Dear Mr. Korporaal,
The Idaho Transportation Department (ITD) has reviewed the Central Valley Mixed Use Development Traffic Impact
Study (TIS) dated January 2019 along with your response to ITD's comments dated March 11, 2019. The development
is located north of US 20/26 at Levi Lane. The development will be utilizing the existing public road intersections at Levi
Lane and Black Cat Road.
Due to the increase in trips generated by the development, the following mitigation improvements need to be installed
on US 20/26.
Intersection of US 20/26 and Levi Lane
[Prior to occupancy]
• Install a westbound right turn lane designed to ITD's standards.
• Dedicate 12ft of right-of-way to ITD for the entire length of the right turn lane.
[Prior to generation of 206 PM Peak Hour trips]
• Install a traffic signal that meets ACHD's signal design standards and be connected via fiber to the
Traffic Management Center's network. Paved lane configuration shall include the following:
o Two through lanes in the eastbound and westbound directions (To be completed by ITIP Project
US -20/26, SH -16 to Linder (KN 21858) in fall 2020 or spring 2021);
o Dedicated eastbound and westbound left -turn lanes (TWLTL existing);
o Westbound right turn lane;
o Lane configuration on northbound/southbound Levi Lane shall be directed by ACHD's
requirements for Phase 1 and Phase 2 of the development.

The traffic signal poles and signal cabinet equipment shall be located to accommodate the ultimate buildout
on US 20/26 to include the following lane configurations:
o Three through lanes in the eastbound and westbound directions;
o Eastbound and westbound left -turn lanes,
o Westbound right turn lane;
o Lane configuration on northbound/southbound Levi Lane shall be directed by ACHD's requirements.
The TIS states 206 PM Peak Hour trips are anticipated in 2019. Upon submittal of the traffic signal plans, ITD
requests a status update of current peak hours trips in order to verify the signal warrant has been met.
Emergency Preemption at Levi Lane
Based on the sensitivity analysis provided, ITD finds it acceptable to install emergency preemption at the
intersection of Levi Lane and US 20/26. If the eastbound preemption queue is found to cause safety and
mobility concerns with SH -16, ITD reserves the right to require removal of the preemption device at this
intersection.
It is the developer's responsibility to mitigate their impacts to the state highway system including acquiring additional
right-of-way to construct the necessary safety improvements. Any acquired right-of-way for safety improvements will
need to be dedicated to ITD as part of the permit.
If the developer is accepting of the above described safety improvements, ITD finds the Central Valley Mixed Use
Development TIS to be acceptable. The developer will need to submit an encroachment application (ITD form 2111)
along with a $100 application fee, engineered drawings and a traffic control plan.
Maintaining safety and mobility for Idaho's motorists is of the utmost importance to ITD. ITD reserves the right to
make additional comments on the revised TIS. If you have any questions, please do not hesitate to contact me at
