HomeMy WebLinkAboutApplication EngineCITY OF MERIDIAN TASK ORDER FOR ELECTRoIUc TRANSACTIoN AND Access: APPLICATIoN ENGINE This TASK ORDER is entered into this * auy of MarCL -. 2olg ("Effective Date"), between the City of Meridian, Idaho ("City") and the Idaho Information Consortium ("Portal Manager") (collectively, "Parties"), and is subject to the provisions of the Master Agreement for Professional Services approved by the Parties on February 2, 2010 ("Agreement"), and any subsequent amendments or extensions thereof. 1 . Scope of Services. Portal Manager will create, configure, and deliver to the Meridian City Clerk an electronic, Internet-based application(s) that will allow the Meridian City Clerk's Offrce to accept applications, as well as related fees via debit or credit card ("Portal Manager Software"). The Portal Manager Software will be available to Users online through the City of Meridian web site. The Portal Manager Software will provide administrative tools to allow the Meridian City Clerk's Office to: determine date and time of receipt of User's application, including year, month, day, hour, minute, and second of submission; reconcile User's payment of fees, and compile reports with information submitted by User. Portal Manager will use its proprietary software, "Application Engine," to provide the services under this Task Order. Application Engine platform will be deemed to be an NIC Electronic Service under the terms of the Agreement, as amended, Portal Manager shall deliver to the City object files meeting the description herein and containing the current version of Application Engine (the "Application Engine Object Files"). Upon delivery of the Application Engine Object Files, the Portal Manager shall grant to City a perpetual, for use only, fully paid-up, non- transferable, non-exclusive, license to host (in object code only), copy and use the Application Engine platform for the sole purpose of operating, maintaining and modifying any Portal Manager Software developed using the Application Engine platform pursuant to this Task Order. 2. Collection. Fees. and Paynrent a. Collection. Fees for submission of applications through Application Engine shall be set by City. Portal Manager shall be entirely responsible for the assessment and collection of payments from Users. b. fgtal Administrm For every credit/debit card transaction in Application Engine, User shall pay, in addition to User's payment of City fees, a non-refundable Portal Administration Fee equal to 3.00% of the amount of User's payment to the City, plus $1.00, due at the time the transaction is performed, Example: For a $100 payment to City, User will be charged an additional Portal Administration Fee of $4.00, for a total of $104.00 For every E-check transaction in Application Engine, User shall pay, in addition to User's payment of City fees, a non-refundable Portal Administration Fee of $1.00, due at the time the transaction is performed. These Portal Administration Fees will be retained by Portal Manager as compensation for services provided under this Task Order. Portal Manager shall not bill City for services provided under this Task Order, or for any fees. c. P,ayj[eJt-tp_(_i.ty. Payments collected on behalf of the City for each billable service shall be made from the Portal Manager via ACH transaction directly to a numbered account or accounts furnished by City. Portal Manager will transfer collected funds into the numbered account provided by the City via ACH transaction within 24 hours of Portal Manager's receipt of funds from the User. d. tailecl E-checks. The City understands that, unlike credit/debit card payments, E-check payments are not guaranteed funds; therefore, the City shall be responsible for collecting such funds on unsuccessful payments due to, but not limited to, nonsufftcient funds in a User's account, incorrect account and/or routing number entry by User, closed bank accounts, and stopped payments.
