SUBJECT: Sky Mesa Commons No. 2– A-2019-0177 (LPM for H-2019-0012)
I. APPLICATION SUMMARY
The applicant, Jon Breckon of Breckon Land Design, is requesting approval to reconfigure the
pedestrian pathways located on a common lot (Lot 1, Block 6) approved with the Sky Mesa
Commons No. 2 final plat. The requested modification of the pathways is desired to
consolidate two (2) parallel pathways, add a connection to another micro pathway, and increase
the size of the qualified open space (open grassy area). See Exhibit B.3.
II. SUMMARY RECOMMENDATION
Staff recommends approval of the requested modification to the final plat landscape plan in
accord with the conditions of approval in Exhibit C.
III. APPLICATION AND PROPERTY FACTS

The site is located 5689 S. Montague Way, in the SE ¼ of Section 32, Township 3N.,
Range 1E. (Parcel No. R0988260495).

IV. PROCESS FACTS
A. The subject application is for a landscape plan modification to consolidate parallel
pedestrian pathways through a common lot. The Director is the decision-making body in
accord with UDC Table 11-5A-2.
V. LAND USE

C. History of Previous Actions:
a. In 2017, the subject property received annexation and was included in the Sky
Mesa Subdivision preliminary plat (H-2017-0068).
b. In 2019, the subject property received final plat approval (H-2019-0012)
consisting of one (1) common lot on 1.87 acres of land in the R-4 zoning district
for Sky Mesa Commons Subdivision No. 2. NOTE: This plat has not yet been
signed by the City Engineer.
c. In 2019, the subject property received Certificate of Zoning Certification (CZC)
and Design Review (DES) approval (A-2019-0013) for the pool house facility
located on this property.
VI. STAFF ANALYSIS
The applicant is requesting to modify the landscape plan approved with the final plat for the
Sky Mesa Commons No. 2 Subdivision to modify the layout of pedestrian paths through the
common lot (Lot 1, Block 6). The number of building and common lots is not changing from
the original approval.
The landscape plan submitted and approved with the final plat shows two (2) pedestrian
pathways connecting S. Montague Way in the south to the pathway along E. Taconic Dr. to
the north. The micro pathway connection leading into the neighborhood on the east boundary
of the subject common lot was not included in this original approval, see Exhibit B.2. The
original landscape plan for the Sky Mesa Subdivision preliminary plat discussed during the
public hearing process and approved by City Council shows one (1) pedestrian pathway
making this connection, see Exhibit B.1.
Staff finds that the proposed modification meets the intent of the previous approvals by
providing the required pedestrian connections. Staff has reviewed the modification for
compliance with all applicable landscaping and open space code requirements and has found
it to be in compliance. This modification also increases the usable area of the open grassy area,
a qualified open space. Therefore, staff finds that the landscape modification is in line with
previous approvals and is not a detriment to the residents of the Sky Mesa Subdivision.
