Just one quick question -- Item #2 stating: the requirement for submittal of a Design Review application with the Certificate of Zoning Compliance application. I understand this to mean that this application and certification process is required of the "new property owner" wishing to redevelop the Pine Avenue property after approval of my MDA by City Council. Is this understanding of the narrative correct? Thanks.
