Good afternoon and Happy Holidays/Merry Christmas. We look forward to working with you and Staff on an upcoming
project southwest of Victory/Linder. It’s an exciting project adding to the beautiful Meridian community. In speaking
with Larry Williams and colleagues, we were made aware of a Comp Plan text amendment being quickly pushed through
the City. I was just made aware of this in the past couple day. Summary of the paragraph change brought alarm and
concern contradicting City future plans and current code/ordinance. Below is a short list of concerns among many for
review with Council and City Officials/Staff:
• Clients of mine and others have made investment decisions based on the existing Comprehensive
Plan. Amendments like these cut into plans and current completed planning work changing value &
opportunities. It is unforeseen.

• Rural estates often redevelop when the city grows around them. A City’s Comprehensive Plan and Future Land
Use Map should anticipate future growth, housing demands, and infrastructure needs.
• For case by case analysis, this would restrict Staff’s flexibility. Restrictive language for a planning document like
the Comp Plan would serve as premature zoning code enforcement.
• By the way, are these County residents’ demands appropriate when addressing growth and planning within City
limits in its area of impact?
• In areas of the City’s Future Land Use map, this language contradicts where the City calls for higher density
ranges. There are many examples that would raise problems the City would have to reconcile in an adversarial
environment.
Please add my voice of concern to what the Council hears in the next week. Not good and changes like these need to be
discussed/vetted with the community as a whole before dramatic, impactful language like this is changed in a guiding
planning document.
