Dear Sonya,
As discussed with you and with the Planning andZontng Commission, we are submitting this letter of alternate
compliance in order to address a reduction in landscape buffering along a short section of Meridian Road (east side
of Medina Subdivision). This reduction is necessary in order to address a needed deceleration/turn lane along
Meridian road. !7e hereby request approval of the following method for alternate compliance.
Issue:
The deceleration lane for southbound traffic, wishing to turn into the site, encroaches into the required 35'
landscape buffer. This gradual /tapering encroachment begins approximately 141 feet south of the intersection of
Meridian and Ovedand roads. At approximately 241. feet from the beginning of the deceleration lane, the
maximum encroachment is approximately 6.3 feet (back of curb). This continues for approximately 125 feet along
Meridian Road-until the deceleration lane reaches the point of access. See Attachments A and B.
Ptonosal:
As noted during discussions with staff, P&Z and ITD/ACHD, this approved deceleration lane will provide an
added measune of safety fot southbound traffic-at this approved site access point. The location of the
approved access required careful planning in otdet to comply with design constrainte and site lirnitatione (i.e.
convenient cross access for the lots, patterns of design for consistency in future circulation and parking, consistent
lot sizes/configuration, and rerouting of the cross access easement.
The attached plans reflect the addition of densely planted deciduous shrubs and evergreens along this section of
affected buffer area (see Attachments L'1..0,L1,1.,L2.0,L2.1). As discussed at the Planning and Zoning
Commission hearing, we believe that this additional planting will eeflre to enhance the buffedng effects,
improve the ovemll appeatance, and incrcase public eafety along this stretch of Meddian Road
(deceleratiol lane). Note that apptopdate vision uianglee will be ptesewed. We recognize that a slight
variation may be flecessary upon submittal of any potential permits for signage in this area. The anticipated impact
should be minor and we ask that staff allow for some slight future adjustment (if necessary) upon {inal
determination of a sign location.

Dear Mr. Elg:
This letter is in response to your request for Alternative Compliance for a reduction in
street buffer landscape width in a portion of the buffer along S. Meridian Road. UDC
11-28-3 requires a 35-foot wide street landscape buffer adjacent to entryway corridors.
However, UDC l1-58-5 allows the City to provide for alternative means to certain
standard development regulations, including landscape requirements. In granting such
requests, the City typically requires specific improvements to be made, ensuring that the
intent of the regulation being altered is maintained. The applicant is proposing to install
5 additional trees along with a variety of bushes within this reduced buffer section as an
