HomeMy WebLinkAbout2020-04-13 Mac and Janice Hartley April 13, 2020 To the Honorable Robert Simison, Mayor, To the Members of the Meridian City Council, and To the Meridian Planning and Zoning Commission: This is in reference to the Delano Subdivision AZ, CPAM, PP H-2019-0027 and the updated plat submitted recently by Boll Cook LLC. As neighbors of this development, we are supportive of the reduction in overall density in the new plat plan, emergency access only at N Dashwood Pl, and single stories adjacent to Alpine Pointe's R-4 zoning. We are not supportive of one element of the plan, however. In meetings with T. Hethe Clark, Alpine Pointe HOA, Committee members, and neighbors expressed that that N Dashwood PI should be emergency access/bike/pedestrian only, in perpetuity. In the ACHD reports it shows it was submitted by the applicant as a fully-designed street to be funded for full access in the future as a 50' right-of-way. We are opposed to this temporary emergency access connection, and we have repeatedly asked the applicant to submit this access as a permanent emergency access. Alpine Pointe subdivision is completely built out with 211 homes and the area is zoned R-4. The attached map shows the current and potential future points of connectivity numbered 1 through 8. As it currently stands the current and proposed future points of connectivity are as follows: • Two points of connectivity with major highways and streets — Number 1 where E Wainwright Dr. connects to Eagle Road and Number 2 where N Camas Creek Way connects to E McMillian Road. • There are two current points of connectivity with adjacent subdivisions — Number 3 where E Wagon Street connects to Settler's Bridge Subdivision and Number 4 where W Milford Drive connects to Madison Park Subdivision. • There is a second point of connectivity with Madison Park with a non- contiguous part of Alpine Pointe Subdivision at Number 5. This portion of Alpine Pointe only connects to the rest of the subdivision by a foot bridge over the North Slough Canal. • Once the parcels to the south of Alpine Pointe are fully developed there will be a major point of connectivity— Number 6 where the future extension of Centrepoint Way will connect to E Wainwright Dr. and an additional point of connectivity-- Number 7 at N Rogue River Way. The discussion of a possible connection to the developments south of Alpine Pointe at N Dashwood Place, Number 8, either immediately or in the future defies all logic. All of the aforementioned points of connectivity consist of stubs with no homes facing the connecting street. Centrepoint Way will have four homes on N Brooksburg Place that will back up to it with, it is hoped, a buffer of sidewalk, vegetation and concrete block wall. The only proposed connection where homes face the stub is on N Dashwood Place where eight homes currently face this street. The establishment of a permanent emergency vehicle access at this point would be the most logical solution to provide for emergency access as the new subdivisions are being developed and for long term access for pedestrian and bicycle traffic. I apologize for the crude nature of the attached map but I do believe that it adequately describes the point that we are attempting to make. A fully designed street for full access at N Dashwood Place is not warranted, necessary or logical, either initially or in the future. Please take these points under consideration during the City of Meridian Public Hearing scheduled for April 16, 2020 at 6pm. Thank you for considering our concerns, bbert M. and Janice M.
