Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov Development Application H-2019-0020 FP Project Name ROCKBURY NORTH Project Location North of West Chinden Boulevard on the west side of North Tree Farm Way, north of US -20/26 milepost 35.60 Project Description Construct a subdivision consisting of 47 residential lots and 8 common lots (Preliminary Plat was applied for under the name Rockbury Townhomes) Applicant Michael Nigh The Idaho Transportation Department (ITD) reviewed the final plat application and has the following comments: This project does not abut the State highway system. 2. ITD has concerns about traffic impacts to the State Highway system from this proposed development. This development will gain access to the State Highway system at the US -20/26 (Chinden Boulevard) / North Tree Farm Way intersection. The City is reminded that the US - 20/26 (Chinden Boulevard) corridor is already congested. This project will increase the number of vehicle trips in this corridor. While this individual development is not large, the accumulation of developments accessing the State Highway system at the US -20/26 (Chinden Boulevard) / North Tree Farm Way intersection is creating additional congestion. As the City continues to add additional trips to these corridors through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. 3. ITD has previously requested traffic generation numbers and an analysis of the intersection of Tree Farm Way and US 20/26 (Chinden Boulevard) to determine mitigation needs. ITD has completed a corridor study of US -20/26. The corridor study shows the future corridor width will need to be 100 feet wide on each side of the centerline in this area. A view of the corridor study plan for this area can be found under the "Plan" tab labeled "Strip Maps" at: http://qpps.itd.idaho.gov/apps/us2026CorridorStudy/plan.html Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 6. The Idaho Administrative Procedures Act (IDAPA) 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Program Manager for ITD's Headquarters Right -of -Way Section at (208) 334-8832 for more information. 7. ITD objects to the proposed application due to traffic concerns as noted in items 2 and 3. 8. Once all traffic concerns have been addressed with ITD staff, ITD will withdraw any objection to the proposed application.
