Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov Development Application H-2019-0021 AZ, PP Project Name POLLARD SUBDIVISION Northeast corner of SH -16 and US -20/26 (West Chinden Boulevard), north of US - Project Location 20/26 milepost 34.77 • Annexation and zoning of 77.33 acres with R-8 and C -G zoning districts • Construct a subdivision of 75 building lots, 7 common lots and 3 other lots Project Description Previously known as Central Plaza Development. Applicant Brighton Investments LLC The Idaho Transportation Department (ITD) reviewed the annexation, zoning, and preliminary plat applications and has the following comments: 1. This project abuts the State highway system. 2. ITD has received, reviewed, and accepted a Traffic Impact Study for the Pollard Subdivision. Based on the findings of the Traffic Impact Study, ITD requires the following mitigation: Prior to occupancy • Install a westbound right turn lane designed to ITD's standards. • Dedicate 12 feet of right of way to ITD for the entire length of the right turn lane. Prior to the generation of 206 PM Peak Hour Trips: • Install a traffic signal that meets ACHD's signal design standards and be connected via fiber to the Traffic Management Center's network. Paved lane configuration will include the following: o Two through lanes in the eastbound and westbound directions (To be completed by the ITIP Project US -20/26, SH -16 to Linder (KN 2185 8) in fall 2020 or spring 2021); �DAHp * it �9raraor o��r Your Safety • Your Mobility IDAHO TRANSPORTATION DEPARTMENT Your Economic Opportunity P.O. Box 8028 •Boise, ID 83707-2028 pp y (208) 334-8300 • itd.idaho.gov o Dedicated eastbound and westbound left -turn lanes (TWLTL existing); o Westbound right turn lane o Lane configuration on northbound / southbound Levi Lane shall be directed by ACHD's requirements for Phase 1 and Phase 2 of the development. The traffic signal poles and signal cabinet equipment shall be located to accommodate the ultimate buildout on US -20/26 to include the following lane configurations: • Three through lanes in the eastbound and westbound directions; • Eastbound and westbound left -turn lanes; • Westbound right turn lane; • Lane configuration on the northbound/southbound Levi Lane shall be directed by ACHD requirements. 3. Developer is responsible for mitigating their impact to the State highway system and obtaining necessary right of way to construct the necessary safety improvements. 4. Based on the sensitivity analysis provided, ITD finds it acceptable to install emergency preemption at the intersection of Levi Lane and US -20/26. If the eastbound preemption queue is found to cause safety and mobility concerns with SH -16, ITD reserves the right to require the removal of the preemption device at this intersection. 5. ITD has completed a corridor study of US -20/26. The corridor study shows the future corridor width will need to be 100 feet wide on each side of the centerline in this area. ITD respectfully requests that the City preserve the space identified for the future road expansion. The STAR project for the improvement of US -20/26 Ten Mile Road to SH -16 is projected to begin construction next spring. The project includes widening the south side of US -20/26 to the ultimate buildout planned in the US -20/26 corridor study. 7. The Idaho Administrative Procedures Act (IDAPA) 39.03.60 governs advertising along the State highway system. The applicant may contact Justin Pond, Right -of -Way Section Program Manager, at (208) 334-8832 for more information. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 9. IDAPA 39.03.42.600.04 rules govern landscaping within ITD right-of-way. No trees will be allowed within 4 feet of the face of curb at full growth. Installation of any landscaping within ITD right-of-way will need to be addressed by ITD permit and meet the requirements of IDAPA 39.03.42. Provisions shall be established for the responsibility of future maintenance of any landscaping within ITD Right -of - Way. 10. ITD does not object to the construction of the subdivision contingent upon the applicant complying with TIS mitigation requirements as stated in items 2 and 3.
