RE: H-2019-0062 / CALDERA CANYON
ALTERNATIVE COMPLIANCE
Dear Mr. Parsons / Planning Staff:
P.O. Box 405
Boise, ID 83701
The purpose of this letter is to request alternative compliance approval for the street frontage
landscape buffer associated with Caldera Canyon Subdivision Preliminary Plat approved by the
City of Meridian City Council on August 6, 2019.
Under the Conditions of Approval, Number 3, a. the applicant may request alternative compliance
to retain the existing mature arborvitae in lien or removing the existing vegetation and planting 4
trees within the street buffer along E. Leigh Field Drive.
The existing arborvitaes are mature and thus provide a visual buffer that would not be possible with
new trees, and provide a greater density than the minimum tree planting.
Please do not hesitate to contact me if you have questions or need additional information.
Best regards,

Re: Caldera Canyon Subdivision
Statement of Centerline Groundwater Elevations
To whom it may concern:
This letter serves as a statement regarding seasonal high groundwater elevations relative to
design street finish centerline (CL) elevations. A geotechnical site investigation was conducted
by Materials Testing and Inspection (MTI) on January 7, 2019. Groundwater was not
encountered within test pits as deep as 16 -feet. The MTI report concluded that groundwater
would remain greater than 15 -feet below ground surface. Our design street CL elevations on
this project are set to range from roughly 1 foot below to 1 foot above existing ground surface.
Therefore, in the opinion of this engineer, the street centerline (CL) elevations are set at a
minimum of three (3) feet above the highest seasonal groundwater elevation.

STORMWATER NARRATIVE
The 2.83 acre project site is located on the north side of E. Leigh Field Dr. 700 -feet west of N.
Locust Grove Rd. in Meridian, Idaho (See Attached Vicinity Map). The site was historically used for
horse pasture with one existing residence and outbuildings. The site is relatively flat with a slight
slope to the northwest. Seasonal high groundwater was not monitored due to the depth being
greater than 15' deep. The project site is not located within a FEMA floodplain (Firm Panel
16001C0144H).
The project consists of constructing approximately 330 LF of new public roadway and 150 LF
of private shared driveway with sewer and water main extensions to support 15 new single-family
lots. Two separate drainage basins were identified (one public and one private) to collect
concentrated runoff. The public basin accounts for the new public roadway and the front of each
buildable lot along it. The private basin handles runoff from the shared private driveway. In both
basins, the runoff will travel via sheet flow, and concrete gutter, to their point of collection and
infiltration. All concentrated runoff will be treated by passing through a layer of C-33 sand. Please
refer to the construction plans for drainage details. All facilities were sized for the 100 -year event
within their respective drainage basins (see attached basin map).
