To the Honorable Mayor Robert Simison,the Planning and Zoning Commission, and to the City
Council:
This option has appeared before many parties in the past (City of Meridian Planning Staff, ACHD,the
Applicant, Hethe Clark, Planning and Zoning Commission, City of Meridian City Council, past Mayor
Tammy de Weerd,the residents of Alpine Pointe). This plan would solve the problems posed by the
Delano plan as it exists today.

Split neighborhood option to solve the de facto Collector problem for Alpine Pointe and Delano
subdivision. A de facto commercial collector fate exists with the current application.
It has been found that City Staff does not support an emergency only at N Dashwood PI,and ACHD is
not supportive of another ingress/egress off of Centrepoint Way, though there is enough length to
meet the 330 Ft centerline to centerline criteria. See illustration below. This would allow another
ingress/egress or simply an emergency/bike/pedestrian access in the future,thus nullifying the need to
connect at N Dashwood PI.
The orange lane would be Della or an emergency access/bike/pedestrian access, which could go one
lot south to utilize that triangle next to Centrepoint Way. That small and rather useless-for-construction
triangle to the south of the lane would simply be landscaped as it stands. This is an option that exists.

In light of this latest information found in the Staff Report for 03-19-2020,this Split R-8 and R-15 infill
project concept was brought to the attention of the Applicant before,ACHD in the past, and the City
Planning Staff of Meridian in the past as well.
This Split Concept would solve the Cut-through issues,the over-connectivity of Alpine Pointe,the
transitional issues posed by Delano as an infill development;this plan is much more harmonious,
transitional, and complementary to both neighborhoods.

The northern portion of this concept is 100% R-8 Zoning. The product is on larger northern lots. The
neighborhood to the South is R-15 and denser to be more transitional to the South by the Brickyards,
and more transitional to the Cook parcel.
N Dashwood PI would be anticipated to experience an additional 180 car trips daily, and not the
hundreds and likely thousands as a de facto commercial collector. We will have the Brickyards,the
Stellar project, Delano, cut-through commercial traffic, etc. by many seeking to avoid Eagle Rd and in
absence of the completed Centrepoint Way collector,time to be finished is TBD.
The two separate neighborhoods are connected by an emergency/pedestrian/bike path, in perpetuity
to avoid cut-through for both neighborhoods. Future connectivity will exist in the future at Centrepoint
Way/Wainwright and via the Enzler parcel,TBD at a future date.
The southern R-15 portion in purple will generate approximately 470 cars trips up to 520 car trips to
the Centrepoint Way collector, dependent on lot count.
The landscaped buffer in the middle has open fencing for the R-8 residences and serves as an
aesthetically pleasing feature between both the R-8 and the r-15 portions. This buffer also serves as a
needed overflow parking area for the park users and for residents.
Emergency access and pedestrian/bike paths connect both neighborhoods.
Centrepoint Way is not stressed. N Dashwood PI is not stressed. This plan is more harmonious,
transitional, and complementary in nature. This plan solves many of our issues at Alpine Pointe, and
also eliminates the de facto TWIN COLLECTOR situation that WILL HAPPEN.
Furthermore,the Delano plan presented will not work on 27-foot wide streets. Per ACHD,27-foot
wide streets may never have more than 1000 vehicle trips per day, and with the Delano application on
file the anticipated trips will be over 1000 per day. This is a design flaw that has been pointed out time
and time again, because residents of the Brickyards, Stellar, Delano, Cook parcel and commercial traffic
will utilize this street to cut-through.
This plan's home count varies depending on the density south, but would be 63 at minimum and up to
70 homes sites in total for both the R-8 and the R-15 portions.
The stub at N Dashwood PI is connected,yet this plan eliminates cut-through, provides connectivity
for emergency vehicles, and provides for foot and bike traffic between neighborhoods. Mail, waste
collection, deliveries are not impeded by this concept. The Utilities are easily accessed when
needed. When Centrepoint Way opens, neighbors to the South can use Centrepoint Way to get to
Alpine Pointe, and to the northern portion of this concept.
There are ways to solve this issue without ruining the character of both neighborhoods and without
taxing either N Dashwood PI or Centrepoint Way.
If N Dashwood PI is not to be an emergency access in perpetuity, many believe this is a viable
solution. Interconnectivity occurs with emergency/bike/pedestrian access, as has happened in
communities around the City of Meridian before,to eliminate the cut-through traffic quotient.
