However, the more significant issue is how low the building lots already sit below the height of the berm and Chinden given the existing site conditions. This part of Bainbridge has always sat low compared to Chinden. We’ve built up the landscape buffer as much as possible, and have added a retaining wall the entire distance of Chinden. The rear of the finished lots sit 5 feet on the west and 9 feet on the east below the height of the berm. We have already installed a retaining wall on the lot side of the easement that is between 4 and 8 feet tall to be able to accommodate the berm and provide the lateral integrity for the gravity irrigation facilities. Adding height to the berm isn’t feasible given the already substantial grade difference as demonstrated with the lot-side retaining wall, the additional height that would be required on the current retaining wall, and the already established lot depth.
