Memorandum of Understanding
WHEREAS, Meridian Fire Station No.4 is in the pre-construction stage; and
WHEREAS, Meridian Fire Department does not currently have enough personnel already
qualified for six (6) Driver positions; and
WHEREAS, It is imperative that the positions of Driver be filled in order to make Station
No.4 operational: and
WHEREAS, both Management and the Union agree that these circumstances are not
covered under the terms of the current collective bargaining agreement between the parties.
Now, therefore, the parties hereto agree as follows:
1. Eligibility for promotion to the position of "Driver" shall be possession ofIdaho State
Firefighter III Certification of Completion, and passage of a promotional examination to be given
by Management, which shall consist of a practical skills test, and a written test.
2. The following firefighters will be entitled to fill one of the six open positions of driver
ifthey pass the promotional examination, consisting of the practical skills and written test and
hold a State ofIdaho Firefighter III Certification of Completion. Those firefighters are:
1. Tyler Rountree
2. Mike Myers
3. Arthur Frost
4. Brandon Medica
5. Chad Coltrin
6. Darby Hill
7. Justin Winkler
8. Martin McSherry
9. Lance Witt
10. Joe Bongiorno
I 1. Coit Souza
12. Luke Smillie
3. Management and Union agree to waive the "time in grade" requirements for those six
individuals that exist in the current collective bargaining agreement as those requirements relate
to eligibility to fill six of the driver positions that will be open as a result of Fire Station No.4. It
is the intent ofthis memorandum of understanding to allow the above listed twelve individuals to
be eligible and be promoted to fill the driver positions that will be open when Station No.4
becomes ready for operation if those individuals have: 1) passed the written and practical skills
examination, and 2) attained the required Idaho State Firefighter III Certification of Completion
notwithstanding that the six individuals to be promoted to driver may not have spent the required
"time in grade" provisions of the collective bargaining agreement as a Firefighter III, Firefighter
II, or Firefighter 1.

4. This memorandum of understanding is a one-time agreement intended to resolve
the extenuating circumstances caused by the opening of Meridian Fire Station #4
