Broadmore Way, Suite 101 Nampa, ID 83687 1503 FIRST STREET SOUTH FAX #208-463-0092 RE: Entrata Farms Subdivision No. 1/ Plans dated 3-17-19 Dear- John: NAMPA, IDAHO 83651-4395 nmid.org OFFICE: Nampa 208-466-7861 SHOP: Nampa 208-466-0663 Nampa & Meridian Irrigation District (NMID) has finished its review of this project, which affects the District's Kennedy Lateral and Purdam Stub Drain. The easement for the Kennedy Lateral at this location is a minimum of fifty-five feet (55') total, twenty feet (20') left and thirty-five feet (35') right. The easement for the Purdam Stub Drain is sixty-five feet (65') total, twenty-five feet (25') left and forty feet (40') right. Plans indicate installation of a new box culvert that will be approximately seven feet (7') wide, five feet (5') tall and 52 feet long; with concrete headwalls and riprap installed at each end to allow for a new road crossing named W. Perugia Street. Please note, plans show for eight -inch (8") riprap, which should be twelve inch (12") or larger riprap, to meet NMID's specs. There will be crossings of a three-inch (3") pressurized irrigation main, and an eight -inch (8") potable water main installed in a steel sleeve. Three four inch (4") and two six inch (6") conduits also will be crossing the Kennedy Lateral at this bridge structure. Plans indicate installation of a fence along the west easement line of the Kennedy Lateral. Storm water is shown to be detained on site with an overflow discharging to the District's Purdam Stub Drain. There are no other proposed encroachments of the Kennedy Lateral or Purdam Stub Drain, in these plans. Pressurized irrigation water will be provided via a connection to the District's Umbria/ Silver oaks pump station number 67. This will be a pump station only contract. There will be a required upgrade of the pump station to accommodate the increase in acreage with this new development, NMID will approve of this project; however, we would like to stress our concerns of possible future drownings in the Kennedy Lateral, With multiple families planned to live along each side of this large irrigation facility, which will remain an open channel with very steep sides and swift moving water. In our opinion, fencing alone is not enough to address our concerns. This facility should be piped! Pagel of 2 APPROXIMATE IRRIGABLE ACRES RIVER FLOW RIGHTS - 23,000 BOISE PROJECT RIGHTS - 40,000 This project will be acceptable to NMID by obtaining a License Agreement, for the encroachments to the Kennedy Lateral as well as the discharge to the Purdam Stub Drain. Please contact the District's Attorney Bryce Farris, of Sawtooth Law Offices, at (208) 629-7447, P.O. Box 7985 Boise, ID 83707; so he may prepare this agreement. It will be presented to the District's Board of Directors for review and approval before any work begins. For the delivery of pressurized in•igation, an Urban Contract will be required. Please contact Laura Burri, of Morrow & Fischer at (208) 475-2200, 332 N.
