iRE: Preliminary Plat Application - Willey Subdivision
Dear Brad:
Enclosed please find the Preliminary Plat submittal package for a five-lot subdivision located at the northeast
corner of the Eagle Road/Franklin Road intersection. The approximate 20-acre parcel is currently primary
occupied by R C Willey Home Furnishings. Sometime after the original development application for the R C
Willey Home Furnishings complex was submitted, the road fight-a-way known as Lanark Street and
Guardians Street was dedicated to the public. This dedication split the property, but the City still recognizes
the entire 20-acres as one parcel. This subdivision application will plat the public road right-a-way, create a
single lot encompassing the entire R C Willey Home Furnishings complex, and create 3 additional building
lots and 1 non-buildable lot. The non-buildable lot (lot 3, block 2) largely consists of the Evans Drain and
other facilities such as the irrigation pump station, and will remain under ownership of R C Willey Home
Furnishings for the time being.
As a part of the original R C Willey Home Furnishings development project, utilities and roadways were
constructed through the property as would be done with a typical subdivision. Each of the proposed lots has
frontage on an improved public road right-a-way. Curb, gutter and 5' sidewalks are already in place. Water
and sewer f?onts each of the proposed lots with one exception (see Preliminary Plat application checklist
comments-item 14). All other utilities will be extended to each lot, should they not already exist. Pressurized
irrigation will be provided to the new lots through an existing irrigation pump located near the Northeast
corner of the property on Lot 3, Block 2. Proposed landscaping improvements are indicated on the enclosed
landscape plan. No other improvements are proposed at this time.
At this time R C Willey Home Furnishings is proposing that the Evans Drain be left un-tiled. Should
additional safety measures be necessary to protect the public (i.e. fencing), these measures will be
implemented as needed. R C Willey provided the City of Meridian with an irrevocable letter of credit ti-om
the Bank of Boston on August 23, 1999 fora value 10% above the estimated cost of tiling the Evans Drain.
This letter of credit is renewed each year. It is our understanding that if the property to the east of this
subdivision should be developed and the Evans Drain on that property is tiled, then iR C Willey would tile that
portion of the Evans Drain within R C Willey Home Furnishing property. To our knowledge the property to
the east is not currently being developed.
Upon platting, R C Willey Home Furnishings will continue to operate as currently. There are no other special
development features noted at this time.

The fbllowing is in response to each of the Preliminary Plat application checklist items.
1. 32 executed copies of the Preliminary Plat Application Form are enclosed.
2. Proof of ownership (warranty deed) is enclosed.
3. Affidavit of legal interest is enclosed.
4. Meets and Bounds Legal Description is included. This description defbrs from that attached to the
deed, due to the public road dedications.
5. 32 copies of the Preliminary Plat (1 page 24" x 36") is included
6. No variances are requested at this time.
7. Development features are as stated herein.
8. This is a single-phase project. All property is included on the Preliminary Plat Map.
9. Vicinity map is enclosed, as prepared by the City.
10. A reduced copy of the Preliminary Plat is enclosed together with a reduced copy of the
preliminary landscape plan.

12. A statement of traffic impact is not available at this time.
13. The pre-application meeting was held at your office on January 29, 2002. Steve O'Brien's t?om
iPublic Works attended the second half of the meeting.
14. No engineering drawings are needed, as the streets, sewer and water are existing, with one
exception. Sewer does not fi-ont Lot 1, Block 1. However, full design plans for the extension of
the sewer to the south, up Guardians, have been prepared by Briggs Engineering fbr the
Touchmark development project. These plans have been submitted to the Public Works
Department. We are coordinating with Touchmark to include a service tap for Lot 1, Block 1 with
this main extension.
15. 10 copies of the Landscaping Plan are included.
16. A list of property owners within 300' is included as prepared by the City (2 pages)
17. A check in the amount of $505.00 is included tbr the application fee.
18. There are no restrictive covenants or deed restrictions proposed at this time.
19. High seasonal ground water was determined at the time of the original R C Willey Home
Furnishings development project was designed. At that time, high seasonal ground water was
evaluated for storm drainage design. There are multiple reasonably deep stonn water retention
basins existing on the lower reaches of the project site. Based on an engineering understanding of
storm water retention facility design, we do not suspect high seasonal ground water to be
problematic.
20., 21. This letter will serve as certification that the property will be posted by Roylance &
Associates P. A. a minimum of one week prior to the public hearing. Furthermore, after the
property has been posted, the notarized statement that the property has been posted will be
delivered to the City, prior to both the Planning and Zoning and the City Council hearings.
A letter fi-om the County Engineer is also enclosed securing the subdivision name.
