As you may recall during our public testimony for the new phases of Sky Mesa, such a condition was granted during the first phase of Sky Mesa --and was the source of chronic issues and ill will between neighbors pertaining to tall weeds (as I write to you, one of the two neighbors below us has weeds exceeding 12"), lack of ample watering (creating a fire hazard), erosion and maintenance. Just prior to that Sky Mesa public hearing, an entire street had been issued notice of misdemeanor tickets from the Meridian Police Department due to tall weeds. My husband and I watch in horror every time our neighbor below attempts to mow or weed wack his slope --the grade is so steep we are convinced it will inevitably lead to a serious injury. While including this 40' easement in buildable lots along the steep slope may give the developer a higher price point for larger lots, and while the Southern Rim Coalition in general encourages and supports larger lots, in this case we do not. East Ridge is being built along the same rim as the original phase of Sky Mesa, and has a similarly steep slope. We believe the City code that requires irrigation easements to be common lot is a good one. We further believe Council has established a clear and wise precedent for slopes as common lot in Reflection Ridge and the new phases of Sky Mesa, and there is no reason to approve an exception for this application.
