I will provide the orientation portion cov-ering the topics as required by the ICDBG regulations, and then I will yield the floor to the Mayor and City Council who will conduct the public comment portion. Please note that I will need a copy of an Attendance Sign-Up Sheet for the public hearing. if Meridian has one it prefers to use, then I will accept that form. If the City does not, I have also included a sign-up sheet with the document attach-ed. Once the minutes of the City Council Meeting for the public hearing are ready, I will need a copy for the project files. Please call if you have questions. Specifiailly, the Plan requires that the City will conduct"...at least one public hearing on the status offùnded activities... ". The Plan further requires that the status offunds public hearing "...at minimum, must include: a general description of accomplishments to date, a summary of all expenditures to date, a gelWral description of the remaining work, and a general description of changes made to the ICDBG project budget, performance targets, activity schedules, project scope, location, objectives, or beneficiaries... ". To these ends, this public bearing is being convened in accorda11ce wiili the Meridian Citizen Participation Plan. PROGRAM BACKGROUND: Congress enacted ilie CommuniIy DevelopmeotBlock Grant (CDBG) Pro-gram under the Community Development Act of 1974. This Act authorized 1he u.S. Department of Housing and Urban Development (HUD) to operate 1he CDBG program. In 1981, Congress amended ilie Act to allow states to assume CDBG program operations. In Idaho, the DeparbneDt of Commerce administers 1he CDBG program on behalf of the state. PROGRAM ELIGffiILITY: Only cities and counties are the eligible applicants to the ICDBG program. To qualify, eligible activities fimded by the ICDBG program must: . Principally benefit low and/or moderate income persons, or Aid in the prevention and/or elimination of slum & blight, or Meet community development needs having a partieu1ar urgency 1hat pose a serious and immediate 1hreat to heal1h. . . Eligible activities range ftom property acquisition to planning and can include public facilities, housing, economic development, removal of architectural and other briers to promote accessibility for persons with disabilities, and o1her activities listed in the ICDBG Aoolication """dhnok which is available for public review. PROJECf BACKGROUND: On June 21, 2004, the City of Meridian applied to the Idaho DeparbneDt of Commerce and Labor (IDCL) for ICDBG funds on behalf of the Louisiana-Pacific Corporation (LPC), a for- profit business. These funds, along wiili oIher local matching resources, were to be used for the construction of power utility upgrades at ilie LPC facility in Meridian, Idaho. The purpose of this improvement would lead to the creation of39 new jobs wilhin the City. The application submitted in June of2004 was accepted by IDCL and The City of Meridian was awarded $250,000 in ICDBG and a contractwiili IDCL was fully executed on August 16,2004. ACCOMPLISHMENTS OF THE PROJECI' TO DATE: The scope of workunder contract, as amended, bas made good progress wiili the power utility upgrades at the LPC facility. The substation installations have been completed, ilie underground and overhead lines have been installed, and the construction portion of the project is complete. Idaho Power was the sole source contractor in the completion of1heconstruction. Documentation of the jobs created is still pending. Once this is completed and accepted by IDCL, the project will be ready for monitoring and closeout. SUMMARY OF EXPENDITURES TO DATE: The total estimated budget for the Louisiana-pacific Poly-mer Business Expansion Project is $422,000. Of this amount, $250,000 is ICDBG funds. A sum of $22,000 in ICDBG funding was allocated to Grant Administration; $4,320 aUocated to Architectural and Engineering Services; and the balance of$223,680 was allocated to Construction. Of the $22,000 in Grant Administration funds, $8,800 has been expended to date. Of the $4,320 in Architectural and Engineering Services funds, $4,320 has been expended to date. Of the $223,680 in Construction funds, $201,803 has been expended In its application to IDCL, Meridian, through its for-profit sub-recipient, the LPC, agreed to provide $172,000 in cash and in-kind matdúng resources for the Louisiana-Pacific Polymer Business Expansion Project. REMAINING WORK: One hundred percent of the construction work on the Louisiana-Pacific Polymer Business Expansion Project has been completed. The remaining work includes the job creation documentation, monitoring, and closeout. CHANGES IN THE PROJECf BUDGET, PERFORMANCE TARGETS, ACTIVITY SCHEDULES, PROJECf SCOPE, LOCATION, OBJECTIVES, OR BENEFICIARIES: ¡\mendm..-n.. have been made to 1he project scope of work and budget These cost amendments are wilhin the resoun:es available to !he project and do not result in substantive changes to the budget, targets, schedule, scope, objectives, or beneficiaries of the project. PUBLIC COMMENT: Based upon the preceding presentation, the Meridian City Council will open the public hearing portion of this meeting and request testimony and/or comments on the project as described. Minutes of this public bearing will be prepared by the City Clerk and made available for public review. Following 1he receipt of any public testimony and/or comments, or response to any questions, a recom-mendation will be made that 1he Mayor close 1he public hearing.
