HomeMy WebLinkAbout2020-03-20 COMPASS Communities in Motion 2040 2. 0 Development Review The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization (MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040), the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be prescriptive, but rather a guidance document based on CIM 2040 2.0 goals. Recommendations The proposal is on the fringe of urban development in an area removed from employment centers and existing public transportation. Services, such as schools, parks, and grocery stores, are likely accessed only by vehicle. The closest transit services are located more than three miles away. ValleyConnect 2.0 proposes two bus routes that will originate within 1/2 mile of the proposal. One route will provide service to the City of Eagle, via downtown Meridian. The other route will provide service to the City of Eagle, via Five Mile Road. Both will have 30-minute frequencies in the peak hours when operational. Lake Hazel Road is identified in the FY2020-2026 Regional Transportation Improvement Program (RD207-29) to widen Lake Hazel Road from Cloverdale Road to Five Mile Road in Ada County to five lanes with curb, gutter, and ten-foot multi-use pathways. Additional information is attached. The proposal includes 10' regional pathway along the Farr Lateral to comply with the 2015 Meridian Pathways Network Map.
