TASK ORDER NO. 10036.a
Pursuant to the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND MOUNTAIN WATERWORKS, INC (ENGINEER)
This Task Order is made this 22 nd day of October 2019 and entered into by and between
the City of Meridian, a municipal corporation organized under the laws of the State of
Idaho, hereinafter referred to as “City”, and accepted by MOUNTAIN WATERWORKS,
INC, hereinafter referred to as “Engineer” pursuant to the mutual promises, covenant and
conditions contained in the Master Agreement (2a) between the above mentioned parties
dated October 1, 2017. The Project Name for this Task Order is as follows:
WRRF Sidestream Phosphorus Removal Project
PROJECT UNDERSTANDING
The Engineer’s scope of services, time of completion and compensation shall be as set
forth herein. This Task Order is for professional engineering to complete preliminary
engineering services for the planned Sidestream Phosphorus Removal Project for the
City’s WRRF. The preliminary engineering services generally include preparing
equipment pre-purchase documents, attending site visits to existing facilities, evaluating
and making a recommendation for equipment purchase, and preparing a basis of design
memorandum to be used for final design. Final design and construction support services
will be provided in a future task order.
SCOPE OF WORK
The City utilizes anaerobic digestion for solids stabilization at the WRRF. During the
anaerobic digestion process, a significant amount of nutrients (phosphorus and ammonia)
are released. The nutrient release causes two primary challenges for the City:
• Struvite formation in piping, valves, tanks, and equipment downstream of
anaerobic digestion causing significant operation and maintenance problems and
expenses
• Nutrient return to the head of the WRRF resulting in concerns with meeting nutrient
limits contained in the current discharge permit; and future permit limits are
anticipated to be more stringent

Over the last 5 to 6 years, the City has spent a significant amount of time evaluating
various options for sidestream nutrient management. A number of engineering studies
were prepared and pilot testing was completed to determine the preferred approach for
sidestream nutrient management. Based on the work completed by the City, nutrient
recovery from the digested sludge immediately after anaerobic digestion has been
selected.
There are two equipment technologies (Airprex by CNP and NuReSys by Schwing Bioset)
that will meet the City’s desire to manage nutrients in the anaerobically digested sludge.
The equipment is very specific to each system. To optimize engineering efficiency, the
equipment will be selected through a pre-purchase process prior to final design. Once the
equipment is selected by the City, final engineering design will begin followed by project
bidding and construction. Specific tasks to complete the preliminary engineering effort are
described below.
Task 1 – Develop Equipment Pre-Purchase Documents
Engineer will prepare equipment pre-purchase documents to ensure competitive
equipment selection is provided for the City. The pre-purchase documents will define
project conditions, materials of construction, O&M considerations, and cost proposal
request for the furnished system. Task 1 will include the following:
• Review historic and projected future operational data, technical information, and
documents prepared for the City to determine sizing of the treatment system.
• Develop design criteria and technical specifications for the treatment system.
• Develop economic and non-economic criteria and ranking with the City that will be
used for equipment evaluation and comparison
• Send the draft specifications to the two identified manufacturers and incorporate
review comments as necessary.
• Support the City with preparing the final pre-purchase bidding documents.
Engineer will prepare the technical specifications to be incorporated into the City’s
purchase documents.
• Review submitted equipment bids for completeness.
Task 1 Deliverables:
• Draft pre-purchase documents for City and equipment supplier review
• Final pre-purchase documents for equipment bidding and procurement
Task 2 – Site Visits
Sidestream nutrient recovery systems are relatively new to the wastewater treatment
industry. The City is interested in visiting two existing facilities to meet with the facility
operators and understand the routine O&M requirements and challenges associated with
the systems. The engineering team will join the City on these visits to gain a better
understanding of design elements to incorporate into the project based the experience,

lessons learned, and operational conditions associated with those projects. The site visits
will facilitate discussions between the engineering team and City operations team, with
specific details to be incorporated into the final design, including equipment access,
building design and layout, safety, performance testing, maintenance, instrumentation,
programming, and SCADA integration.
Task 2 Deliverables:
• Site visit reports documenting important discussions and design decisions to be
included in the City’s project
Task 3 – Equipment Pre-Purchase Evaluation
Engineer will review the pre-purchase document submittals received from the equipment
suppliers. The submittals will be compared and ranked using the economic and non-
economic criteria developed with the City during preparation of the pre-purchase
documents. Under Task 3, the following will be completed:
• Summarize and present criteria comparison for City input and review.
• Estimate operating and life-cycle costs
• Hold a workshop with the City to review and discuss equipment comparison, rank
the equipment, and recommend the apparent best equipment selection
Task 3 Deliverables:
• Scoring sheets for the equipment evaluation
• Written recommendation of equipment selection award to the City, including the
criteria ranking and justification for making the recommendation
Task 4 – Basis of Design Memorandum
Engineer will complete a technical memorandum summarizing the equipment evaluation
and the project basis of design that will be carried forward for design of the recommended
system. The memorandum will contain the following information:
• Design criteria for the treatment system, equipment, and ancillary system design
• Hydraulic grade line
• Process flow diagram
• Preliminary plan-view layout and space requirements of the new system
• Preliminary site plan with necessary utility and process connections
o Up to 3 alternate locations may be evaluated with the City
o Coordination with the Digester 6 design will be included, and design review
meetings with Brown and Caldwell and the City are anticipated.

• Hold review meeting with the City, prepare meeting minutes and incorporate
comments into final Basis of Design Memorandum
• Final Basis of Design Memorandum
The anticipated schedule is as follows:
• Complete Equipment Pre-Purchase Documents – within 5 weeks of receipt of
Notice to Proceed
• Complete Equipment Pre-Purchase Evaluation and Recommendation – within 4
weeks of receiving Pre-Purchase Packages from equipment suppliers
• Complete Basis of Design Memorandum – within 6 weeks of equipment selection
• Complete Final Basis of Design Memorandum – within 2 weeks of receiving City
comments on the draft document
• Final memo to City – within 15 days of receiving City comments
ASSUMPTIONS
The following assumptions are made for this scope of work:
• The City will provide current and projected future flow and loading criteria
• The City will provide record drawings in CAD format for existing on-site facilities
and utilities
• Equipment evaluation will be limited to 2 manufacturers
• The City will prepare the pre-purchase contract, organize bidding, and administer
the pre-purchase process
• Final design will be completed in a future Task Order to include the following:
o Idaho DEQ required preliminary engineering report
o Plans and specifications for project bidding
o Bid support
o Construction administration and support
o Project startup
o Project O&M manual update and project record drawings

The Not -To -Exceed amount to complete all services listed above for this Task Order is
(one hundred twenty-three thousand forty-eight dollars) ($123,048.00). No compensation
will be paid over the Not -to -Exceed amount without prior written approval by the City in
the form of a Change Order. No travel or expenses will be reimbursed through this
agreement. All costs must be incorporated in the individual tasks within the
Compensation and Completion Schedule above.
