We are writing this letter regarding the future use plan you presented at the meeting on Cz
November 19, 2019. This is regarding the 6 parcels of land off Pine Lane just south of EI Gato.
We viewed the proposal of changing the designation of our properties from low density to
industrial. We understand initially EI Gato was considered to be designated as this also but
after consideration it will hopefully remain low density residential. We implore you to re-examine
the impact of changing our combined 30-40 acres to industrial.
Our first concern is how feasible will it be for an industrial developer to buy these parcels of
land. The access to this property is one small dirt road that can barely accommodate two
vehicles. WE often have to pull to the side as we pass each other on the road. The property to
the north and east of us are developed residential parcels. A side line railroad and federal
irrigation ditch borders south of our properties and the same federal ditch borders us on the
west and north. I believe it would be cost prohibitive for a developer to make an acceptable
access to these parcels of land. I have worked in the private sector over twenty years and now
work for the federal government. I know it is much more time consuming and expensive to have
something changed through the federal government. I am sure that would apply to a federal
irrigation ditches as well. From a financial perspective of an industrial developer it would be
much more appealing to develop a property with established access which our property does
not have.
Our second and bigger concern is what this will do to the value of our properties. We have
reached out to a residential appraiser as well as a commercial appraiser to determine how this
designation would affect our properties. Both had concerns that it would be very difficult to ever
sell our properties to another residential buyer due to finding a financial institution that wauldf
provide financing for these properties. They stated if it has been zoned industrial and the
existing home was destroyed by fire or other means we would not be able to obtain a permit to
rebuild a residential structure on industrial zoned property therefore the financial institution
would not want to loan on a structure that could not be replaced if necessary. They also brought
to our attention that it may be difficult to find insurance to cover a residential structure on
industrial designated property. Therefore with no residential buyer or industrial developers our
homs become worth very little. For many of us, our homes are our biggest financial assets and
in essence you could destroy our net worth. Several of the current owners have owned these
properties for over a decade up to 47 years. We have invested our blood, sweat and tears to
achieve the American Dream and increase the value of our properties. We love the peaceful
seclusion these properties provide in a growing city and have shared it with many family
members and friends. An industrial designation for this small 30-40 acres would destroy the
value and be of little use to the industrial consumer.
The property south of the railroad tracks and west of the Purdam Irrigation Ditch seems
reasonable to designate as industrial. There is existing access from major roads for these
properties. We understand our community is growing and changing, but we are finding it hard
to find the logic in designating land locked property into industrial which would cause it to be
undesirable to residential buyers or industrial developers. We are begging you to reconsider
designating this 30-40 acres to industrial use.
We invite the committee and mayor to come and view the properties and its limited access. We
are concerned that not everyone has the complete understanding of how this land lays out.
Please extend the low density residential designation to our 6 parcels as you plan to do for EI
Gato. Thank you for your heartfelt consideration of this matter.

This letter is an addendum to a letter previously submitted by the homeowners located off of W.
Pine Lane. This letter was discussed and agreed upon by the homeowners. Due to time
constraints not all signatures were able to be obtained. This is regards to the proposed
industrial designation that has been discussed. As we collected information and opinions of
fellow homeowners another valid point was brought to all of our attentions. The three eastern
parcels have the Northwest Pipeline, which supplies natural gas to the north west region of the
United States, running through the three properties. From our understanding this pipe will not
be able to be relocated and has an easement over 100'. Therefore this would make half of the
lots in question even more undesirable for industrial developers. For further clarification on this
issue you can contact Michael Rieske, Land Representative for William's Northwest Pipeline, at
1-800-453-3810 ext. 6822. Just a reminder of the difficulties future development would incur
with these unique properties include but are not limited to federal canals, railroad systems,
natural gas pipeline and restrictive access. We strongly believe this industrial designation
benefits no one. Not future developers, not current or future homeowners or the community of
Meridian. Please leave our parcels designated as low density residential. It seems to be the
highest and best use of these properties and helps maintain some of the open space so many
community members want maintained. Thank you again for your time.
