Attached with this letter are revised copies of the construction documents for your review. The following is a clarification of your comments as well as a discussion of some of the changes made: Outstanding Items • Item 1: A $36 check will be included with the submittal to cover the additional proposed lot. • Item 2: The language used in the landscape legend: Property Line (Verify), can be explained as follows: All property lines shown on plan are given to us by the project surveyor. To help ensure the legitimacy of all property line locations during the construction process, we ask the contractor to verify the property lines with the surveyor. • Item 3: The southeast corner of the site has been reconfigured to reduce ROW on the east side where Parkshire and Cedarburg intersect such that Lot 11 will take access from the common drive. • Item 4: The common driveway exhibit has been revised to clearly depict the required building setbacks from the property lines to the building footprints. A 5' wide landscape buffer per UDC 11 -6C -3D.5 has been added to Lot 14, Block 2. • Item 5: All of the irrigation ditches on and directly adjacent to the property are user's ditches and as such, the irrigation company does not have jurisdiction over them, nor do they want to comment. Along the south boundary there is one ditch to remain, and one ditch to be tiled. The ditch to remain runs predominately on the neighbor's property to the south and only slightly jogs over the property line. The neighbors to the south specifically asked during the preliminary plat neighborhood meetings that this ditch remain open so that they can continue using it as they always have. Each property owner to the south has their own pump and draws water from the ditch to water their own property. The ditch to be tiled is a ditch formerly used to irrigate the property and supply water to the neighbor on the west who front 7th street. That ditch will be tiled and continue to provide water to the neighbors on 7th street and pressurized irrigation improvements will serve all of the new lots in the development. In order to allow the open ditch to remain and to be maintained, a 5'-0" wide use easement will be added to the plat. A fence will be built along the 5'-0" easement line to provide separation from the new properties to the north and the properties to the south. A license agreement will be drafted to specify the details of the easement. • Item 6: The existing 30" Caliper Ash Tree is located on Lot 27, Block 1, and a callout has been added to save and protect the existing 30" Ash tree. • Item 7: The fence along the South property line, is now set one foot off the property line for lots 10, 11, 12, 13 and a portion of lot 9; and the fence along the south property line is set 5'-0" off of the property line for lots 2, 3, 4, 5, 6, 7, 8, and a portion of lot 9. • Item 8: The callout Legend no longer refers to sheet U.S. There is no sheet L1.5. • Item 9: The existing fence has been identified by its appropriate line type in the landscape legend. • Item 10: Per recent coordination with the City of Meridian and the client Doug Jayo, it has been determined that a 5'-0" use easement will be proposed, starting from the Southwest property line in the ditch, moving east into Block 2 lots 1-9. Additionally, there will be a 10'-0" wide utility easement starting immediately after the 5'-0" easement. These two easements reside within Block 2 lots 1-9. • Item 11: The gas grill and fire pit will be a product proposed by Doug Jayo, which follows the safety requirements set forth by the City of Meridian. Details of the proposed gas grill and fire pit are included in the submittal on sheet L1.3. The gas source to these amenities will be locked in a cabinet, fastened to a stationary wall. The cabinet will be locked with a combination lock or key lock, with which residents will have access to. The gas source will also be fitted with a safety timer that will automatically turn off after prolonged lack of use. The gas grill and fire pit will be anchored to the ground, and be of commercial grade. • Item 12: Lot 13, block 2, has a water service as depicted on the plans. However the plan is to re -plat it once the access easement has been resolved for phase 2. • Item 13: Electronic copies of the revised plat and Landscape plan and construction drawings will be submitted. • Item 14: The pathway in Lot 16, Block 2 meanders, and does not require a minimum of 5' of landscape strip. It does, however, have a landscape strip on both sides with appropriately -sized shrubs and an ornamental tree. The grass symbol has now been depicted on all plan sheets. • Item 15: Plat name has been modified to "Cherry Blossom Subdivision NoT' • Item 16: Plat note #4 has been revised. • Item 17: The storm drainage easement has been graphically depicted on the plat. Land Planning August 27, 2019 Sonya Allen City Planner City of Meridian 33 East Broadway Avenue Meridian, Idaho 83642 Project: Cherry Blossom Place Subdivision 615 West Cherry Lane Meridian, Idaho 83642 Re: Alternative Compliance and Final Plat Narrative On behalf of Jayo Land Development Company, Inc., we are pleased to submit the attached application and required supplements for Final Plat approval and an Alternative Compliance of a pathway landscaping requirement for Cherry Blossom Place Subdivision. Please accept this letter as the required written narrative regarding the project. On August 24, 2018, the City Council approved the rezone and preliminary plat proposals for this project, H-2018-0018. The overall project encompasses 10.74 acres located at 615 W. Cherry Lane in Ada County, which now carries the R-8 zone. Staff reviewed the warranty deed for recorded instrument #329628 and has verified it is an original parcel of record as defined by UDC 11-1A-1. The project is to be split into two phases. Phase one consists of 44 residential units and 10 common lots. Phase two consists of three buildable lots and one common lot that will be a shared drive extending from NW 4th Street. The project complies with all conditions except for condition 1. 1.3 (e), for which we are requesting an alternative compliance. All surveying, site grading, architectural and construction practices shall conform with local standards. The project has been reviewed and approved by both Planning and Zoning and City Council under the following condition as noted in the staff report, exhibit B: item 1.1.3 (e) requests the provision of a 5' wide landscape strip on either side of the pathway located on the north side of Cedarburg Street per UDC 11-313-12C. The developer is requesting an alternative compliance to landscape only one side of the 10' wide pathway as the pathway will be taking the place of the required sidewalk on the north side of Cedarburg Street. By detaching the sidewalk and providing an additional 5'-0" wide planter strip between the back of curb and pathway, the required amount of usable open space available in lot 5, block 1 will be adversely affected. Additionally, the second 5' wide landscape buffer between back of curb and sidewalk would restrict the lot length of lots 2-4, block 1. The landscaping provided along the north side of the proposed 7'-6" wide pathway will provide greater buffering between residential lots and the pathway, further, by having the pathway attached to the curb instead of detached the landscaping provided in common lots 1 and 5, block 1, will be more useable for open space in lieu of splitting it for different aesthetic. The Meridian Parks and Recreation Pathways department has approved the 7'-6" wide pathway in lieu of the 10'-0" wide pathway. The developer proposes an alternative means of compliance to offset the 5'-0" wide planter strip requirement with additional amenities in the open space, which include: a Gazebo (see attached), gas grill, and gas fire pit seating area on open space block 1, lot 21. The grill and fire pit details can be found on landscape sheet 1.3. These amenities are in addition to the required tot lot on block 1, lot 27 and open space on block 1, lot 5 and will provide additional useable amenities within the development.
