Our letter also requests that the scheduled public hearing on Thursday, March 19, 2020 of the above referenced project should be postponed until the National, Idaho State, and Cities' advisories regarding our Nation's current virus health crisis are lifted in order to properly conduct the hearing. Sincerely, Sherry Garey 4563 N Camas Creek Way Meridian ID 83646 208-866-1351 1 March 18, 2020 To the Honorable Robert Simison, Mayor, To the Members of the Meridian City Council, and To the Meridian Planning and Zoning Commission: Regarding: Delano Subdivision AZ, CPAM, PP H-2019-0027; and the updated plat submitted recently by Boll Cook LLC. As residents of the Alpine Point and as future neighbors of this development we are supportive of the reduction in the overall density in the new plat plan and the change to single family one-story homes adjacent to Alpine Pointe’s R-4 zoning. Not only will it help to preserve the qualify of life in our Alpine Point Subdivision, it also ensures greater livability for our new potential neighbors. We are not supportive of several elements of the plan. In particular, the most serious and pressing concern is the opening of N. Dashwood Place as a through street. In our Neighborhood meeting with T. Hethe Clark, Attorney and representative of the Boll Cook, LLC, on February 18, 2020, Mr. Clark stated that N Dashwood Place would be constructed as an emergency services only access point, as well as open to bicycle and pedestrian traffic and sectioned off with bollards. He also stated all traffic including construction-related traffic would access the Delano project via Centrepoint Way. It appeared the majority (if not all) of the Alpine Point residents attending that meeting were appreciative and supportive of Mr. Clark’s above statements. Unfortunately, it was not presented as a temporary emergency access connection at that time. However, we learned later via the ACHD reports, it was submitted by the applicant as a fully-designed street to be funded for full access in the future as a 50’ right-of-way. We are strongly opposed to this temporary emergency access designation. Our residents have repeatedly requested these applicants and the prior applicant to submit this access as an emergency access/bike/pedestrian only, in perpetuity. We are not opposed to manageable connectivity and welcome the bicycle/pedestrian access, which will actually be a second bicycle/pedestrian planned access point to our subdivision along our southern border. Our subdivision was constructed with a pathway system within its boundaries that includes a planned access point at Rogue River when that parcel, also connected on our south boundary, is developed within a foreseeable future under its new ownership. The Rogue River location was and is marked as a point of future roadway connectivity. The connection will also funnel traffic onto Wainwright within a rather close proximity to N Dashwood Place to its east. Traffic will also disperse to N Camas Creek Way to access McMillan or onto Wagon to travel through Settlers Bridge to access Locust Grove. We feel this is funneling too much high-density traffic into these residential areas along streets with front facing homes and all residential. Two additional connections for a total of seven for a 211-home subdivision is rather excessive for any subdivision. We currently have five traffic connections in our subdivision and experience quite a lot of cut through traffic at present with our McMillan and Eagle Rd. access points. We live on N Camas Creek Way and one door away from the Wagon Road connection with the Settlers Bridge Subdivision. We experience a significant amount of cut through traffic via that access point, as well as the traffic bypassing stoplights and traffic by ducking off McMillan to access the light at Wainwright. Our residential areas, in this instance Alpine Point and Delano, should not become de facto collectors, little alone twin collectors plus those utilizing the existing shortcuts. The neighborhoods should be preserved and let the planned collectors such as Centrepoint Way serve their purpose and not destroy neighborhoods. The closure of N Dashwood Place to vehicles will prevent commercial and high-density residential cut-through in both directions, and route it to the intended collector for this heavy traffic burden. Our residents have provided written and verbal testimony over the past two years that N Dashwood Place was never a designated future street, but meant only as a single benefit to the home/land owner in case that his other access was cut-off or he had a specific single-owner need for a second point of access to his property. We are dismayed that the City is going forth with this hearing on Thursday, March 19, 2020 in spite of the fact that it will eliminate the majority of persons who would like to be present and/or give testimony at the hearing. We respectfully request that the City reconsider and postpone the hearing until after our Country’s virus/health crisis is under control. We also respectfully request your consideration and approval to restore N Dashwood Place to its original designation as a cul-de-sac, and only emergency services and bicycle/pedestrian access.
