Box 8028 • Boise, ID 83707-2028 (208) 334-8300 • itd.idaho.gov Development Application H-2019-0017 FP Project Name FAIRBOURNE SUBDIVISION NO 1 Project Location 6745 North Black Cat Road, north of US -20/26 milepost 35.15 Project Description Construct a subdivision consisting of 52 building lots, 12 common lots, and 1 common driveway in an R-8 zoning district Applicant Fairbourne Development LLC The Idaho Transportation Department (ITD) reviewed the final plat application and has the following comments: 1. This project does not abut the State highway system. 2. ITD has received, reviewed, and accepted a Traffic Impact Study for the Fairbourne Development. Based on the findings of the Traffic Impact Study, ITD requires the following mitigation before occupancy: Installation of a traffic signal at Black Cat Road. The signal needs to be installed in accordance with the US -20/26 Corridor Plan and must meet ACHD's signal design. The signal must also be connected via fiber to the Traffic Management Center's network. • Installation of a westbound right turn lane on US -20/26 at Black Cat Road that meets all of ITD's design standards for taper, deceleration, and storage requirements. During construction, the existing shoulder width must be maintained. • Developer is responsible for mitigating their impact to the State highway system and obtaining necessary right of way to construct the necessary safety improvements. The STAR project for the improvement of US -20/26 Ten Mile Road to SH -16 is projected to begin construction next spring. If the applicant chooses to move their project forward before installation of the signal, the applicant will be required to install the signal at US -20/26 and North Black Cat Road before occupancy. 4. ITD has completed a corridor study of US -20/26. The corridor study shows the future corridor width will need to be 100 feet wide on each side of the centerline in this area. A view of the corridor study plan for this area can be found under the "Plan" tab labeled "Strip Maps" at: htip:Happs.itd.idaho.gov/gpps/us2026CorridorStudy/plan.html The City is reminded that the US -20/26 corridor is already congested. This project will increase the number of vehicle trips in the corridor. As the City continues to add additional trips to the corridor through development, the congestion will worsen until the roadway system is ultimately overloaded and fails. 6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway. 7. The Idaho Administrative Procedures Act (IDAPA) 39.03.60 governs advertising along the State highway system. ITD does not object to the construction of the subdivision contingent upon the westbound right turn lane and traffic signal at US -20/26 and Black Cat Road being constructed prior to occupancy.
