This subdivision is located in the NE 1/4 of Section 5, T2N, R1 E, BM. The average lot size is over one-half acre. The minimum lot size is 22,120 square feet. There are eight common lots. Four are landscape lots along the frontage of Lake Hazel Road and Eagle Road, one is a landscape lot along the south side of E.Darcy St., one is a common lot for the amenities (lot16, blockl), one is a pedestrian pathway between lots 6 and 8 of block 1, one is for an emergency access between Rosings PI. and Bingley Drive, and one lot is an irrigation lateral (Farr Lateral). All common lots, except lot 1 block 3, will be owned and maintained by the Home Owners Association. This project includes annexing and rezoning the subdivision property and annexing the church property (approximately 7 acres) where the existing church is located. We are proposing to construct a 33' street section (Including a 2' rolled curb on each side), and a 5' sidewalk on each side, offset from the curb by 8'. We are proposing to build about 1700' of sewer main in Eagle Road north of Lake Hazel Road and tie into the sewer line in The Turf Farm Subdivision. This connection to the Turf Farm Subdivision will be temporary. This trunk line in Eagle Road will eventually tie into the sewer trunk line being constructed in the Sky Mesa development west of Eagle Road. When the trunk line is completed, and this connection is made, the connection to Turf Farm will be abandoned. Each buildable lot in Keep Subdivision will be connected to city sewer and water at the time of platting. This final plat is in conformance with the approved Preliminary Plat of Keep Subdivision Amenities: A bike enclosure and gazebo were added as the two amenities for the subdivision and will be located on a common lot (lot 16 block 1) on Bingley Drive. The average lot size is over one half acre. The minimum lot size is 22,120 square feet. There are ten common lots. Two are common landscape islands at the entrance on Lake Hazel Road and Eagle Road, four are common lots along the frontage of Lake Hazel Road and Eagle Road, one is a common lot for the amenities, one is for the sewer line fi-om the Pemberley Lane cul-de-sac to Eagle Road, and one is a common lot for the emergency access between Bennet Ct. and Bingley Drive, and one lot is an irrigation lateral. All common lots, except lot 1 block 5, will be owned and maintained by the Home Owners Association. This project includes annexing and rezoning the subdivision property and annexing the church property (approximately 7 acres) where the existing church is located. The church parcel is Tax Parcel S1405110465. (See Exhibit "B") The zoning designation for the church will be R-8 and R-2 for the subdivision. We are proposing to construct a 33' street section (Including a 2'wide by 3" tall rolled curb), and a 5' sidewalk on each side, offset from the center line of street by 24.5'. We are proposing to build on site sewer that will provide service to each building lot. The onsite sewer will connect to a newly constructed sewer main in eagle road. Each residential lot in this subdivision will be connected to city sewer and water at the time of platting of Keep Subdivision. Appendix 2 includes a Geotechnical Report by Materials Testing and Inspection, Inc. 20 test holes were dug and logged on October 2 and 3, 2017. This report addresses the drainage features of the soils in this development. No groundwater was found during excavation of the test holes. The soils report in Appendix 2 discusses the groundwater situation in this area. EXISTING STORMWATER FACILITIES There are no storm water facilities in the property encompassing this site. Predevelopment runoff generated by this property has historically flowed into existing drain ditches that were established to control the irrigation runoff. PROPOSED STORM WATER FACILITIES Site run of will make it to seepage beads located though out the development. However, runoff from Lake Hazel and the north half of meridian road flows to a drainage system located on the church property. The proposed drainage pipes and seepage beds were designed to handle the flow of water calculated in the storm drainage calculations.. SYSTEM OPERATION The drainage system does not require any actions to operate. Routine maintenance of the sand and grease trap will be necessary to keep the seepage bed functioning properly. Storni Drainage Report.doc — slm Page 2 of 7 Drainage Report for Keep Subdivision RUNNOFF CALCULATIONS The runoff from each basin was calculated using the Rational Method per sections 8012.2 and 8012.3 of the ACRD Drainage and Stormwater Management Manual. The Time of Concentration (T,) was calculated for the largest Drainage Basin (Basin #3) and was less than 10 minutes. This T,, calculation can be found in Appendix 4. Also, the peak flows and volumes for each drainage basin were prepared by an excel spread sheet and are summarized in Appendix 4. Because all basins are smaller than Basin #3, the T, for these basins were assumed to be less than 10 minutes. Therefore, a Tc of 10 was used. GROUNDWATER While no groundwater was found during excavation of the test holes. No groundwater monitoring was done for this development. MTI Opinion found in the geotechnical report is that the seasonal high ground water would be near 20 feet below the existing ground surface. PAVEMENT DESIGN The soils report in Appendix 2 estimates the R -Value for the interior streets at 5 or less. MTI did the pavement design using an R value of 4. Therefore, the recommended pavement section was 2.5 inches of asphalt 4 inches of 3/4 inch minus crushed leveling course and 14 inches of pit run over a compacted sub -grade.
