HomeMy WebLinkAbout2020-03-19 Robert and Janice HartleyMarch 19, 2020 To the Honorable Robert Simison, Mayor, To the Members of the Meridian City Council, and To the Meridian, Planning and Zoning Commission: This is in reference to the Delano Subdivision AZ, CPAM, PP H-2019-0027 and the updated plat submitted recently by Boll Cook LLC. As neighbors of this development, we are supportive of the reduction in overall density in the new plat plan, emergency access only at N Dashwood. PI, and single stories adjacent to Alpine Pointe's R-4 zoning. We are not supportive of one element of the plan, however. In meetings with T. Hethe Clark, Alpine Pointe I-IOA, Committee members, and neighbors expressed that that N Dashwood PI should be emergency access/bike/pedestrian only, in perpetuity. In the ACHD reports it shows it was submitted by the applicant as a fully -designed street to be furided for full access in the future as a 50' right-of-way. We are opposed to this temporary emergency access connection, and we have repeatedly asked the applicant to submit this access as a permartent emergency access. Connectivity as an emergency only/bike/pedestrian access is being sought as one in perpetuity. We feel this is necessary for the prevention of a twin collector/de facto collector situation that would be problematic for both Delano subdivision residents, and for Alpine Pointe residents for cut -through traffic. Once all the properties south of Alpine Pointe are fully developed there will be connectivity at Centrepoint Way and Rogue River which have always Keen part of the long term plan. These two ma . or points of connectivity between Alpine Pointe and the developments to the south should be more than adequate without the addition of a connection at Dashwood Place. Alpine Pointe has only one point of connection at each of the other two adjacent subdivisions. There are no homes facing Rogue River between the point of connection and E. Wainwright Drive. The completion of Centerpoint Way will only impact the homeowners on the east side of Brooksburg Place that back up to this future street. There are eight homes facing Dashwood Place which would be negatively impacted by a fully designed street connecting to the Delano subdivision and this additional point of connection is not necessary. Once Centrepoint Way is connected to E. Wainwright Drive, it is hoped that the design will include adequate buffering in the form of sidewalk., vegetation buffer and six foot concrete block wall to mitigate the future impact on the four home owners on Brooksburg Place that back up to this street.
