The scale provided is 1" = 100 feet and 1" = 200 feet. With the massive scale of this project, it is impossible to provide a site plan at 50 scale. 7. Appropriate copies of the landscape plan have been provided. 8. The conditional use request is for approval ora "Conceptual Planned Development" application. Building elevations are not required as part of this application. Site specific conditional use applications will he required for the office, commercial and multi-family uses. At that time detailed site plans, building plans with materials, color specifications and detailed landscape plans will be required. 9. Building elevations for conceptual approval are not required. The applicant is requesting approval of a (1033) residential units consisting of(862) single family residential lots, (1) residential lot to accommodate the existing home, (171) multi-family units, (1) commercial lot and (11) office lots. Common area includes: (57) landscape, pedestrian path and drainage lots & (1) private park lot. Public areas include: (1) Community Park and (1) fire station lot. Page 1 CONDITIONAL USE APPLICATION LOCHSA FALLS SUBDIVISION The subject property consists of 354.38 acres and the proposed PUD density is 3.37 dwellings per acre. The applicant is creating a more traditional grid pattern of streets. Three collector roadways are provided to accommodate the traffic generated by this developmem and future projects. The collectors terminate into a large rotary. The rotary will inhibit the use of the collectors as defacto arterials and add character to the street network. The applicant has provided 9.87% open space consisting of (32.42) acres. The 5% required open space constitutes (16.42) acres. In the open space calculation (10.55) acres was eliminated because this area is required for arterial and collector roadway buffers. The eligible open space area is (21.87) acres or 6.66% of the site. In calculating the 5% and other open space calculations the (24.64) acre City park and the (1.43) acre fire station parcels were not included. Therefore, the total acreage used was (328.31) acres and all calculations are derived from this number. A (6.1) acre private park is proposed in the center of the project. The applicant intends to construct a picnic gazebo, a full size basketball court and a large play equipment area (estimated value: $20,000). The applicant will install two other smaller play equipment areas in the north and south part of the project (estimated value $12,000 each). The rotary will be improved with a combination of landscaping and a large pond. The area at the center of the rotary consists of(1.85) acres which will allow for creative design. The rotary is the heart of the project and will provide an excellent focal point. The applicant is proposing a pathway network which links different single family areas with open space through micro-paths. Pedestrian crossings will he installed at the intersections of the rotary for a pedestrian friendly atmosphere. The applicant is proposing a 7-10 foot pathway along the south side of the east/west collector and along the east side of the north collector. We believe that a wider asphalt pathway along one side will promote pedestrian use. The arterial and collector pathways/sidewalks will he separated from the roadways. The internal local streets will have a (5) foot landscaped area between the back of curb and the (4) foot sidewalk. Page 2 CONDITIONAL USE APPLICATION LOCHSA FALLS SUBDIVISION The combination of pathways, micro-paths and sidewalks will create a pedestrian system that will compliment the City Community Park. This network will create multiple opportunities for walking, jogging, biking and roller blading for future residents and the community. The single family lots deviate from the R-4 standards. Lot sizes vary from 6,500 square feet to 20,000 squ_are feet. A large nmber of lots range from 8,000 to 12,000 square feet. The applicant is attempting to provide a variety of lot and home sizes. Lot widths range from 60 feet to 90 feet for a non-comer lot. Lot depths vary from 110 to 150 feet. A multi-family area (10.1) acres is proposed with (171) units. These units will be two and three story apartment type buildings. The applicant is proposing approval for the number of units in a conceptual manner. A site specific plan meeting all criteria for a multi-family project will be required under the conditional use process. The multi-family designated area is adjacent to the office lots located along Memillan Road. The multi-family is a transitional use between the office and single family uses. Good planning principles and the North Meridian Planning Group promote mixed uses within a project. This planned development proposal is utilizing the new PUD Ordinance. The ordinance allows for non-conforming uses to be integrated into a project, when those uses compliment the primary use. Under this premise, the non-conforming uses cannot exceed 20% of the gross area. This project utilizes 9.82% of the gross area in its exception (calculation excludes City park and fire station parcels). The area is (32.24) acres and is located along Chinden and Mcmillan Roads. These uses can be categorized neighborhood office and commercial. The suggested uses are medical office, dentist, orthodontist, chiropractor, general office and accountant. All of these suggested uses would provide complimentary services to the proposed residential developmem. The commercial lot will be used for Goldsmith Charter. A office will be constructed along with a screened area for materials. A site specific conditional use would be required for City scrutiny to determine compatibility and compliance applicable ordinances. P~e3 CONDITIONAL USE APPLICATION LOCHSA FALLS SUBDIVISION The applicant is requesting special setbacks for the single family residential lots. Those setbacks are as follows: Front - 20 feet or 15 feet for a non-front entry garage, Rear - 15 feet, Side - 5 feet for a single story and 7 feet for a two story, Street Side - 20 feet. All other uses will be subject to the setbacks outlined for L-O, C-N and R-15 depending upon the use designation. The collector street standard proposed is a 50 foot fight-of-way and a 29 foot section from back of curb to back of curb. The local street standard proposed is 50 foot right-of-way and a 33 foot section from back of curb to back of curb. Ada County Highway District, City Planning Staff and City Fire Department need to evaluate these differing sections. This conditional use will allow a large mixed use project. Our intent is to provide multiple lot sizes in the overall development. We believe character and style created by this project will establish a high standard for the other developments. The applicant is providing extensive landscaping and collector system within the project and creating a unique neighborhood. The applicant has suggested that he would donate (5) acres of the Community Park and sell the remainder at cost with future reimbursement through Park Impact Fees. 13. Fees are attached. 14.
