to avoid twin de facto collector at Dashwood via Alpine Pointe. BUFFERS would be in the
WONG Concept Plan for sightlines, in lieu of full parking pad at the NW of the concept. The access to
the Cook Parcel would line up with proposed Jasmine St at Delano.

This Plan is for a Nourse Lateral easement in a common lot (buffer) and contained in the larger northern
lots of Delano, if required. New INGRESS/EGRESS via WONG parcel when developed. Emergency only
at N Dashwood PI in perpetuity, since neighborhood connectivity is achieved via the completed
COMMERCIAL COLLECTOR in the future. ACCESS LANE is for FAST EDDY'S, STELLAR, DELANO, and
WONG interconnectivity, and EAGLE RD access will be cut off once the infill parcels develop and traffic
counts increase.

A SPLIT CONCEPT of R-8 North, with emergency/pedestrian/bike access via the R-8 and R-15 parcels of
BOLLINGER parcel, in perpetuity to avoid twin de facto collector potential via N Dashwood PI. The full
emergency lane access point (either east or west in the parcel)would be at the discretion of Meridian
