The Ada County Highway District (ACHD) staff has received and reviewed the application and site plan for the item
referenced above and is submitting this no review letter in response to the lead agency's request for comment.
Based on the submitted information, it has been determined that the proposed development will generate less than 10
additional vehicle trips per day (VTD); or improvements exist adjacent to the site and ACHD has no site improvement
requirements attributable to this application.
ACHD policy states that no site related improvements will be required for developments generating less than 10
additional V'i'D. If the site plan or use changes in such a manner that more than 10 additional vehicle trips per day are
generated, then ACHD will review the site plan and may issue requirements based on the ACriD Policy Manual.
ACHD policy requires that before any improvements of any kind are constructed or installed within the public right-of-
way, a permit or license agreement permitting the improvements must be obtained.
All future design plans and construction shall be in accordance with the Ada County Highway District Policy Manual,
ISPWC Standards and approved supplements, Construction Services procedures and all applicable ACriD Ordinances
unless specifically waived in writing by the District. Meet District drainage requirements per section 8000 of the ACriD
Development Policy Manual. Contact District staff at 387-6170 for details.
Please contact the office for determination of possible road impact fees, prior to obtaining a building permit. These fees
are collected in accordance with Ordinance #195, the Ada County Highway District Road Impact Fee Ordinance.

The following Findings and/or Recommendations should be modified to include the following
information:
D. The staff notes that this finding cannot be made because the original variance was beyond
the scope of the Alternative Compliance Section. Alternative Comppliance Section 15.5
allows for a variance to be filed when the Alternative Compliance Section cannot be met.
Applying for a landscape variance, as allowed in this section, will not alter the purpose of
the Landscape Ordinance. An affirmative finding can be made.
In addition, a revised landscape plan and revised variance request letter will significantly
alter the reduction in landscape requirement being requested by the applicant. Such
revisions will allow an affimiative finding to be made.

The following Findings and/or Recommendations from Planning and Zoning and Engineering staff
should he modified to include the following information:
2. Applicant will Provide information on system capacity and a draft A & M manual to the
Public Works Department as part of the plan review process for the development of the
new lots.
3. As noted at the Planning and Zoning Meeting on April 18, 2002, the coffee kiosk is a
permitted use and can remain on the site. The tent/Quonset hut, used for various
community activities, will be removed from the property prior to the City's signature on
the final plat.
4. Landscaping will be installed as approved by the City Council at public hearing.
18• The Nampa and Meridian irrigation System's Jackson Drain is located adjacent to the site
and will not be enclosed in a pipe. The easement for the Jackson Drain is shown on the
final plat and will not be impacted by the irrigation system, as requested in the I gation
District's letter dated April 2002. As noted in the Irrigation District's letter to the
applicant dated April 19, 2002, plans for the development of the 3 new lots will need to be
approved by the Irrigation District. A note to that effect has been added to the final plat
19. The owners of the subject site will work with Mr. Steve McNiff, as a representative of the
Danbury Subdivision, to work out the appropriate irrigation system for the landscaping
along Stonehenge Way.
