HomeMy WebLinkAboutCombined CommentsFebruary 2, 2019 Mayor, City of Meridian 33 E Broadway Avenue Meridian, ID 83642 Mayor de Weerd, It is my understanding the City of Meridian is again opening the discussion on the four mile section (McDerrmot to Can Ada, Ustick to Hwy 20/Chinden) northwest of Meridian referred to as The Fields to remain in agricultural influence. Before making my comments please allow me to reintroduce myself. I remember when you and Mr. de Weerd visited our dairy south of Nampa not long after moving to the Meridian area. It was a delight for us to share our dream and efforts to have a lovely productive operation to provide work opportunities to families for their subsistence and a wholesome product for people to eat. We grew our operation believing at the time our farm would always be a welcome agribusiness in our community, and without foresight, could not foresee the changes that would come to our valley. Beginning early in the 1990's I found myself appearing before planning and zoning more times than I thought I ever would. The county, looking down the road towards growth, could not see the outcome of their proposed Ag Harmony, a concept that has not worked out. The ability of local government to override planned growth and favor Conditional Uses Permits started the demise of Agricultures life expectancy in this valley. I appreciate the beautiful job you have done in transforming the small town Meridian, the city I graduated from in the mid 1960's, into the valley's most coveted place to want to live. It goes without saying you had a vision of where you wanted to take the community as did we while we were growing our agribusiness. Our dairy was caught up in the same controversy from the city of Kuna a few years ago because of an edict from the States Legislature that apparently required the cities to maintain so much open space. It was a trying 13 months I invested in defeating the 6 square mile takeover of our lands to satisfy governments over reach. I grew up on a farm within the four square miles of land the city of Meridian is now attempting, through the auspicious of saving agriculture, is wanting to control. I am now the land owner of this farm as regrettably my parents have passed on. Since my birth in Nampa in the 1940's this particular area of North Nampa and the entire Treasure Valley has had a complete make over. To say that the Treasure Valley is agriculture is a very weak stretch. Those of us who remain on our farms eking out a living do so because we chose to. It is a difficult occupation to be committed to because of the rules and regulations that make our agribusinesses overburdened. There is no opportunity for young farmers to pursue a career in agriculture in this area. The growth already prohibits their ability to purchase a farm with a profitable forecast because of the appreciated value of the land from the growth. There is no interest of new agriculture supporting businesses to start up in the area because of the dwindling farms and farmers. Sadly this once 'Great Valley of Agriculture', the former Seed Capitol of the World, has seen the best times and never will be again. My thoughts are always with those businesses .that have remained here to support and process the products we still grow and produce. With the new construction taking place within only a mile or two south of this 4 square mile designation (Amazon, Modular Manufacturing, College of Western Idaho, etc.) and already approved projects within the 4 square miles designation (Owyhee High School, subdivision, churches, etc.), now is not the time to restrict the land owner to the use of their property. If they choose to keep on farming it is a tribute to their endurance and it does add to the aesthetics of the area. There are other locations within the counties where agriculture has a longer life span and are more distant from the areas of development, but should still always remain the option of the land owner. If this proposal of the designated area 'The Fields' is approved, how would the landowners be compensated for the loss of value they would receive because of the designation? I am away from home currently but would not hesitate to be available if personal contact were desired when I return. Thank you for taking my comments. This is stage three of four of a plan that has a great deal of impact on our neighbor- hood, yet this is the first time we have been informed. One committee member said it was generally reported on T.V. and newspaper but did not specify our neighborhood. 2. The three plans only addressed our neighborhood and did not consider any other alternatives. The concerns seemed to be the neighborhood to the north who had gained city approval without addressing traffic problems and now wants our neighborhood to remedy their problem. 3. Our neighborhood is an established county neighborhood that has at least four three generation families where the children have grown up, married, and are now raising their children down the street from grandparents. 4. A large percentage of our owners are original owners who have lived here since the early 1970s or are second or third owners who have been here since before 2000. 5.. Any of your three plans would cut the neighborhood into sections and would move families and friends who depend on each other for safety, friendship, and health. 4 This appears to be a city problem and should be settled within city boundaries. Need MORE LOW DENSITY - the South Rim is ideal for Low Density and now it is all being eliminated. Low Density around the Park would be extremely desirable and add value to the Southern end of town. Go back to the existing FLUM not allow developers to step up from Low Density to Medium +. Require pathway connectivity from the Park to residential development. Definitely dislike Commercial on Locust Grove and Lake Hazel. Such use will really devalue the new park's impact on that part of town! Require more - more green space; lusher planting and landscaping to border subdivision; subdivision entrances that have character and architectural features that reflect our rural heritage; more space between houses; more LOW DENSITY housing options (why does Meridian want to be the low-end R8 capital of the Valley?). Developers will always try to get away with the MINIMUM, but now is the time to say that is not good enough and require MORE. If we were in an econmic downturn, it may be more difficult, but now is the time to require more from developers!!! Keep the existing FLUM and adhere to it WITHOUT step ups!! Require developers provide grading plans before P&Z or City Council approval. Left standing by development all around us, we have maintained a modest group of acreages where generations of families have lived and loved for more than fifty years. Overlooked, it has thrived as a semi -rural environment: quiet, winding streets; pastures; mature trees, neighborliness, tolerance, a place where joggers and bicyclers from other places come to find safety and exercise out of the main, speed -driven adjoining streets. In some cases, individuals have enhanced standardized farm home properties; others have created bases for cottage industry. Still living here are retired teachers, widows, aging veterans, and disabled persons alongside young lively families. Few homes are ever advertised for sale; it is a stable neighborhood. It has enabled many of us to maintain a quiet, self-reliant, relatively unpolluted home environment. Our children used to sled on adjacent property now filled with new homes. Traffic is confined to that of homeowners, visitors, and school buses and does not endanger the paths of children or walkers. In short, we have been endowed with an affordable place which many others might strive to achieve. In fact, the very values the comprehensive plan subscribes to in print are already vested here and would be contradicted by the proposed changes. What we cherish and have striven to maintain would be swept away with an increase in traffic and a change in configuration. An aerial view reveals our subdivision to be a green oasis which counters some of the freeway noise and compromised air qualify. It forms a unit which has its own irrigation system, pasturage for horses, goats, and chickens and room for gardens whose bounty is shared. It embodies and preserves the values of the stakeholders expressed in #My Meridian Vision (p.10-11) and repeated again and again: "family friendly," "community," "open space," "small acreages," "small town atmosphere." Furthermore, within the Summary of Stakeholder Feedback (p.6), key topics are said to be: balance between growth and values; preservation of open space; preserve small town and rural character; and improve traffic. What traffic studies justify sacrificing the first three of these values for the last one, which would be involved in intruding a roadway through the Locust View Heights Subdivision. What cost, maintenance, environmental and residential impact beyond that already inherent in main roads such as Franklin, Locust Grove, and Overland is being fully measured. These concept plans should have never been considered or purposed. Locust View Heights subdivision has been home to many families for many years. Some families have offspring that have bought homes and raised their families here and now this is in jeopardy because some investors and developers see where they can make a buck at the expense of families and generations of people's homes. This is an outrage. If any of these concepts are approved the families and citizens of Locust View Heights would have to consider civil class action suit against the Planning department and the City Meridian for violation of the public trust as well cohesion with private developers. I myself would not only support that but help organize it. There is a lot of land that is undeveloped in the meridian area that would not impact families and their homes. A responsible city planning department would go that direction and protect the public and tax paying citizens of your community. I have no objections with the open space at the top of the rim. The Rim View of the city and mountains helps sell larger lots and homes. I DO NOT AGREE with the 1/4 mile buffer below the rim. Especially on my ground where there is NO longer a view with an open area and mountains. All I see from my property is houses. They are so tight together you cannot see them individually. Who wants an Estate Lot, on the flat land, where the view is of solid houses? Are the new neighbors now practicing "not in my backyard"? I do not think a few wanting an open view at my expense is right. They moved in knowing the zoning below them. In order for the City of Meridian to become a Premier Community, increased residential density's will need to be built in select areas. Increased residential densties are important to a City like Meridian for the following reasons: • Public Transit Routes require increase residential densities in order support ridership and reduce public costs • Sustainable Development Patterns reduce future infrastructure maintenance costs (the City's own Public Work's Department has raised concerns on multiple occasions that the City is not developing at a sustainable density) • Reduction of Urban Sprawl — Concentrating housing density near jobs and services creates a more sustainable development pattern and reduces sprawl. Specific Zoning Areas — (As labeled by the My Meridian Choices Comprehensive Plan Update Packet that was provided to the Transportation Focus Group) We have also attached a map of specific properties within each of these zones that we believe need to have an increase in density. 4824 W. Fairview Ave. • Boise, Idaho • 83706 208.336.5355 DEVC0. Zoning Area 1- New Highway 16 to Can Ada, Chinden to Ustick Road. With the intersection of two State Highways and the Construction of a new high school in the area it only makes sense to increase the residential densities in this region. Commercial and light industrial zones along the new highway would make for a good transition to residential developments, but will also provide much needed jobs in the area that will help local traffic stay local. Zoning Area 12 — South of Lake Hazel Road to South of Columbia Road between Locust Grove and the Meridian City Limits to the East. This area has a lot of reasons to support increased residential densities, an 80 acre City of Meridian Regional Park, a new middle school and YMCA. Lake Hazel Road is planned to be a major East-West Route through the Treasure Valley. Shopping, regional emplomment centers and the St. Lukes Hospital Complex are all within a few miles north of this area on Eagle Road also a major transportation artierial. Zoning Area 13 — West of Linder Road to the County Line at McDermott between W. Victory Road and E. Lake Hazel on the south. This area was primarily zoned with a rural and low density zoning designation in the last Comprehensive Plan. These densities are much to low and do not represent a sustainable development pattern. The reseidential zoning in this area should be increased by one and possibly two density levels. This area will have increased connectivity to major thorough fairs such as Ten Mile Road, Lake Hazel Road and the New Highway 16 North-South Connector. Density Step Up In the current Comprehensive Plan there is an allowance for a one time step up in zoning density. A zone that was depicted as low density in the current plan could be stepped up to a medium density zone and medium density to medium high zone etc. If this provision is not carried over to the new plan then there is reason to increase the density for much of the undeveloped land within the City of Meridians Comprehnsive Plan Area. The current plan assumed this step up in appropriate areas and is the reason that so much of the plan was in a rural and low density zone. The letter that we submitted was intended to proivide comment and recommendations to the proposed Future Land Use Map that will be included as a part of the City of Meridian's Comprehensive Plan Update. The following comments represent our recommendation as not only businesmen and property owners within the City of Meridian, but also as concerned citizens who have a stake in the success of City of Meridian and its long-term future. In order for the City of Meridian to become a Premier Community the following changes to the Comprehensive Plan Land Use Map need to be made. We would like to bring attention to an area of the comprehensive plan that we believe does not make sense in the current version of the plan update map. The properties at 8385 S Eagle Road parcel numbers S1408120850, S1408110575, S1409223185 are currently depicted as Low Density Residential. For the following reasons the Low Density Residential Zone should be removed, and the property should be designated as Medium Density Residential: 1. The City of Kuna's New Comprehensive plan envisions large tracts of Mixed -Use and Commericial properties to the south and west of this property. Low Density Residential zoning for the Wheeler Property does not make sense when taking into account the City of Kuna's Development Plan. 2. Proximity to neighborhood amenities and planned major transportation cooridors such as the new 80 acre City Park, the Lake Hazel Arterial, Eagle Road, New YMCA, as well as many other proposed commercial and retail uses make this property the perfect location for Medium Density Residential Devlopment. 4824 W. Medium -High Density Residential on Lake Hazel west of Locust Grove. In the current FLUM, the area north of Lake Hazel and west of Locust Grove is shown as Medium -High Density Residential. In the Proposed FLUM this area has been reduced to Medium Density Residential. Adopted Proposed r --------------- i -` --------------- 'T T. � --------------- --------------- As ---- --------------------- As the owner of the property in this area, I am concerned because we have commenced land planning and design of our property based on the current FLUM. The Medium -High Density residential uses should be reinstated to provide flexibility in design and a mix of housing options along the future Lake Hazel mobility corridor, and adjacent to the Mixed -Use Community and Mixed -Use Regional on both sides. Requested Action: Retain the current FLUM designation as Medium -High Density Residential. 2. Mixed Use — Non -Residential Waste Water Treatment Designation. On April 18, 2019, we requested that Meridian evaluate the extent of the Mixed Use — Non -Residential (MU -NR) boundaries as depicted on the FLUM on the north and west side of the Meridian Wastewater Resource Recovery Facility (WWRF). 2929 W. We again request the City re-evaluate the boundaries of the MU -NR, and consider the following: Trrdu"en! viae. Land Use. It was noted that MU -NR designation has been in place for 20+ years. However, this designation hasn't created or encouraged much activity in the area, and it certainly hasn't encouraged much in the way of what we would consider quality development (Imt I suppose pawn shops and liquor stores have to go somewhere). McNellis Subdivision is the only commercial subdivision, and that was platted in 2008. It has the advantage of fronting on the corner of two major arterials, and yet, only recently has any vertical construction occurred. The remaining lots removed from the corner, but adjacent to the WWFR, continue to sit idle. If industrial uses adjacent to arterial roadways are unmarketable, how will properties that have no frontage ever be developable? Buffer. We acknowledge that a buffer may be appropriate to protect the City's investment. (The question of who should be responsible for providing that buffer will be discussed below.) However, the buffer as depicted isn't a calculation based on distance from the WWRF. Rather it simply follows the quarter section lines. An analysis based on distances, not quarter section lines, would provide better clarity on the appropriate buffer. Compensation. As previously noted, the MU -NR designation is impractical and therefore devalues the property. Requests to approve and / or consider residential uses have been rebuffed by staff and appear to be non-negotiable. Given the languished state of the McNellis Subdivision on the prime transportation corridor, there isn't a market scenario where the properties west and north will ever develop as non-residential. If the City wishes to retain a buffer, it should compensate the property owners for the imposition of an infeasible land use designation. This would also incentivize the city to rationalize the buffer zone based on something more than section line boundaries. Requested Action: Modify the FLUM to (a) create a new land use designation that provides an adequate buffer and allows for residential uses; or (b) provide compensation to landowners for the diminished values; or a combination of (a) and (b). School Designation — East of Black Cat and south of McMillan. There is a "school" shown on the proposed FLUM east of Blackcat and south of McMillan. We have spoken with West Ada June 19, 2019 Page 3 School District, and they do not need a school in this location. We request the school designation be removed. TrezU ,n, Pan! Requested Action: Remove the school designation. 4. School Designation — Ten Mile Specific. There is a "school" shown on the proposed FLUM within the Ten Mile Specific Lifestyle area. We are not aware of a need for a public school in this area, and note that it would not be located on the east side of Ten Mile Road. We request the school designation be removed or relocated westerly where residential development is occurring. Requested Action: Remove or relocate the school designation. I believe the Star Rd. and Chinden Blvd. intersection will become a significant activity area. Think of Linder and Chinden. River crossings are transportation focal points. 4. Regarding the land uses on the Trilogy property, the market will not support office or mixed-use on the mid -mile collector and particularly not at an intersection with an arterial. Circulation and access are very restricted due to Highway 16. The proposed 4 ac. fire station use does fit as a civic use. Residential is more appropriate north of the future elementary school to create easy walking access to the school. 5. I like the concept of a parkway feel along the mid -mile collector from Ustick to Chinden to give the area some identity, but implementation will make medians (suggested by Chrissy) almost impossible. In most cases that mid-section line is the dividing line between ownership with no existing right-of-way. A developer would need to own both sides to create medians. Trilogy will dedicate right-of- way and construct a half street in that alignment, but you can't combine a half street with a median. And with the sewer limitation (no access to the Oaks lift station west of the mid -mile) it will be a long time before development can occur west of the Trilogy property.
