There are currently two driveways on Meridian Road that serve the existing
single-family residence.
ACHD has not previously reviewed a development application for this site.
This development is estimated to generate 1,620 additional vehicle trips per
day based on the submitted Traffic Impact Study. During the AM peak, the
site will generate an average of 530 vehicle per hour, and 300 vehicles per
house during the PM peak.

Impact Fees:
There will be no impact fee assessed for the school facility.
B. Analvsis and Review for Future School Site [Per Idaho Code 67-6519(3)]
Traffic Impact Study:
On July 151 of 2003, a state statute was implemented, requiring all new public school facilities to be
thoroughly reviewed for impacts to the roadway system. The Ada County Highway District (ACHD) was not
involved in the drafting of this statute, nor does ACHD have information as to why the statute was changed.
The language in the statute reads,
"When considering a permit application which relates to a public school facility, the commission
shall specifically review the permit application for the effect it will have on increased vehicular,
bicycle and pedestrian volumes on adjacent roads and highways. To ensure that the state highway
system or the local highway system can satisfactorily accommodate the proposed school project,
the commission shall request the assistance of the Idaho transportation department if state
highways are affected, or the local highway district with jurisdiction if the affected roads are not
state highways. The Idaho Transoortation Deoartment the aoorooriate local hiahwav iurisdiction.
or both as determined bv the commission. shall review the aDolication and shall reoort to the
commission on the followina issues as aoorooriate: the land use master plan; school bus plan;
access safety; pedestrian plan; crossing guard plan; barriers between highways and school;
location of school zone; need for flashing beacon; need for traffic control signal; anticipated future
improvements; speed on adjacent highways; traffic volumes on adjacent highways; effect upon the
highway's level of service; need for acceleration or deceleration lanes; internal traffic circulation;
anticipated development on sumJunding undeveloped parcels; zoning in the vicinity; access
control on adjacent highways; required striping and signing modifications; funding of highway
improvements to accommodate development; proposed highway projects in the vicinity; and any
other issues as may be considered appropriate to the particular application." (TITLE 67 STATE
GOVERNMENT AND STA TE AFFAIRS CHAPTER 65 LOCAL LAND USE PLANNING)
The applicant has submitted a traffic impact study in accordance with Idaho Code 67-6519(3). The study
was prepared by Washington Group International, and is summarized below.

1. Site Plan
This middle school is planned to be approximately 92,000-square feet, and the parking lots
will accommodate 269 vehicles.
2. Land Use Master Plan/Anticipated Future Development in the Area
The zoning or allowed zoning of the surrounding properties in the area is medium-density
residential.
3. School Bus Plan
There is one driveway on Meridian Road that serves as an entrance for busses, and another
driveway that serves as the bus exit. School bussing routes are determined by the school
district, with bus service usually provided to all students living 1.5 miles or more away from
the school (Based on the submitted Transportation Impact Study). The external arterial
roadway system is sufficient to handle school buses.
4.
Access Safety and Control
The conceptual site layout and design proposed three driveways on Meridian Road. The
speed limit on Meridian Road is 50 mph. The driveways are located in conformance with
District policy.
5.
School Boundaries
Due to the amount of growth that is occurring in this school district, the boundaries for this
school with continually change until the area is built out.
The nearest existing middle school is Sawtooth Middle School located on the east side of
Linder Road, just north of Ustick Road.
A high school is planned to be located on Linder Road, at approximately the half-mile
between McMillan Road and Chinden Boulevard, located in Paramount Subdivision.
6.
Pedestrian Plan, School Zone & Traffic Control Signals
Based on the submitted TIS, a signal is warranted at the intersection of McMillan and
Meridian Roads under rural conditions, but not urban conditions. (A signal warrant analysis
was not included in the report.) The TIS states that if the intersection is signalized, there is
no need for school zone flashers, in-pavement flashers, or pedestrian signals. However, if
the intersection is not signalized, then there would be a warrant for the above mentioned
school zone signals and controls.
The Meridian/McMillan intersection is not planned for signalization in the CIP. School speed
zone flashers should be planned for at any school site abutting an arterial roadway and
should be required to be installed by the School District when this school is constructed.
The TIS states that a pedestrian signal is warranted and that should also be installed when
the school is constructed. The signal should be located in the vicinity of the northerly
driveway. ACHD will not approve in-pavement flashers in lieu of a pedestrian signa/ for this
site. This signal will serve pedestrians from the Paramount Subdivision area. The school
should also designate/stripe crosswalks at the Meridian/McMillan intersection, a 4-way
STOP. This will serve students from the west and south and should provide easy access to
the sidewalk being constructed abutting the school site on Meridian Road.
7.
Anticipated Future Improvements and Roadway Projects
There are no roadways, bridges, or intersections in the vicinity of the site that are scheduled
in the District's Five Year Work Program.

McMillan Road is scheduled in the District's Capital Improvements Plan to be widened to 3
lanes from Meridian Road to Locust Grove Road in 11 to 15 years.
McMillan Road is scheduled in the District's Capital Improvements Plan to be widened to 5
lanes from Locust Grove Road to Eagle Road. The portion of the roadway from Eagle to the
Boise Sports Complex is in preliminary development (6 to 10 years), and the portion from
the Boise Sports Complex to Locust Grove Road is scheduled to be constructed in 11 to 15
years.
8.

Internal traffic circulation
The conceptual site layout for this school has all access on Meridian Road. The northerly
driveway will provide access to students, parents and staff, and will also be the entrance for
the bus loop. The loop will continue eastward around the school, and busses will exit to
Meridian Road at the southerly driveway. There is a proposed middle access which will also
serve non-bus traffic.
10.
Funding of Highway Improvements to accommodate Development
There are no funds available from the Ada County Highway District for the purpose of school
pedestrian facilities, pedestrian crossings or flashing beacons for new schools. Therefore,
the development creating the impact should be responsible for funding and constructing the
necessary improvements.
11.
Additional Findings from the TIS
.:- The proposed development will generate 1,620 VTD.
.:. Traffic on Meridian may increase by 1,620 VTD north of McMillan and 389 VTD south of
McMillan.
.:. Traffic on McMillan my increase by 130 VTD east of Meridian and 518 VTD west of
Meridian.
.:. The Meridian/McMillan intersection is projected to operate at an acceptable LOS B at
build-out of the school.
C. Findinas for Consideration
1.
Right-ot-Way & Sidewalk - Meridian Road & McMillan Road
Policy
.:. District policy requires 7-foot wide attached (or 5-foot detached) concrete sidewalk on all
collector roadways and arterial roadways (7204.7.2).
.:. Meridian Road is not listed as a proposed project in the District's currently adopted Five-
Year Work Program or in the currently adopted 20-year Capital Improvements Plan. As
such, the applicant cannot receive reimbursement for dedicated right-of-way from available
collected impact fees.
.:. Based on the projections that were determined by the North Meridian Traffic Study, the
District has determined that McMillan Road and Meridian Road can function at an
acceptable level of service (in the future) as 3-lane minor arterial. In addition to functioning
adequately, the District's Capital Improvements Plan has McMillan Road designated as a 3-
lane roadway within a total of 70-feet of right-of-way. There is also an existing canal that is
located on the north side of McMillan Road. Based on past action, the District has been
acquiring all of the right-of-way on this segment of McMillan Road from the property on the
south side of McMillan Road to avoid having to relocate the canal. Due to the fact that
McMillan Road has been earmarked as a 3-lane roadway and the District is acquiring all of
the right-of-way on McMillan Road from the south side (Cobre Basin Subdivision aka
Havasu Creek Subdivision) staff is recommending that the District not acquire additional
right-of-way on McMillan Road abutting this parcel.
.:. Although it has been determined that Meridian and McMillan Roads will be 3-lanes, the
intersection will be widened in the future, and sufficient right-of-way should be dedicated to
accommodate the future turn lanes. The applicant should dedicate a total of 48-feet of right-
of-way from the centerline of Meridian Road abutting the site from the south property line to
the north for approximately 600-feet.
The applicant shall do one of the following for Meridian Road:
a. Dedicate by donation a total of 35-feet of right-of-way from centerline (an additional 1 O-feet from
centerline) along Meridian Road, and construct a minimum 5-foot wide concrete sidewalk along
Meridian Road, located a minimum of 28-feet from the centerline of the right-of-way.
b. Do not dedicate additional right-of-way, but construct a minimum 5-foot wide concrete sidewalk
along Meridian Road, located a minimum of 28-feet from the centerline of the right-of-way, in an
easement provided to the District.
c. Do not dedicate additional right-of-way, but construct a minimum 5-foot wide concrete sidewalk
along Meridian Road, located at the back edge of the existing right-of-way. Accomplish all
necessary adjustments to properly accommodate existing drainage and utilities.
Note: Additional right-of-way shall be dedicated for the construction of any required turn
lanes on Meridian Road.
McMillan Road:
The applicant shall construct a 5-foot wide concrete sidewalk on McMillan Road abutting the entire
parcel, and located north of the canal.

When Saguaro Canyon was approved (east of this site), the Commission granted a modification of
policy and allowed that applicant to construct a 1O-foot wide asphalt pathway on the north side of
the canal, in lieu of constructing a 5-foot concrete sidewalk. In this location the asphalt pathway
can provide multiple functions: a pedestrian path, bicycle path and an irrigation roadway. The same
condition could apply to this site, pending approval from the City of Meridian and the irrigation
district.
Driveways
Location Policy: District policy 72-F5, requires driveways located on collector or arterial roadways
with a speed limit of 50 to align or offset a minimum of 255-feet from any existing or proposed
driveway.
Width Policy: District policy 7207.9.3 restricts commercial driveways with daily traffic volumes over
1,000 vehicles to a maximum width of 36-feet. Most commercial driveways will be constructed as
curb-cut type facilities if located on local streets. Curb retum type driveways with 15-foot radii will be
required for driveways accessing collector and arterial roadways.
Applicant Proposal:
The conceptual site plan that was presented to ACHD proposed three driveways on Meridian Road
and no access to McMillan Road, to avoid a canal crossing.
.) A driveway located at the north property line for bus and general access. The TIS estimates
547 VTD at this driveway.
-:. A driveway located approximately 250-feet south of the northerly driveway for general
access, and no busses. The TIS estimates 1,053 VTD at this driveway.
.:. A driveway located approximately 300-feet north of McMillan Road for bus access only (exit
only). The TIS estimates 20 VTD at this driveway.
Staff Comment/Recommendation:
Staff recommends approval of the driveways as proposed, as they meet current policy. In the
future when the Meridian/McMilian intersection is signalized, the exit only (right-out, left out)
southerly bus driveway would not meet policy. However, if traffic conditions exist now, or in the
future, the driveway could function as a right-out only driveway.
The northem and middle driveway should be constructed with one in-bound lane and two out-bound
lanes.
3.
Center Turn Lanes
The submitted traffic impact study identifies that warrants are met for left turn-bays at the northern
and middle driveways. The applicant should be required to construct these improvements, and
dedicate the right-of-way for the necessary construction of these lanes. The southern driveway is
an exit only driveway and no turn lane is required at that location.
Other Access
McMillan Road and Meridian Road are classified as minor arterials. Other than the access points
specifically approved with this application, direct access to McMillan Road and Meridian Road is
prohibited.
D. Special Notification to the City of Meridian
The City of Meridian should be aware that there is currently a lack of pedestrian and bicycle
facilities on the surrounding collector and arterial roadways. As subdivisions in the area develop,
more facilities will be constructed along the arterial roadways, but at the present time, there are no

improvements on McMillan Road or Meridian Road within approximately one-mile in any direction of
the school.
The Ada County Highway District has received many complaints about the lack of pedestrian and
bicycle facilities related to Sawtooth Middle School, and recommends that the City of Meridian and
the school district work together to address this problem. ACHD does not have the funds available
to improve these surrounding roadways to provide pedestrian facilities.
~Decific Conditions of ADDroval
This application is for a rezone and annexation. Listed below are some of the site specific
conditions of approval that the District may require when it reviews a future development
application. The District may add additional site specific requirements when it reviews a
specific redevelopment application.

The applicant shall do one of the following:
a. Dedicate by donation a total of 35-feet of right-of-way from centerline (an additional10-feet from
centerline) along Meridian Road, and construct a minimum 5-foot wide concrete sidewalk along
Meridian Road, located a minimum of 28-feet from the centerline of the right-of-way.
b. Do not dedicate additional right-of-way, but construct a minimum 5-foot wide concrete sidewalk
along Meridian Road, located a minimum of 28-feet from the centerline of the right-of-way, in an
easement provided to the District.
c. Do not dedicate additional right-of-way, but construct a minimum 5-foot wide concrete sidewalk
along Meridian Road, located at the back edge of the existing right-of-way. Accomplish all
necessary adjustments to properly accommodate existing drainage and utilities.
Dedicate a total of 48-feet of right-of-way from the centerline of Meridian Road abutting the site from
the south property line to the north for approximately 600-feet.

Dedicate additional right-of-way on Meridian Road for any required turn lanes.
4.
Construct a 5-foot wide concrete sidewalk on McMillan Road abutting the entire parcel, and located
north of the canal.
OR
Construct a 1 O-foot wide asphalt pathway on the north side of the canal, pending approval from the
City of Meridian and the irrigation district.

Construct a southbound left-turn bay for the northerly driveway on Meridian Road.
6.
Construct a southbound left-turn bay for the middle driveway on Meridian Road.
7.
Any existing irrigation facilities shall be relocated outside of the public right-of-way.

Construct a 30 to 35-foot wide driveway on Meridian Road located at the north property line for bus
and general access.
9.
Construct a 30 to 35-foot wide driveway on Meridian Road located approximately 250-feet south of
the northerly driveway for general access, and no busses.

Construct a 24 to 30-foot wide driveway on Meridian Road located approximately 300-feet north of
McMillan Road for bus access only (exit only). Sign the driveway for "EXIT ONLY" and "DO NOT
ENTER".

All driveways shall be paved their full width and at least 30-feet beyond the edge of Meridian Road
with 15-foot pavement tapers.

Install STOP signs at all driveways.
13.
The materials, installation, design and cost of all school flashers, pedestrian signals, crosswalks,
etc... are the responsibility of the Meridian School District and are required with this school site. A
pedestrian signal shall be installed on Meridian Road in the vicinity of the northerly driveway.
Coordinate the location and function of these safety features with ACHD Traffic Services staff.
14.
Comply with all Standard Conditions of Approval.
E. Standard Conditions of Approval
1.
Any existing irrigation facilities shall be relocated outside of the right-of-way.
All utility relocation costs associated with improving street frontages abutting the site shall be borne
by the developer.
Replace any existing damaged curb, gutter and sidewalk and any that may be damaged during the
construction of the proposed development. Contact Construction Services at 387-6280 (with file
number) for details.
Utility street cuts in pavement less than five years old are not allowed unless approved in writing by
the District. Contact the District's Utility Coordinator at 387-6258 (with file numbers) for details.
All design and construction shall be in accordance with the Ada County Highway District Policy
Manual, ISPWC Standards and approved supplements, Construction Services procedures and all
applicable ACHD Ordinances unless specifically waived herein. An engineer registered in the State
of Idaho shall prepare and certify all improvement plans.
The applicant shall submit revised plans for staff approval, prior to issuance of building permit (or
other required permits), which incorporates any required design changes.
Construction, use and property development shall be in conformance with all applicable
requirements of the Ada County Highway District prior to District approval for occupancy.
Payment of applicable road impact fees are required prior to building construction in accordance
with Ordinance #200, also known as Ada County Highway District Road Impact Fee Ordinance.
It is the responsibility of the applicant to verify all existing utilities within the right-of-way. The
applicant at no cost to ACHD shall repair existing utilities damaged by the applicant. The applicant
shall be required to call DIG LINE (1-800-342-1585) at least two full business days prior to breaking
ground within ACHD right-of-way. The applicant shall contact ACHD Traffic Operations 387-6190 in
the event any ACHD conduits (spare or filled) are compromised during any phase of construction.
No change in the terms and conditions of this approval shall be valid unless they are in writing and
signed by the applicant or the applicant's authorized representative and an authorized
representative of the Ada County Highway District. The burden shall be upon the applicant to
obtain written confirmation of any change from the Ada County Highway District.
11.
Any change by the applicant in thf:¡ planned use of the property which is the subject of this
application, shall require the applicant to comply with all rules, regulations, ordinances, plans, or
other regulatory and legal restrictions in force at the time the applicant or its successors in interest
advises the Highway District of its intent to change the planned use of the subject property unless a
waiver/variance of said requirements or other legal relief is granted pursuant to the law in effect at
the time the change in use is sought.
F. Conclusions of Law
1.
The proposed site plan is approved, if all of the Site Specific and Standard Conditions of Approval
are satisfied.
2.
ACHD requirements are intended to assure that the proposed use/development will not place an
undue burden on the existing vehicular transportation system within the vicinity impacted by the
proposed development.

Request for Reconsideration of Commission Action
1.
Request for Reconsideration of Commission Action: A Commissioner, a member of ACHD
staff or any other person objecting to any final action taken by the Commission may request
reconsideration of that action, provided the request is not for a reconsideration of an action
previously requested to be reconsidered, an action whose provisions have been partly and
materially carried out, or an action that has created a contractual relationship with third parties.
a. Only a Commission member who voted with the prevailing side can move for
reconsideration, but the motion may be seconded by any Commissioner and is voted on by
all Commissioners present.
If a motion to reconsider is made and seconded it is subject to a motion to postpone to a
certain time.
b. The request must be in writing and delivered to the Secretary of the Highway District no later
than 3:00 p.m. on the day prior to the Commission's next scheduled regular meeting
following the meeting at which the action to be reconsidered was taken. Upon receipt of the
request, the Secretary shall cause the same to be placed on the agenda for that next
scheduled regular Commission meeting.
c. The request for reconsideration must be supported by written documentation setting forth
new facts and information not presented at the earlier meeting, or a changed situation that
has developed since the taking of the earlier vote, or information establishing an error of fact
or law in the earlier action. The request may also be supported by oral testimony at the
meeting.
d. If a motion to reconsider passes, the effect is the original matter is in the exact position it
occupied the moment before it was voted on originally. It will normally be returned to ACHD
staff for further review. The Commission may set the date of the meeting at which the
matter is to be returned. The Commission shall only take action on the original matter at a
meeting where the agenda notice so provides.
e. At the meeting where the original matter is again on the agenda for Commission action,
interested persons and ACHD staff may present such written and oral testimony as the
President of the Commission determines to be appropriate, and the Commission may take
any action the majority of the Commission deems advisable.
f. If a motion to reconsider passes, the applicant may be charged a reasonable fee, to cover
administrative costs, as established by the Commission.
