Re: Meridian Comprehensive Plan Request
Dear Mayor and City Council:
I write today as a consultant to Venus Development, LLC. We have reviewed the
Draft Meridian Comprehensive Plan and request the following modification.
Venus Development is currently holding a 5 acre parcel at the easterly edge of the
Meridian Area of Impact on E. Franklin Road designated as parcel No. S 1109438871. To
the west of the parcel, the land is designated Light Industrial. This property is owned by
Adler Industrial. To the east of the parcel, the land is owned by the Ada County Highway
District (ACRD). The designation in Boise City is Light Industrial. The parcels at issue are
presently designated Mixed -Use Regional.
ACHD, through Engineering Solutions, is requesting that the land to the east
consisting of parcels Nos. S 1109438931 and S 1109438940 be annexed into Boise City.
The land will be used by ACHD for light industrial purposes. The land to the west is
designated Light industrial and is being developed by Adler Industries. Adler Industries
signed a letter prepared by Hatch Design Architecture supporting the Map Amendment
request. The reason for the support for the Map Amendment request is simple—the whole
corridor from RC Willey at Eagle Road until FedEx Freight on Cloverdale is Light
Industrial. A narrow strip of land designated Mixed -Use Regional in between properties
designated Light Industrial is not the ideal location for Mixed -Use Regional. Light
Industrial would be the optimum designation. There is also a railroad that travels in back
of these properties.
The feedback we have received from City staff and from the neighboring properties
support our request to rezone the Mixed -Use Regional area to Light Industrial. The Mixed -
Use Regional zone requires a minimum 10% residential use, recommending residential

spaces be built above commercial. We feel the immediate adjacency to other industrial land
and the railroad will make residential living in this area less desirable than industrial uses.
We respectfully request that the parcels in between ACHD and Adler Industries be
designated on the Meridian Comprehensive Plan as Light Industrial.
