5. Characteristics which make a zoning amendment desirable.

The 75.39-acre site located on the west side of N. Locust Grove between McMillan and
Ustick, and is contiguous to Meridian City limits on the east. The site is close to schools,
churches, shopping, public and private services, and recreation facilities. Heritage Commons
provides a diverse housing product mix not currently found in this area of Meridian.
Necessity and desirability of development pertaining to the zoning amendment and
harmony with adjacent development.
Heritage Commons will provide a lifestyle choice to current and future residents of Meridian.
There are a variety of proposed housing types, as well as usable open space and private
amenities.
How the proposed zoning amendment relates to the City of Meridian Comprehensive
Plan.
Heritage Commons complies with the 1993 Comprehensive Plan's residential land use
designation, goals and policies:
Goals Section
· Goal 4: To provide housing opportunities for all economic groups within the community.
· Goal 8: To establish compatible and efficient use of land through the use of innovative
and functional site design.
Economic Development Chapter
· 3.1U - Approve quality housing projects that meet the needs of all economic levels.
· 3.2U - Encourage efforts to develop and maintain quality neighborhoods and housing.
Land Use Chapter
· 2.1U - Support a variety of residential categories for the purpose of providing the City
with a range of affordable housing opportunities.
· 2.4U - Encourage sidewalks and paved streets for all existing neighborhoods.
Transportation Chapter
· 1.19U - Encourage proper design of residential neighborhoods to ensure their safety and
tranquility.
· 1.14 - Design and performance standards should be applied to infilling development in
order to reduce adverse impacts upon existing adjacent development.
· 1.18 - As Planned Development methods and standards are implemented by the City of
Meridian, variations pertaining to planned development - maximum density,
dimensional standards, and other requirements - shall not exceed 25% of the existing
requirements, and shall be recommended when one or more of the Planned Development
design and developmental objectives are met.
Community Design Chapter
· 6.2U - Pedestrian access connectors wifl be required in all new developmem to link
subdivisions together to promote neighborhood identity.
· 6.11U - Promote well-planned and well-designed affordable housing in all Meridian
neighborhoods.

Commencing at the 1/4 section comer common to Sections 31 and 32 of said T. 4 N.,
R. 1 E., said point being on the centerline of North Locust Grove Road, also said point being
the REAL POINT OF BEGINNING;
Thence South 00°31 '35" West, 671.76 feet on the section line common to said
Sections 31 and 32;
Thence South 89o05'24'' West, 354.28 feet on the northerly boundary of Parcel B of
