Storage and Repair Shop for Cherry Lane Golf Course in an R-4 Zone, by
Lakeview Meridian Investors, LLC. (MI-O5-001)
Staff has reviewed the above referenced subnùttal and offers the following comments.
APPLICATION SUMMARY & mSTORY
The applicant, Lakeview Meridian Investors, LLC, has submitted a Miscellaneous (MI)
Application requesting City Council approval to construct a golf course maintenance equipment
storage and repair shop for Cherry Lane Golf Course. The property is currently zoned R-4 (Low
Density Residential).
The Planning & Zoning Department has classified the building as an accessory use and structure
to the golf course. The proposed building is 45' x 120' (5,400 sq. ft.) in size and is steel sided.
While the applicant states there is some flexibility in the ultimate location of the structure, it
would generally be located on the east side ofW. Talamore Blvd, approximately 50 feet behind
the sidewalk, ISO feet south of the clubhouse and 20 feet north of the south property line.
In 2001 and 2002, there was discussion between Mayor Corrie, staff and the previous lessee
about the need for a golf course maintenance equipment and storage building and repair shop
for the golf course. The lessees were told they would have to go through a public hearing
process and hold a neighborhood meeting for approval of this building. However, no

application was ever submitted and, to staffs knowledge, no neighborhood meetings were
ever held regarding the potential maintenance facility.
Currently there are no required [IDdings or City adopted standards for Miscellaneous
Applications in the Zoning Ordinance (Title 11). Because there are no required [IDdings or
standards for temporary uses, staff has provided, in the analysis below, some of the most
pertinent facts related to the construction and operation of the proposed use.
Staff is recommending approval of the application. However, we have raised a few concerns
with the location and building design in the analysis below and recommend the City Council
adopt the conditions we've included herein.
LOCATION & SURROUNDING USES
The subject property is located approximately Y> mile east ofN. Black Cat Rd. and N. ofW.
Cherry Lane, in Section 3, Township 3 North, Range I West.
The following uses surround the subject building site:
North: Golf course clubhouse/single-family residential, zoned R-4.
East: Golf course/single-family residential, zoned R-4.
West: Single-family residential/W. Talamore Blvd., zoned R-4.
South: Single-family residential, zoned R-4.
OWNER OF RECORD
The property owner, the City of Meridian, has consented for Lakeview Meridian Investors, LLC
to submit the subject application.
STAFF ANALYSIS
Site Location: As noted in the summary, the applicant has some flexibility on the building
footprint location but they prefer to site the structure as depicted on the aerial photo in the
application. Staff agrees that this general area (south of the clubhouse and east ofW. Talamore
Blvd.) is probably the best site within the golf course for the facility. We just believe it should
be further north. The building footprint is less than 70 feet north of the nearest home in Brenda
Estates Subdivision and directly behind the 18th hole green (approx. 80 feet). Some benefits to
this site include:
the maintenance building would become part of the clubhouse "campus" and would
therefore be easily monitored by the clubhouse;
. the existing parking is already available for employees;

any noise associated with the maintenance facility could be confined to the
clubhouse area;
it is centrally located.
So, Staff supports the general location but we recommend the structure be relocated further to
the north and new landscaping be added to provide buffering between the structure and the
residences to the south and west.
Building Design: The proposed building (as shown on the photos) is metal sided with two (2)
overhead doors and two (2) man-doors and has a generally flat roof. It includes 3-4 small
windows and wall mounted lights. Two of the photos show an open, 2-sided shed attached to
the building. It is unclear if this is a part of the application. The applicant should clarify this at
the public hearing. Except for the golf course clubhouse, the surrounding neighborhood is
single-family detached residential. Staff does not believe the proposed building is compatible
with the area in light of the 2002 Comprehensive Plan policies (Chapter VII) and the
following purpose statements of Title 11-1-4 (Zoning Ordinance):
. To improve the character and quality of Meridian's manmade environment while
maintaining its identity as a self-sufficient community.
. To protect residential. . .areas from the intrusion of incompatible uses and to
provide opportunities for establishments to concentrate for efficient operation in
mutually beneficial relationships to each other and to shared services.
To encourage excellence and creativity in the design of all future developments and
to preserve the natural beauty of Meridian's setting.
. To ensure that buildings and land within the City are adequately maintained to
prevent physical deterioration and tax base erosion.
To help bring the structure into compliance with the above statements of Title 11, staff
recommends the applicant incorporate the following standards into the building design:
The exterior building materials shall demonstrate the appearance of high quality
materials of stone, brick, wood or other native materials. Smooth faced concrete
block, tilt-up concrete panels or prefabricated steel panels are prohibited except as
accent materials.
The roof design shall demonstrate at least one of the following: a) overhanging
eaves; b) sloped roofs, c) two or more roof planes, d) varying parapet heights,
and/or e) cornices.
The building side facing W. Talamore Blvd. shall incorporate modulations along at
least 30 % of the building length.
Signage: No signage is proposed or approved with this application.

Noise: City Council shall determine if shielding of motorized repair equipment is necessary
to reduce noise levels.
Hours of Operation: The applicant has not specified hours or days of operation for the
proposed maintenance/repair shop. Staff recommends that the Council evaluate if limiting the
hours/davs of operation is necessary for this use.
Public Testimonv: As of the transmittal date of this report, staff has received one letter ITom a
member of the public regarding this application. This letter is in opposition of the proposed
maintenance/repair shop due to the belief that it will reduce property va.lues, cause additional
traffic in the area, increase noise, obstruct views, and be unsightly Staff recommends that the
Council rely on any public testimony to determine whether the proposed use will be disturbing
or hazardous to the neighboring uses.
SITE SPECIFIC CONDITIONS OF APPROVAL
1.
If approved, this building shall only be used as an accessory structure to the main
clubhouse building. Sewer services will not be provided to this building.
2.
The applicant shall prepare a revised, detailed site plan that relocates the structure
further north and provide a landscape buffer on the south in compliance with MCC 12-
13-12-3 and a street buffer on the west in compliance with MCC 12-13-10.

The applicant incorporate the following standards into the building design:
The exterior building materials shall demonstrate the appearance of high quality
materials of stone, brick, wood or other native materials. Smooth faced concrete
block, tilt-up concrete panels or prefabricated steel panels are prohibited except as
accent materials.
The color of the building materials shall compliment the clubhouse materials.
The roof design shall demonstrate at least one of the following: a) overhanging
eaves; b) sloped roofs, c) two or more roof planes, d) varying parapet heights,
and/or e) cornices.
The building side facing W. Talamore Blvd. shall incorporate modulations along at
least 30% of the building length.
4.
Applicant shall obtain a Certificate of Zoning Compliance (CZC) prior to construction
of the new building.
5.
The applicant shall obtain all necessary permits for construction of a building ITom the
City of Meridian Building Department.
The applicant shall comply with the City of Meridian noise ordinance (MCC 6-3-6).

Applicant must meet the building setbacks as required by MCC 11-9-1.
RECOMMENDATION
Staff recommends the City Council review this application in light of any public testimony that
is provided during the hearing. Clearly, the golf course, its patrons and the City (as property
owner) would be better served with an on-site, permanent maintenance and repair facility.
However, as proposed, we do not believe the structure is compatible or harmonious with the
surrounding neighborhood and character. We also do not support the building being located at
the extreme south end of the property. We recommend approval of the application with the
conditions listed above.
