This request is to modify the final plat landscape plan to add an archway/entryway feature and water fountain and delete the pathway connection to the golf course. The investment the developer has made in building a stucco wall along the entire north boundary, open space, water fountain, and entryway arch is significant and should more than offset the deletion of a pathway between two houses. When the final plat was approved over ten years ago, it was anticipated that we would have a cart path between Lots 7 and 9 through Lot 8 to the golf course. During the recession, the Spurwing Golf Course went into foreclosure and the course and clubhouse were purchased by Roger Anderson from the bank. The new owners indicate they cannot allow any pedestrian or cart connection to the golf course at that location. Their concern is that people would walk their dogs or take a stroll on the private course, which would be disruptive to golf players, and the golf course does not want to take on the liability of encouraging the public to access the private golf course. We had to retain Lot 8, Block 1 as a landscape buffer between the homes on Lots 7 and 9 and the golf course. There is a tee box located to the east, and they did not want the golf balls hitting the two homes. The applicant also requests that the bollard lighting requirement be removed from the conditions of approval, as streetlights within the development provide adequate illumination and there are no standards within the City of Meridian ordinance providing a standard for pathway lighting.
